About this file
This document is an amendment to a solicitation for water treatment services at multiple Department of Veterans Affairs medical centers. The amendment provides additional questions and answers to clarify requirements. Services include monthly heterotrophic plate count testing of cooling tower sumps by an accredited laboratory, annual cleaning and passivation of corrosion buildup on one cooling tower, and pricing for supplemental disinfection. The solicitation seeks a contractor to treat the closed loop systems and cooling towers at VA facilities in Mather, McClellan, Martinez, and Mare. The amendment specifies the sites operate their chillers and cooling towers at varying loads from 30% to 70% annually. Responses are due by May 1, 2023. Pricing should be provided per method unit such as cost per 1,000 gallons treated for closed loops.

2. Do you have any further guidance on what to do about the supplemental disinfection pricing?
ANSWER: I am unsure what this question is asking to provide an answer, incomplete question to respond to.
3. Cooling Tower annual water usage or Total Tones, Average Load (Tons), Operating time (24/7, comfort cooling, etc.?)
a. VA Mather - Condenser Water System: Do you have annual water usage on the Condenser water system? If not do you have an estimated run time: 30% average load (600 tons), 24/7 operation for example?
ANSWER: Operations are 24/7 for our chillers were running 2 of 3 units mostly except in extreme weather times where all 3 units are in operation.
b. VA McClellan – Cooling Tower: Do you have annual water usage on the Condenser water system? If not do you have an estimated run time: 30% average load (47 tons), 8 hours / day operation for example?
ANSWER: Operates 24/7 and is at 70% load during summer averages.
c. VA Martinez: Do you have annual water usage on the Cooling Towers? If not do you have and the sizes (tonnages) as well as estimated run time: Average load, hours / day?
d. VA Mare: Do you have annual water usage on the Cooling Tower? If not do you have the size (tonnages) as well as estimated run time: Average load, hours / day?
4. Closed Loops - For closed loop systems with no sizing, should we make an assumption on volume and a $/1,000 gallon to treat?
ANSWER: Provide detail in your pricing for evaluation of your proposed pricing for comparisons of treatment. Vendor should attempt the most practical pricing for their proposal to support the system based on their experience performing this work routinely for similar facilities.
5. Coupon Racks - Do all closed loops and towers have Coupon Racks or are we providing racks to all systems post bid if they don’t have them?
ANSWER: Chiller systems already have coupon rack in place for service.
6. 1.5.3.11. HPC testing shall be performed once a month for each cooling tower sump in accordance with the following criteria: 1.5.3.11.1. The laboratory that is performing HPC analysis must be accredited by either NELAP or AALA. Is this saying you want to make sure a Heterotrophic plate count (dip slide) is pulled every month, or you want a full independent lab analysis on all the Cooling
Towers every month?
ANSWER: We want a lab testing report each month to ensure correct results are received for samples taken.
7. Contractor/Vendor shall provide labor, material and supplies necessary to complete service for corrosion build up on (1) cooling tower. This work will include removal of all corrosives building up material or white rust from the system component to improve efficiency and life span. The contractor/vendor shall provide a protective layer of protective corrosion inhibitor on the metal surfaces of the component to improve sustainment of future buildup of material from occurring. All products used should be within the cooling tower’s manufacturers recommendation and be submitted for approval by the Contracting Officer’s Representative (COR) before utilizing or service to occur. Is this a 1-time white rust cleaning, and repassivation on 1 tower (which tower? Model #, type)? Or is this a service that needs to be provided 1 per year within the contract?
ANSWER: Yes, we will have one colling tower per year where this service will be provided.
That cooling tower will be identified at the time with the awarded vendor. Price out this service to be completed on one cooling tower per service year/ option year. See item C.10 as well for additional scope related.
