This is a Best Value–Tradeoff source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, and FAR Part 36.3 Two-Phase Design-Build Selection Procedures, supplemented by the Department of Veterans Affairs Acquisition Regulation (VAAR). The Government intends to award a firm fixed price (FFP) contract without discussions to the proposal offering the Best Value to the Government. Award will be made on a Best Value Tradeoff basis where all evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
This solicitation includes the requirements for both Phase I and Phase II proposals. Offerors shall only submit Phase I proposals in accordance with the following Phase I instructions. After evaluation of the Phase I proposals, the VA will issue an amendment to this solicitation informing the most highly rated offerors, a maximum of five offerors, to submit proposals in accordance with the Phase II instructions included in this solicitation.
PHASE I SUBMISSION REQUIREMENTS
A. All Phase I proposals shall be submitted in one part, a Technical Proposal. Your submittal must include a one-sided original to be emailed to the Contracting Officer at denise.groves@va.gov. and Contract Specialist at Gregory.Cunningham@va.gov. Emails cannot contain attachments that exceed 5MB.
