any other instruction necessary. Contractor shall provide sufficient supplies to last between maintenance visits.
Question: Is setting up and maintaining CPAP/Bilevel patients a requirement of this contract? If so, there needs to be a line item on the pricing schedule to reflect this service.
Statement of Work
SOW 5.4 Initial Set-Up of Ventilators, states: Set-up may consist of contractor and/or Government owned equipment with proper backup systems, and shall include pressure setting(s), mask fitting, safety, maintenance, and any other instructions necessary.
Question: The pricing schedule only has a line item for the rental of contractor furnished ventilators. If the government will be providing government-owned ventilators, there needs to be a line item for the initial set-up of government owned ventilators and another line item for the monthly visits and supplies of government owned ventilators.
They will only be contractor furnished
Ventilators at this time.
Statement of Work
SOW 5.5 Equipment Monitoring/Maintenance Visit
Requirements and Time Frames, states: contractors are to perform an Equipment Monitoring/Maintenance Visit every
90 days for concentrator patients.
Question: There is no line item on the pricing schedule to perform an Equipment Monitoring/Maintenance Visit every
90 days for concentrator patients. A line item to perform this service is needed, especially since some concentrators are government owned.
Yes. This should be added.
Statement of Work
SOW 5.8 Service Transition, states: Transition of services to the new contractor(s} shall be complete within (60) calendar days from the date of award of a new contract(s).
Question 1: This reads as though the government may make more than 1 award. Does the government intend on making more than one award?

items to the pricing schedule. If this service is not required, please remove from the SOW.
Statement of Work
SOW 5.10 Reserve Supply, states: 5.10.1 An adequate supply of aluminum/composite compressed 02 tanks, with regulator, and E-tank stands shall be provided and stored at each participating VA listed in the Schedule and their respective Outpatient Clinics as directed by the COR.
Quantities, and sizes of tanks, will vary from site to site and shall be agreed upon by the Contractor and facility COR.
5.10.2 The reserve supply shall accommodate home oxygen
patients who are either being discharged from the hospital or visiting (appointments, etc.) and require a supply of oxygen to enable the VA beneficiary to reach home. Adequate inventory shall be maintained by the Contractor. Reserve supply shall be provided at no additional cost to the
Government.
However, Line Item 22 states: “E” cylinders (aluminum, each) complete portable system (e.g.
tank, regulator, etc) for each Medical Center for availability to issue home oxygen beneficiaries who deplete their portable units during appointments or to send home with new start-up.
Question: Are we to bill for the reserve supply? If so, then the following statement needs to be removed from the
SOW. Reserve supply shall be provided at no additional cost to the Government.
This is not needed. Contractor should deliver upon request same day for discharge patients.
Statement of Work
SOW 5.13.2 states, The Contractor shall provide as part of the technical proposal all patient education materials to be used during the course of the contract. Updates and changes to the education materials must be submitted to the COR prior to making any changes.
Question: The proposal instructions from the solicitation do not mention the requirement to provide all patient education materials to be used during the course of the contract. Are we required to pride all patient education materials to be used during the course of the contract in our proposal? If so, what volume should it be provided?
Yes. Patient education documents should be given out with first delivery and at every concentrator check (90 days) or
Ventilator Check (30 days)
Statement of Work
SOW 5.14 Traveling Beneficiaries.
Question: Normally when a patient travels, especially by plane, they are prescribed a portable oxygen concentrator
(POC). I don’t see a line item for the rental of a POC.
Consider adding a line item for the rental of a POC along with a separate line item for each additional battery.
Yes.
Statement of Work
SOW 5.14.3 mentions VISN’s 19 & 21
Question: I assume this is an error. Consider revising to only state VISN 21.
Yes.
SOW 5.2 Initial Set-ups - Oxygen Systems states, Provide
12 tanks with initial set up when portable is ordered. Size of tanks to be determined upon set up.
Question: Wouldn’t the individual patient’s prescription state the number of tanks that are required with the initial set up? Or are we required to provide 12 tanks for every patient prescribed a portable system?
Order will not state how many tanks.
Contractor should determine length of travel and flow to make sure patient has enough to last.
Statement of Work
SOW 5.2 Initial Set-ups states: For patients requiring portable oxygen concentrators for travel purposes, the
Contractor shall be responsible for ensuring that an RRT or
CRT performed set-up of portable oxygen concentrators within 24 hours of receiving the order from the VA.
Contractor shall be responsible for all maintenance and storage of portable oxygen concentrators rented and/or purchased by VA.

Enough to cover all patients. This can change.
Statement of Work
Are we using invasive or non invasive oxygen systems? If using both how many of each both
Statement of Work
How many oxygen tanks does each patient hold at the residence at a time?
Depends on their flow. Enough tanks to last through a power outage.
Statement of Work
On average how many oxygen tanks get changed out per day?
Depends on patient flow rate. Patient should be using concentrator at home.
Statement of Work
How many oxygen tanks are stored at each VA facility? none
Statement of Work
Under current VA PSAS guidance, all CPAP and BiPAP equipment and supplies are provided by the DLC. As such, it does not align with the intent of the
SOW in paragraph 1.1 for the contractor to provide “all supplies and materials”. There is no intent to
“rent” a CPAP or BiPAP.
Answer will be included in Amendment
0003 which will be posted No Later Than
01/04/2024.
Statement of Work
Second, Section 3 of the SOW shows an intent to provide all
CPAP and BiPAP devices as
Government Furnished Property (GFP) or to have the
Contractor provide any item on the schedule regardless of the above list. This raises multiple concerns:
a) The solicitation does not require an offeror to provide any proof that they are authorized to provide CPAP and BiPAP supplies to the VA. To our knowledge, there are no authorized

0003 which will be posted No Later Than
01/04/2024.
distributors for the VA’s most popular choice of
CPAP/BiPAPs and supplies (i.e. ResMed) that meet either of the solicitation NAICS. This raises a significant risk for Gray Market devices.
b) The ability to acquire CPAP or BiPAPs and supplies from other than the PSAS approved DLC source raises multiple concerns. The multiple DLC contracts are firmly based on providing those
CPAP/BiPAP devices. The contract does not permit them to be provided by another source.
c) The SOW indicates that these CPAP and BiPAP devices will remain the property of the VA. We understand that historically, across the VA enterprise, these devices become the property of the veteran after issuance to the veteran.
d) There is no SOW requirement to manage this large amount of diverse GFP to any VA or federal
GFP management standard.
Statement of Work
Equipment monitory/maintenance visit requirements are for every 90 days. Can you please add a line item for this and would you consider every 180 days or every six (6) months?
Yes, but will not consider 180 days. 90 days per manufacturer recommendations for concentrators and 30 days for ventilators.
Statement of Work
For maintenance and service of Government Owned
Equipment, depending on how old the equipment is, the government should consider each maintenance and repair to be unique at the time of repair. Some repair can cost over
$250.
Concur
Statement of Work
Are we to provide educational material to the patient every
6 months? This would be more effective to coincide with the Equipment monitoring (see question 5 above) and it could be documented that the patient was retrained/re-educated at that time.
Yes. at a minimum of 6 months.
Statement of Work
SOW 5.14. POC’s. We are experiencing an increasing trend for POC’s to be used as back-up and portable systems.
Please consider POC’s as a line item for back up, POC as line item for travel and additional line item for extra batteries.
Only for travel at this time.
Statement of Work
SOW 5.14.3. Why would this contract cover VISN 19?
Isn’t there another contractor servicing VISN 19? Please remove VISN 19.
Remove VISN 19
Statement of Work
SOW 5.2. Would you consider having the Delivery
Technician do set-ups of POC’s versus the respiratory therapist?
No.
Statement of Work
SOW 5.7.1/5.7.2: Please consider 5 days to coordinate and remove equipment from patients no longer needing service.
Will Consider
Section 1.2.7 – Will the Government reimbursement the vendor for the replacement of lost/stolen/damaged equipment at replacement costs to the vendor if manufacturer invoices are provided? How many times will you replace a Veterans lost/stolen/damaged equipment?
Yes. No limit on replacements.
Statement of Work
Section 1.6 – If we can’t reach a Veteran by their telephone number how are we supposed to provide service, and confirm they are at the address on file for requested service?
Inform VA unable to reach Veteran within 24 hours to initial set up or 4 hours of discharged patients.
Statement of Work
Section 3 – Government furnished property – In this section you mention all the government owned items that could be dispensed, but there aren’t any line items listed that would allow us to bill for any services required. Example:
exchanges, troubleshooting, education, etc. Please explain what the contractor’s responsibility is for the government furnished property
Maintenance
Statement of Work
Section 5.1.1 – We understand that if an order is received two hours prior to closing that we must complete the set up on the same day, but if it is less than two hours can you state that the set up must be done within 24 hours of receiving the order? The reason for asking for this is because of our regular business hours are from 8:30am to 5:00pm daily then this doesn’t allow for busy traffic time in the am to get to a Veteran’s home. Please consider a revision to the language.
No.
Statement of Work
Section 5.3 What line item do we use to bill CPAP/BiPAP setups? Will the VA provide the machine, mask, tubing, filters, and one way valve for patients on oxygen?
None. Do not provide.
Statement of Work
Section 5.5.1 – If we use an oxygen concentrator with OPI
(oxygen percentage indicator) then there isn’t a need for a quarterly inspection. Will you allow a visit every 180 days if we install oxygen concentrators with OPI on every patient? Also is this maintenance visit billable?
No. You cannot install if not on Rx.
Yes. Maintenance is billable.
of Work
Section 5.5.2 – If you request a CPAP/BiPAP maintenance visit. What line item is it billed under?
NA
Statement of Work
Section 5.6.1. Please clarify if every oxygen patient requires
24 hours of back up oxygen, or just 3x our maximum response rate as mentioned prior in the solicitation?
3x will be okay.
Statement of Work
Section 5.9.1 – Our staff only performs the required PMI of filters per the manufacturer specification. Is it ok to send all
Yes equipment to a qualified third-party manufacturer facility for repair?
Statement of Work
Section 5.12.4 – Which line item is this service billed under?
NA
Statement of Work
Section 5.14.3 – Why is VISN 19 at no charge when the
Southern Nevada Healthcare System is only in VISN 21?
NA
Statement of Work
Section 6.1.3 – Who is responsible for providing the one-way CPAP/BiPAP valves?
NA
Statement of Work
Section 5.2 – Are the 12 cylinders billable at set-up under item 17,18,19, or 20 based on the size that is delivered? Are backup cylinder refills billable as your language says to provide a backup source?
Line 20
Statement of Work
There is a high demand for portable oxygen concentrators by the Veteran population. Do you anticipate adding this line item for daily use to the contract?
Yes

Question Response
RFQ Will the government consider extending the solicitation due date because of the complexity involved in this solicitation and the upcoming holidays?
Yes. Amendment 0002 will extend the request for quote due to pending questions and revisions.
RFQ • The current price schedule does not include
CLIN identifiers.
o Q: May the Government please consider revising the price schedule to include CLINs?
Yes. Revision and clarification will be included in Amendment 0003 which will be posted No Later Than 01/04/2024.
RFQ • Principal NAICS Code reference 621610 -
Home Health Care Services o Q: May the Government please clarify the intended NAICS code for the solicitation, as the Price
Schedule contradicts the NAICS code listed in the
SF1449 (532283 – Home Health Equipment Rental) of the solicitation?
Yes. Revision and clarification will be included in Amendment 0003 which will be posted No Later Than 01/04/2024.
RFQ E.1 52.212.-1 Instructions to Offeror Q: Is there a page limit for the technical inquiry?
Yes. Revision and clarification will be included in Amendment 0003 which will be posted No Later Than 01/04/2024.
RFQ The NAICS code listed on the SF1449 is 532283, however the NAICS code associated with each line item on the pricing schedule lists NAICS code
621610.
Yes. Revision and clarification will be included in Amendment 0003 which will be posted No Later Than 01/04/2024.
Question: Please clarify the appropriate NAICS code.
RFQ Page 133 of 161 states: Vendors should ensure quotes adhere to instructions and complete, timely, and accurate.
Question: This sentence reads as though there was more to be written. Was there more? If so, please provide.
Yes. Revision and clarification will be included in Amendment 0003 which will be posted No Later Than 01/04/2024.
RFQ Page 133 of 161 states: Offers will be considered only from Offerors who are regularly established in the business called for and who, in the judgment of the
Contracting Officer, are financially responsible and able to show evidence of their responsibility, ability, experience, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service in the volume required for all items under this contract.
Question: There are only 2 evaluation factors listed in the solicitation, Factor 1 Experience, and Factor 2
Price. In each evaluation factor there is no mention of requesting contractors provide information regarding financial responsibility, equipment, facilities, and personnel. Since we aren’t required to provide this information, how will the contracting officer be in the position to make any judgements about our financial responsibility and evidence of our responsibility, ability, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service in the volume required for all items under this contract?
Clarification will be included in Amendment
0003 which will be posted No Later Than
01/04/2024.
RFQ The SF 1449 lists the NAICS as 532283 with a size standard of $41M. The CLINs list the
NAICS as 621610 with a size standard of $19M. It seems likely that your market research was based on
NAICS 532283 with its much larger size standard, rather than on NAICS 621610 with its much smaller size standard.
Clarification will be included in Amendment
0003 which will be posted No Later Than
01/04/2024.
RFQ The solicitation does not require an offeror to provide any proof that they are authorized to provide CPAP and BiPAP supplies to the VA. To our knowledge, there are no authorized distributors for the VA’s most popular choice of
CPAP/BiPAPs and supplies (i.e. ResMed) that meet either of the solicitation NAICS. This raises a significant risk for Gray Market devices.
Clarification will be included in Amendment
The ability to acquire CPAP or BiPAPs and supplies from other than the PSAS approved DLC source raises multiple concerns. The multiple DLC contracts are firmly based on providing those
CPAP/BiPAP devices. The contract does not permit them to be provided by another source.

EFT is more efficient for vendors and hence the VA.
Can we simply choose EFT?
Clarification will be included in Amendment
0003 which will be posted No Later Than
01/04/2024.
RFQ What is the correct NAICS code? SF 1449 specifies
