Question 13 - Is there any phasing or specific sequence for installing new electrical to the existing boilers & chillers?
Answer 13- Phasing and Sequence – No, only one boiler or chiller may be down at a time for a short duration, so it is expected that power and control are ran for the boilers and chillers before they are brought down.
Question 14 - Is there any requirement for temp cooling or heat when the boilers & chillers are being switched over to the new electrical?
Answer 14 - No, only one boiler or chiller may be down at a time for a short duration; for Chillers during the warm part of the year for 12 hours and only one at a time, for Boilers during the cool part of the year for 12 hours and only one at a time.
Question 15 - Drawing E003, Note 2, Distances to Laundry Building 7, to PNL "DBHE-7" and PNL "E" are unknown. No site plan in the package.
A site plan is not available.
Please clarify:
A) What is the distance from "MB-2" to PNL "DBHE-7" ?
180’ +/- 50’ (no current information is available) B) What is the distance from "DP1" to PNL "E" ?
180’ +/- 50’ (no current information is available) C) Please provide the site plan, showing four panels mentioned above.
A site plan is not available.
Question 16 - Is there a specification for the allowable outage times for this project?
Answer 16 - Electrical outages shall be planned as to not interrupt the function of the boiler plant. Planned outages shall be as noted in the attached revised page 6 of Specification Section 010000 (revisions in bold italic). Durations shall not exceed the time noted for minor utility shutdown and major utility shutdown. (see attachment outage hours) Question 17 - Can we get a phasing plan?
Answer 17 - When moving equipment from the old distribution board to the new distribution board, all common system circuits must be moved together based on the following groupings:
NAC and control equipment Cooling towers and associated pumps in pit (i.e. CT-1 & CWP-1; CT-2 & CWP-2) Support equipment (i.e. CTP-1, CTP-2, fuel pumps, air compressors, etc.)
Boilers and associated equipment (i.e. B-1, BF-1 & FC-1) Chillers and associated pumps (i.e. CH-1 & CHP-1; CHP-4A & CHP-4B)
Question 18 - You cannot power up both transformers (I.E. Electrical Rooms) at the same time from the existing medium voltage switch.
Answer 18 - Correct. Medium voltage work shall be completed prior to any shutdowns and major cutovers. Once the new Service Entrance ‘SE-08’ is installed and operational, it shall be used to back feed the existing Main Switchboard ‘MDS’. Use temporary DLO cabling connected on the line side of the new main breaker in ‘SE-08’ and terminated on the line side of the existing main breaker in ‘MDS’. Temporary feeder for existing ‘MDS’ shall be removed after all equipment is transferred to the new distribution system.
Question 19 - I assume all equipment needs to keep running until it gets moved to the new switchboard. This would require a temporary generator.
Answer 19 - Temp feed the existing ‘MDS’ out of the new ‘SE-08’ to facilitate the transfer of the boiler plant equipment. It is expected that all new branch circuiting (conduit and wire) will be installed from the new distribution system to the piece of equipment being cut over prior to demolition of the existing branch circuiting. This will allow for a minor shutdown of that equipment only to disconnect the existing circuit and terminate the new circuiting.
Question 20 - Who will be responsible for temporary power during the outages? And to what extent as the VA generally sets up their own temp power for critical care? Can we get the full loads?
Answer 20 - FMS will support/conduct the facilities outages for this project. The contractor is not required to provide temporary power backup as it is related to equipment cutovers. However, the contractor is responsible for providing their own temporary power facilities for all construction activities not related to equipment cutovers.
Question 21 - Is the existing Smith Detroit generator available for us to use?
Answer 21 - Yes, but only for the support of the facility during short duration outages. It may not be used for temporary power to feed other construction activities.
Question 22 - Who would need to cover the fuel?
Answer 22 - Contractor to replace 1400 gallons of red dye #2 ultra-low sulfur fuel (approximately 100 hour run time). Contractor shall also provide one 250 hour annual generator service at completion of project. Service work shall be completed by a certified generator service company (i.e. California Generator or Cashman).
Question 23 - What cabling is required for the new switchgear metering?
Answer 23 - Each meter shall be connected to the VA network via Ethernet connection (i.e. one data drop per meter). Coordinate with local VA EMS for integration into campus wide system.
Question 24 - Where will it terminate?
Answer 24 - Data drop shall terminate in network cabinet located in the Operators Office.
Question 25 - Who is responsible for integrations if it goes to an existing system?
Answer 25 - The contractor shall be responsible for coordinating with local VA staff to integrate metering data points into existing EMS.
