Question
1) PWS 9.0

Regarding the requirement for three commercial references:

1) Are state agencies outside of Nevada acceptable sources as references? Yes

2) Is it acceptable contract POCs submitted under Factor 1a – Experience as references? Yes

2) E.1, 52.212-1
41 of 69
Should offerors response to Section E.1(b)(5-9)(excluding (6) Price and Discount Terms) be provided in the Technical Capability factor or the Pricing Information factor? It is up to vendor to “discount” if they want. But your final and best price should be reflected in the Price Schedule.
3) All
N/A
The solicitation makes no mention of a transition/phase-in period. A short transition period would be beneficial to familiarize drivers with the locations, routes, parking requirements, etc. How much time will offerors be given to transition the contract from the incumbent contractor? The goal is at least 2 weeks
4) E.1, 52.212-1
41 of 69
Section E.1(b)(5) instructs offerors to provide the terms of any express warranty. Will the Government please clarify this requirement in terms of providing laboratory courier services to the VA? The word “any” means there may or may not be an express warranty. In this instance I would say N/A but a vendor is more than welcome to put that in their quote.
5) E.1, 52.212-1

“Relevant is defined as projects over $100K annually.” The relevancy requirement makes no mention of relevancy to the specific requirements in the Performance Work Statement of this contract, such as experience with biological specimens and applicable regulations. Will the Government please clarify if annual dollar amount is the only measure the Government will use to evaluate relevancy or if relevant experience transporting biological specimens is also a requirement? “Submit a maximum of five (5) contracts in which the Offeror was the Prime Contractor that best demonstrates the Offeror's experience on recent relevant contracts that are similar in size, scope, and complexity to this RFQ.” $100K is putting a price to contract being relevant.
6) PWS 5.b
12 of 69
PWS 5.b states “b. Customer service skills must be evident to VASNCHS staff with no more than five (50 complaints or referrals to the Laboratory Manager per year.” Will the Government please clarify if it is 5 or 50 complaints per year? Should be 5, not 50.

7) PWS 6.0

PWS 6.0 states “All couriers transporting specimens under this contract must be bonded and carry cellular phones and pagers for communications purposes.” Are pagers necessary or is it sufficient for couriers to be equipped with a cell phone? Cell phone is sufficient

8) Questions+and+Answers released 23 June
8.a
The Government’s answer to question 8.a states that no dry ice is required on the contract; however, PWS 2.b states “…and a second smaller sized cooler (approximate 35-quart capacity) for frozen sample (less than 0 degrees Centigrade) and will require dry ice. The contractor will provide the dry ice as necessary to ensure that specimens remain at the proper temperatures during transport.” Will the Government please clarify if dry ice is the responsibility of the contractor or VA? Transporting dry ice is no longer practiced. CBOC locations freeze the samples, place them in a small Styrofoam with ice pack upon pick up then place inside cooler.

Question
9) Questions+and+Answers released 23 June
5.b
The Government’s answer to question 5.b states company vehicles “are not a requirement.” This contradicts PWS 6.a: “a. The Contractor shall provide all courier services with a company vehicle and uniformed driver(s) to transport laboratory specimens.” Will offeror’s who propose the use of drivers’ personal vehicles still be eligible for award despite not meeting the requirements of the PWS? Answered in first Q and A and that answer supersedes any other mention of company vehicle. So, company car is not required.
10) PWS 6.0
12 of 69
“Contractor must be a courier company with a state license…” What licenses are required by the state of Nevada to conduct courier services? Certification License not required
