Question
Page 71, Section 2. Part II - Technical, item (b), 2. Recruiting: background and experience of individual responsible for recruiting and hiring, implies you are requesting CV/Resume of recruiter(s) assigned to recruit for this opportunity. (Reference page 78, Factor 3 Recruiting/Hiring) This can be problematic since it's not unusual for us to "source" candidates from other companies. We rarely know which recruiter(s) are being utilized by other companies for these sourcing needs and they can change or be re-assigned at any time. Additionally, our internal recruiting team has provided feedback that they do not feel comfortable submitting personal information to satisfy this requirement. Please consider removing this evaluation factor?
Answer
No, the CV/Resumes requested are for the Key Personnel (Physicians) presented.

Question
Page 71, Section 2. Part II - Technical, item (d), 7. Letter of commitment is a concern since it implies the candidate(s) submitted are contractually obligated to perform on this contract. While we understand the Government's reasoning and intent for requesting this letter of commitment, it must be noted that ED Physicians are routinely mobile and may work more than 1 or 2 contracts on a rotating basis. Schedules are subject to change, family situations may affect their initial availability, job opportunities change and other scenarios could interfere with this commitment beyond the vendor's and provider's control. In lieu of a Letter of Commitment, would you consider a Letter of Intent? This will allow some flexibility in those instances where situations occur beyond control and be less intimidating to candidates.
Answer
The requirement for a letter of commitment remains.

Question
Page 72, Section 3. Part III - Past Performance, item 2. regarding our clients returning the questionnaires. Historically, our clients have indicated they will not commit to completing and returning these questionnaires for various reasons. 1. It requires client legal approval. 2. It is time consuming and takes them away from performing critical job functions. 3. The contact that was in charge of our performance is no longer there and no one else is available or authorized to complete. 4. For liability reasons or internal policy restrictions, they are not allowed to complete these questionnaires. In light of this feedback, would you consider using Evaluation Factor 4 Past Performance, items (a) and (b) on page 78 for those instances where we are not able to have our clients follow-through on the submission of PPQ's? It is a bit confusing since you are requesting PPQ's in additional to a listing of References which is unusual to require both. Please clarify.
Answer
Please submit both the past performance questionnaire and references.

25
Question
Section 2.1.2, Qualifications, list PALS is required. We’ve never seen PALS requirement on VA locums contracts as it would be extremely rare for a pediatric emergency to arise at a VA facility. Would the government consider removing this requirement?
Answer
Given the location of this Hospital, pediatric patients have presented. It is uncommon, but remains likely to occur in the future. Therefore, PALS is a requirement.
