About this file

This document is a worksheet outlining the salient characteristics for an automated three-stage urinalysis testing instrument. The system must include capabilities for chemistry, microscopy, particle counting, and reporting. Specifically, it must support quantitative measurements for white blood cells, red blood cells, epithelial cells, casts, bacteria, and reportable chemistry parameters including bilirubin, glucose, ketone, blood, pH, protein, urobilinogen, nitrite, leukocytes, specific gravity, and urine color and clarity. Automated verification rates should be 70% or higher. Connected microscopy and particle scanning must provide whole field images for reclassification and reporting. Relatedly, solicitation number 36C26124Q0040 seeks offers for urinalysis testing services for VISN 21 Laboratories within the Department of Veterans Affairs Veterans Health Administration. Offerors must be able to provide instruments like the Sysmex UN3000N-111 or UN2000N-011 models to meet the outlined salient characteristics.

Brand Name or Equal Worksheet (“Salient Characteristics”) v 2.0

Brand Name Item:

1) Essential/significant physical, functional, or performance characteristics.

Salient characteristics are those characteristics that make an item equal to the brand name item we specify. Specifically, salient characteristics are those characteristic of the brand name item that the VA needs.

Automated Urinalysis Instrument for Chemistry Reportable Parameters: Bilirubin, Glucose, Ketone, Blood, pH, Protein, Urobilinogen, Nitrite, Leukocytes, Specific Gravity, Urine Color, Clarity

Automated Flow Cytometry resulting in quantitative measurements of microscopic elements, including White Blood Cells, Red Blood Cells, Epithelial Cells, Casts and Bacteria. These measurements should be reportable without generating a microscopic image for the technologist to review. The system should be supportive of auto verification at expected rates of 70% or higher.

Automated particle scanner that provides images of particles of whole field images to classify other reportable parameters in the urine. These images should be easily reclassified by the technologist using imaging software and interfaceable for easy reporting.

The primary chemistry, flow cell, and particle scanner should all be connected together and automate testing using a track system.

2) Complete generic identification – Automated 3-stage Urinalysis Testing Instrument with Chemistry, microscopy and particle counting and reporting capabilities

3) Applicable model/make/catalog number – UN3000N-111 or UN2000N-011 (for smaller CBOC locations)

4) Manufacturer name – Sysmex/Siemens (distributed by Sysmex)

Per VAAR 811.104 and 811.105, I certify the following regarding the above information:

· The salient characteristics listed above are essential to the Government’s requirements.

· To my knowledge, the restrictions listed above will not limit the acquisition to an item peculiar to one manufacture.
