RFI RESPONSES #1

1. Will teaming be allowed? If so, will we be allowed to use our teaming partners past performance to meet the past performance requirements?

If you are partnering/subcontracting you must meet the limitations on subcontracting per 13 CFR 125.6, which states 50% of the costs of the services must be performed by the prime contractor.

In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.

As for the past performance you can provide information pertaining to the subcontractor.

However, the VA is also looking for past performance information of the prime and if both firms partnered together on previous janitorial service contracts. If you have not partnered with the firm previously please indicate so.

2. Will the International Executive Housekeeping Association (I.E.H.A.) Certificate or Certified Health Care Environmental Service Professional (CHESP) certification be required with the proposal or 5 days after award? – It is mentioned in the RFP Page 17 of 83, No. 7 that it should be submitted within 5 days and in Page 64 of 83 Letter C – with the submission package.

The certificate will need to be submitted with the quote submission. After contract award it will need to be resubmitted within 5 days and include (a) the name, address, and phone number of person to contact at the health care facility.
