About this file

This amendment to solicitation 36C26123R0054 provides responses to request for information questions from potential offerors. The solicitation is for an electronic cylinder rekey project at nine Department of Veterans Affairs facilities. The project involves installing network drops, power outlets, and weatherproof enclosures for remote programmers. A few community-based outpatient clinics are leased locations requiring coordination with lessors for electrical and IT work. The proposal due date is extended to July 5, 2023. The contract duration will accommodate any variances due to material lead times. Existing core numbers do not need to be identified for doors receiving new cores. Bid bonds may be submitted electronically ensuring the raised seal is visible.

Charee Harris Contracting Officer NCO 21

36C26123R0054 Amendment 0002 Request for Information (RFI)

RFI 1 - The below snippet contradicts itself – are we to include installing power and data to each IPD location? Or will the VA be providing the power/outlet at each location?

Response 1 - Contractor shall be responsible for the network drops and power outlets to the locations where remote programmers are to be installed.

RFI 2 - Please advise if all locations are VA owned locations and none are VA leased locations that require electrical and IT cabling work to be completed by a separate contractor under separate contract.

Response 2 - A couple CBOC are leased by the VA. Electrical and IT work must be coordinated with the lessors. A list of facilities leased by the VA will provided upon contract award.

RFI 3 - Do the IPD’s require an enclosure at both interior and exterior (weather resistant) installation locations?

Response 3 - Any device mounted at the exterior must be enclosed in weatherproof enclosure.

RFI 4 - Please extend the project duration by 180 days as the material lead time will not allow for project completion within the suggested period of performance.

Response 4 – The contract shall be modified to accommodate any variances based on material lead times once confirmed.

RFI 5 - Please confirm that the existing core numbers do not need to be identified, written, and provided to the VA as each opening will receive a new core.

Response 5 - The existing core numbers will not need to be identified for the doors that will receive new cores.

RFI 6 – The description for Tab 3 states: “SF24 Bid Bond with Raised Seals and Power of Attorney (original bid bond, fully completed/signed as required).” However, Section 3 Submission Instructions states “Each offeror shall also provide one (1) emailed copy of the technical proposal and one (1) emailed copy of the price proposal.”

Please confirm we are to email copies of all specified bid submission documents, and upon award will be given the opportunity to submit actual, hard copies of any required documents such as the Bid Bond.

Response 6 – The bid bond shall be sent electronically as well, however, ensure that the raised seal is visible in the electronic form.
