The following evaluation factors will be used to determine the most highly qualified Offerors that will be invited to submit a Phase II proposal. The factors and sub-factors below are listing in descending order of importance.
Factor 1: Corporate Specialized Experience: Provide information on relevant and recent experience on design-build contracts of comparable size, complexity and scope within the last three years as described in the sub-factors. Include for each sub-factor this information:
Project title, location and brief description.
Project owner/client and name and telephone number of owner’s contact person.
Project Statistics including start and completion dates (original vs. actual) for design and construction;
Project cost (with brief explanation of what is included in the cost).
Project Team; A/E Firm and General Contractor that participated on the project Sub-Factor 1A -- Provide a minimum of one example project demonstrating the experience and capability of the lead Architect-Engineer firm that will be designing the project.
Sub-Factor 1B -- Provide a minimum of one example project demonstrating the offeror’s design-build project management experience and capability as a prime contractor on a construction project of similar type and scope.
Sub-Factor 1C -- Provide an example design/build project that the prime contractor and proposed Architect-Engineering firm have completed together.
Sub-Factor 1D -- Provide a minimum of one example project demonstrating similar construction capability of the firm (proposed prime or subcontractor) that will be performing the largest construction effort.
Factor 2: Technical Approach: Provide a written narrative of the technical approach to be used for this design-build project. Proposals shall be evaluated based on inclusion of the major elements of the design-build process from notice to proceed to project completion, including all deliverables.
Factor 3: Past Performance: The Offeror (both prime contractor and Architect-Engineering firm) shall request Past Performance Questionnaire & Forms be completed by clients on previous design/build projects. The Government may contact the offeror’s references for information and may review performance ratings on file for prior Government projects the offeror has performed. Past performance information obtained from sources other than those identified by the offeror may be used. All relevant facts and circumstances gathered from information from the offeror’s listed references and other sources of information available to the Government (e.g., Contractor Performance Assessment Reporting System (CPARS)/Past Performance Information Retrieval System [PPIRS]) will be used to evaluate the offeror’s overall past performance and quality of performance. If an offeror has not commented on negative past performance evaluations obtained by the Source Selection Evaluation Board, the offeror may be given the opportunity to clarify and/or mitigate adverse past performance during “exchanges” (clarifications, communications, or discussions) after receipt of proposals (FAR 15.306). If discussions are required, and past performance issues remain, these issues will be addressed during discussions.
Offerors shall instruct the clients to complete and forward the Past Performance Questionnaires directly to the Contracting Officer via email at Denise.Groves@va.gov and Contract Specialist at Gregory.Cunningham@va.gov. The due date for receipt of Past Performance Questionnaires shall be on or before the proposal due date and time shown in Block 13 of the SF 1442. Offerors shall be responsible for ensuring Past Performance Questionnaires are delivered to the Contracting Officer on or before the proposal due date. Questionnaires must be submitted by the client/evaluator directly to the Contracting Office. Offerors should follow-up and encourage references to get the questionnaires to the Contracting Officer in a timely manner. Do not include copies of these transmittal letters, communications, or questionnaires in the proposal. Offerors who do not have relevant past performance will receive a neutral rating (neither favorable nor unfavorable, FAR 15.305(a)(2)(iv).
PHASE I EVALUATION PROCESS/METHODOLOGY
Each Proposal will receive an overall assessment of technical merit using the following ratings with the below definitions.
Evaluation Rating Standards for Phase I Evaluation Criteria
Rating
Standard
Exceptional
An exceptional proposal contains significant strengths and no weaknesses. The proposal exceeds the performance and technical capability requirements defined in the SOW. The evaluator has no doubt that the Offeror can successfully achieve the requirements in the SOW if the technical approach proposed is followed. The Offeror acknowledges risks and develops an approach that proactively identifies and mitigates risks, and looks to reduce or eliminate future risks.
Good
A good proposal contains significant strengths, and only a few minor weaknesses. The Offeror’s proposal meets the performance and technical capability requirements as defined in the SOW. The evaluator has a high degree of confidence that the Offeror can successfully achieve the requirements in the SOW if the technical approach proposed is followed. The Offeror acknowledges technical or schedule risk and develops an approach capable of mitigating all apparent risks effectively.
Acceptable
An acceptable proposal contains strengths that outweigh any existing weaknesses. The Offeror’s proposal meets the performance and technical capability requirements defined in the SOW. The evaluator is confident that the Offeror can successfully achieve the requirements in the SOW if the technical approach proposed is followed.
Marginal
The proposal meets the bare minimum performance and technical capability requirements defined in the SOW and at the same time have multiple weaknesses. The evaluator is not confident that the Offeror can successfully complete the required tasking without significant Government oversight or participation. The proposal either fails to address risks or the proposed risk mitigation approach is not deemed to be sufficient to manage the risk.
Unacceptable
An unacceptable proposal that contains one or more weaknesses and deficiencies. Proposal fails to meet specified minimum performance and technical capability requirements defined in the SOW. The evaluator is confident that the Offeror will be unable to successfully complete the required tasking. The proposal does not adequately acknowledge or address risk, mitigate risk, or may actually introduce risk.
Evaluation Scale for Factor 3 – Past Performance
Rating
Standard
Low Risk
Offeror’s past performance record provides essentially little doubt that the Offeror will successfully perform the required effort.
Moderate Risk
Offeror’s past performance record provides some doubt that the Offeror will successfully perform the required effort.
High Risk
Offeror’s past performance record provides substantial doubt that the Offeror will successfully perform the required effort.
Unknown Risk Neutral Rating
Offeror has no relevant performance record on contracts of similar scope, size or complexity.
Each proposal will receive an overall assessment of its technical and past performance merits using the following definitions.
Standard Definitions
