REQUEST FOR INFORMATION (RFI) RESPONSES
SOLICITATION: 36C26118R0215 - Design-Build CT Scan Suite, Emergency Department
RFI #1 – With this solicitation being so similar in size, scope, complexity and magnitude to the
Design Build MRI Scan Suite on the 2nd floor, Building 1, Project number 570-18-412 at the
Fresno VA, we would be using the same exact projects to meet the factor 3 requirements for this solicitation (CT Scan Suite) as we did for the MRI proposal.
VA Response - Unfortunately no, these are 2 separate procurements and while they are similar in scope and size, must remain separate from each other.
RFI #2 – Will the government clarify if the contractor will be responsible for contracting with and paying for the actual physical installation of the CT scanner or if the contractor will only be responsible for preparing the site and coordination for the CT manufacture/vendor to install the
CT scanner? We typically see that when the end user (VA) purchases the equipment, the PO to the equipment vendor includes the cost of installation of the equipment.
VA Response - GE shall be responsible for the CT installation. Contractor is responsible for preparing the site and coordination of CT installation with the CT manufacturer. Contractor shall furnish all requirements outside the physical CT iteself required for installation and a complete and usable CT scan suite.
RFI #3 - Can we use/send previously completed PPQ’s instead of having the CO’s fill out and send in new PPQ’s.
VA Response - Per FAR regulation and source selection material guidance the PPQ’s must come from the individual giving the review. Therefore the PPQ must come directly from the CO / CS filling it out or it is unacceptable. So no, they must be separate and be received by myself in the required manner.
RFI #4 - Factor 1 calls for projects within the last three years. Will the Government relax this requirement to allow projects completed in the last five years?
VA Response - Negative, Factor 1 will remain as is.
RFI #5 - Under Phase I Submission Requirements it states that all technical proposals shall be compatible with Microsoft Office 2010 Microsoft Word. Please confirm that the Government wants us to submit our proposals in Microsoft Word format, and clarify whether PDF is acceptable.
FOR OFFICIAL USE ONLY
VA Response - PDF is acceptable.
RFI #6 - Who is Suppling the CT Scan Equipment ?
VA Response - The VA is providing the CT Scanner via separated contract and installation
RFI #7 - And who the manufacture is?
VA Response - The equipment is a GE Opt CT660 USA 64 2.5
