About this file

This document contains a request for information (RFI) related to improving the central utility plant at the Las Vegas VA Southern Nevada Healthcare System. The RFI seeks information on replacing the existing shell and tube heat recovery unit with a single plate and frame unit capable of handling blowback recovery from three boilers. It also inquires about backup pumps that serve the campus-wide soft water supply from the central utility plant. The document addresses whether proposers should include CPARs or PPQs for five recent projects under past performance and confirms these would not count against the 100-page limit for submissions. It also notes the medical planner role is not necessary given the scope of work and can be removed from requirements. The associated federal contract opportunity provides additional details on the pre-solicitation for an A/E project to improve the central utility plant, including the solicitation number, opportunity type, involved agency, and location.

Request for Information (RFI)

1. In Scope Item 1.a.: What type of heat recovery system will require replacement? (i.e. flue gas heat recovery, blowdown recovery, etc.) What is the quantity requiring replacement?

Response: The single existing shell and tube heat recovery unit should be replaced with one single plate and frame unit that is capable of handing the blowdown recovery from all 3 boilers.

1. In Scope Item 1.g: What system do the back-up pumps serve?

Response: These pumps serve as backup for the campus -wide soft water supply from the central utility plant.

1. Would you like CPARs or PPQs for the 5 recent projects we will supply under Past Performance. If so, will they be included in the page count?

Per the selection criteria attachment overall page limit for the submission of the SF330 is 100 pages. This does not include CPARS reports.

1. We saw that there was a requirement for a Medical Planner (screenshot below) but after our Medical Planning specialist reviewed this scope, they did not see any work required for that role. What do you envision as the scope for the Medical Planner? If there is no scope, would you consider removing that requirement?

Medical planner may be removed as the firm sees fit.
