Solicitation 36C26118Q9696 – RFI Responses 1
1. What was the cost of the final full option year of the previous contract?
This information will have to be obtained through a FOIA request.
2. How many drivers/vehicles are currently used to service the current contract?
This is not known at the moment. The requirement is to meet our needs listed not the amount of drivers. The VA will inquire with the current provider. Please note the current contractor may not provide this information. Therefore, it is the responsibility of the bidder to determine how many drivers/vehicles will be needed to successfully perform the contract.
3. What are the vehicle sizes required?
Truck or Van; must be temperature controlled where specimens are stored during transport.
4. Does “Non-Standard Trip” mean STAT deliveries? Can you please confirm if there will be any
STAT runs required for this contract?
Non-Standard trip is not STAT. Standard run/trip is prescheduled.
Yes we will need STAT runs or trips.
5. How many miles or trips per month or year may be expected? Can you supply a trip amount or estimate per location for these deliveries?
See the scheduled times needed to meet.
6. What is meant by “Dry Run”?
Dry run is when there is nothing transported. This may happen when keeping up with scheduled times.
7. Will supplies be transported under this contract? Yes, supplies will need to be transported to and from clinics. Supplies will need to be kept at the appropriate temperature (room temp/refrigerated) and cannot be brought back to a courier’s private residence at night.
8. Regarding instructions to offerors, under FACTOR 1 -technical capability, subfactor 6: can you please explain what kind of bond the government would like us to have? As a policy, we can’t provide documentation for drivers/employees that have not been hired yet, since we hire our employees upon award.
This pertains to ensuring drivers have all required DOT training/certifications and insurance to transport biohazardous materials.
9. Will this contract be SCA enforced? What are the minimum required rates to be performed on this contract upon award?
Yes SCA applies to this solicitation. Please visit the website at https://www.wdol.gov/ to obtain copies of the wage determinations. Rates are different for each city. I have attached the SCA for each. 31043 Driver Courier is the Occupation code and title.
10. SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contractor drivers as Subcontractors — 13 CFR 125.6 “Work performed by an independent contractor shall be considered a subcontract.” Please inform us how the VA would like us to proceed upon award regarding this rule change given that it will affect our offer regarding pricing and performance.
Per FAR 52.219-14 Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
