SOLICITATION 36C26119Q0011

Amendment No. 1

Q1. Could you provide me the Model and Serial Numbers?

A1. The make model and serial numbers of the 3 generators are in the Statement of Work.

Q2. Could you tell me if the generators are easily accessible or not? (i.e.close to a parking spot? Up stairs, Down Stairs? etc...)

A2. Reply: “Generators are easily accessible from the parking. We are allowing the contractor to park next to the generator locations.

For ACC: the generator sits on the first floor level which is about 8 ft. higher than the driveway…there’s a stair from the driveway to the elevator slab.”

Amendment No. 2

Q1. Kilowatts for emergency generators # 3 & #4?

A1. Emergency generators #3 & #4 are 200kW, corrected in the Statement of Work (SOW).

Q2. What is the standard of the load bank tests for the emergency generators?

A2. All 4 emergency generators shall have a 4-hour load bank test performed. Paragraph 2.2.3 of the SOW is restated.

Q3. Question was asked concerning sub-contracting.

A3. The “Limitations on Subcontracting” apply, and the SDVOSB awarded the contract will need to perform the preponderance of the work. That meaning 50% or more of the work. [Full text clause is added.]

Amendment No. 3

Q1. For the 200kW Generator at center for aging you are requesting a 125kW backup generator and for the 750kW generator you are requesting a 225kW backup generator. Is that correct?

A1. There is nothing in the SOW that states what capacity of backup generators are being requested. The Center for the Aging and Ambulatory Care Clinic are required to have 100% of the total emergency power load during the load bank testing (added to the SOW Para 3.2.3.), back-up generators can be 125 Kw for CFA and 225 Kw for ACC.

Q2. Do you know what the load bank test standard they are requesting?

A2. Reference SOW paragraph 2.1 concerning manufactures recommended guidelines and requirements.

Q3. Will there be a forklift available to off load the cables required for the load bank or backup generator?

A3. Reference SOW paragraph 1.6.2 concerning Government Furnished Equipment & paragraph 2.1 under the scope of work of what the Contractor is to provide. So, the answer is no government furnished equipment will be provided.

Q4. When the contractor hooks up the rental generators at the 2 sites, will be hooked up through the ATS or direct through HECO?

A4. The rental generators will be hooked up through the ATS for CFA and ACC. Back-up generators can be hooked up direct to HECO for Ewing and Parking Garage.

Amendment No. 4

Q1. I see there is an SF30 released with each addendum, but cannon find an SF 1442 (or similar)? Will one be issued or should we use company letter head?

A1. The requirement was posted as a combined synopsis/solicitation notice. Under FAR 12.603(b), when using the combined synopsis/solicitation procedure, the SF 1449 is not used for issuing the solicitation.

Q2. Is there a page limit for the Capability Statement?

A2. There is no limit stated, but it should not exceed 20 pages. Limit of 20 pages or less will be added to the Evaluation Criteria #1.

Q3. For Evaluation Criteria #3, does this mean we need to include a line item for all expected trades and the associated fully burdened labor rates with the proposal?

A3. This is a request for quotations (RFQ), and yes for the reason stated in Criteria #3 being in compliance with the Service Contract Act. Just the fully burdened hourly labor rate(s) for each labor category occupation.

Q4. We have PPQ’s for relevant projects not by the Federal Government and not in CPARS. Should I include a copy of this in the Capability, or do I need to get a new one sent directly to you for the Original Contracting Officer?

A4. Added to Evaluation Criteria #2: For vendors not evaluated in CPARs, they may have Amendment No. 4/Attach 2 completed by the servicing agency/organization, and emailed directly to me for evaluation of their past performance history. Others may also have their references submit Attach 2 with this being added to the RFQ and submitted directly to me via email to thomas.mclain@va.gov .

Q5. What are the bonding requirements for this project?

A5. This requirement is not for a construction project, so there is no bonding requirement. However, CL-120 Supplemental insurance requirement is included in the clause section of the solicitation.
