1. Can you please provide the manufacture part #, keyword or Item # for the specific analysis instruments needed for this contract?
Response: Please see the salient characteristics.
2. Section E.5 52.216-1 indicates the intent is to award a single Firm-Fixed Price Indefinite Delivery Indefinite-Quantity (IDIQ) contract. Are you able to confirm open market items and quotes will be accepted to ensure full and open competition?
Response: Yes, this is a full and open, open market requirement.
3. B.2 Price/Cost Schedule and B.3 Statement of Work state it is seeking a cost per test (CPRR) contract. Is it acceptable to also quote for consideration a Firm Fixed Monthly Cost (Quantity 12 annually per site) for each lab as an alternative option? This alleviates the lab’s need to submit monthly test counts or pay fluctuating invoice amounts based on usage. To reflect total cost of quoted offer most accurately, the monthly amount invoiced would remain constant for the term of the agreement. The lab simply orders what they need when they need it but the monthly cost and extended annual costs do not fluctuate.
| a) | If a firm fixed monthly cost option is NOT acceptable for consideration, is it agreeable to add language to allow annual review of reported test volumes should they fluctuate? This would allow for an annual CPRR adjustment if agreed to by both parties should the volumes fluctuate by greater than +/-10% from those provided in Section B.2? Several sites we evaluated have test volumes nearly 50% different from those listed in section B.2. |
| b) | If a firm fixed monthly cost option is NOT acceptable for consideration, and a CPRR quote is required, is it the desire of the VISN to have a site specific CPRR based on site volumes and equipment or a blended CPRR across all sites so all are paying the same rate? |
Response: No, this is an IDIQ for all VISN 21 stations as seen in the line items. A delivery order will be issued for each station requiring this item. This is where the funding will reside and how much the station can spend. If more is required for that ordering period, then a bilateral modification will be produced for that particular order. Regarding Firm-Fixed Price, yes this will be a FFP IDIQ as stated in 52.216-1. The subsection questions will not be responded to since they do not apply.
4. B.3 Statement of Work Section 1.2 indicates a backup chemistry analyzer is needed for VA Sacramento, Palo Alto, San Francisco, Oakland, and Fresno. Section 2.3.3.3 indicates only VA Sacramento requires a backup chemistry analyzer. Was it the intent to remove “Sacramento Medical Center only” from 2.3.3.3?
Response: Yes, Section 2.3.3.3 was intended to be removed. It was meant to be edited out from a previous version for VANCHCS.
5. B.3 Statement of Work Section 1.2 indicates sites which require a backup chemistry analyzer. Is it preferred or required that chemistry analyzers acting as the primary or backup for all sites have matching technology and operation capabilities for standardization across the VISN?
Response: It is required for chemistry analyzers have matching technology and operation capabilities.
6. B.3 Statement of Work Section 1.2 marks for the Oakland CBOC both the first and third box. Was it the intent to only select the third box indicating the need for a UA Chemistry Analyzer Only?
Response: Oakland was meant to be Chemistry only.
7. B.3 Statement of Work Section 1.2 lists required equipment. Is it possible to confirm which sites prefer a vendor provided floor-standing configuration with carts to contain reagent and pneumatic units?
Response: All sites prefer floor-standing configuration with carts (wagons), except Livermore prefers a tabletop instrument due to space constraints. Oakland prefers benchtop also, but it is a single chemistry analyzer, see below.
a) Are back up and single chemistry analyzers to be a benchtop configuration?
Response: Back up and single chemistry analyzers prefer benchtop configurations.
8. B.3 Statement of Work Section 2.2.3.1 states the Oakland CBOC does not need Automated Urine Macroscopic/Chemistry testing. Was it the intention to place this designation for Oakland in Section 2.2.3.2 instead to match the table in Section 1.2?
Response: This was an error, Oakland was meant to be Chemistry only.
9. If a delayed response to questions, would a one-week extension to RFP response due date be considered?
Response: New due date and time for quotes: 11/13/2023 by 10:00 am PST
