REQUEST FOR INFORMATION (RFI) RESPONSES

36C26119B0009 – Fall Protection at Mather and Martinez, CA

RFI #1 - Does this job require full time supervision for subcontractors? For instance, I have a fall protection sub and I am a GC, does a representative of the GC need to be on site full time?

RFI #1 Response - The GC must be on site during all phases of construction, they are the overall on-Site Controlling Authority and usually the on Site Safety and Health Officer (SSHO), additionally a competent and senior individual. Therefore, yes.

RFI #2 - The Scope Section I. states to “comply with Occupational Safety and Health

Administration (OSHA) Fall Protection regulations”. Cal-OSHA regulations are more stringent than the regulations referenced. Please clarify if the contractor will need to meet Cal-OSHA Fall

Protection regulations.

RFI #2 Response - Contractor design will need to meet Federal OSHA standards by meeting the following regulations at a minimum:

1. System shall have top and mid rail (where permitted by existing structures and utilities) – 29

CFR 1910.23 (a)(2).

2. Structural Load: 200 lbs. minimum, any direction to all components – 29 CFR1926.502

RFI #3 – The scope of work is not clear if there is an existing fall protection system in place that will need to be removed and disposed of. If there is existing fall protection in place, is it attached to the roof deck, or is it a free-standing, non-penetrating system?

RFI #3 Response - Existing Fall Protection is a non-permanent, free-standing, non-penetrating design. It is currently clamped to the parapet wall with a threaded screw and spring.

RFI #4 - The Scope of Work, Section “G” states that “the stanchions shall be curved” and “shall have a galvanized finish with topcoat to match existing building architecture”. The curved stanchions will minimize the visual impact of the railings on the roof and the galvanized finish is a no-maintenance finish. Please confirm the VA wants to paint the railings to match the building.

RFI #4 Response – The Veteran Administration (VA) wants the product to be hot dipped Zinc

Galvanized & factory finished powder coat to match existing building architecture. The finish color may be no color (clear powder coat, silver-like in color) or another color that the contractor designs that will complement the building design and approved by the Contracting Officer

Representative (COR).

RFI #5 - In our past experience with projects of this kind, this timeline does not seem reasonable, considering once the contract is awarded and NTP is given, in all likelihood, the VA will need shop drawings provided to them to approve for installation. This process can take 6-8 weeks to finalize and get signed off, especially since there were no drawings/plans/specs provided. Typically, material can be procured in about 6-8 weeks. This timeline doesn’t give much time for install and unexpected delays that are unforeseen at this point. Can the 200 days be extended?

Are liquidated damaged incurred after 200 days? What are those damages?

RFI #5 Response - There are no liquidated damages included in this contract.

- 200 calendar day Period of Performance response: An extension of time beyond the 200-calendar day schedule can be addressed if required and schedule may be adjusted accordingly.

RFI #6 - Should the railing design exceed the Grand Total linear feet of railings stated in the

Scope of Work, please clarify if the contractor is to be responsible for the excess footage.

RFI #6 Response - The linear feet provided in the SOW is a rough estimate of required Fall

Protection needed. Contractor is responsible for verifying all measurements and providing all equipment necessary for a complete installation of product at the locations stated in the SOW.

RFI #7 – Please provide Roof as build drawings for all buildings requiring Fall Protection in order to accurately identify all existing utilities that will require relocation.

RFI #7 Response – There is not utilities that will be relocated on this project. The design of the

Fall Protection will be customized to prevent this. Drawings will be provided for reference only, but contractor is responsible for field measurement and accuracy.
