Contractor will conduct a life safety Statement of Conditions survey of the entire campus to include Buildings 1, 1A, 4, 5, 6, 7, 8, 10, 12, and Generator Buildings 5 and 6 at the VA Sierra Nevada Health Care System (VASNHCS), Ioannis A. Contractor will review existing facility Statement of Conditions, Basic Building Information (SOC BBI) drawings to determine whether they show all features required by the Joint Commission (JC) and identify any fire protection features which are not shown. Contractor will review the SOC BBI drawings to identify any existing deficiencies with respect to travel distance (dead end, common path of travel and total travel distance), exit discharge and smoke compartmentation. As a result of the survey, Contractor will identify any fire protection deficiencies and notate them in a plan for improvement (PFI) document (spreadsheet). The review of the SOC BBI drawings and life safety survey will be conducted on site by a Licensed/Registered Fire Protection Engineer.
The on-site life safety assessment will evaluate the following:

3. Sprinkler spacing, condition, and obstructions to spray coverage.
4. Fire alarm device placement.
5. Life safety code compliance
6. Smoke detector spacing and coverage.
The survey final report will include an executive summary, list of key findings, notated BBI and PFI drawings, and a MS Excel spreadsheet that lists all the applicable fields from the Joint Commission electronic plan for improvement (e-PFI) including:

| 8. | Applicable NFPA 101 Reference(s) |
| 9. | Deficiency (e.g., "openings in 2-hr fire-rated walls are not rated for 1.5 hrs) |
| 10. | Recommended Corrective Action(s) |
| 11. | Fields from Joint Commission e-PFI Resolution screen (e.g., source of funds, projected cost, projected start and completion dates, etc.) Note: these fields do not have to be completed. |
AutoCAD, electronic, and/or PDF drawings will be provided to the Contractor by VASNHCS. The Contractor will, in turn, edit them to provide accurate AutoCAD, electronic, and PDF drawings denoting features of fire safety. Drawings must be compatible with the Capital Assets and Facilities Management (CAFM) system in order to make updates and maintain the drawings on an ongoing basis.
Fire Safety features include the following:
· A legend that clearly identifies features of fire safety
· Areas of the building that are fully sprinklered (if the building is partially sprinklered)
· Locations of all hazardous storage areas
· Locations of all fire-rated barriers

· Sleeping and non-sleeping suite boundaries, including the size of the identified suites, designation, and travel distance
· Locations of designated smoke compartments, including size and travel distance to smoke barrier
· Locations of chutes and shafts
· Any approved equivalencies or waivers
Process is as follows:
1. Engineer will visit the medical center to review the existing architectural drawings and capture any changes that may have occurred. Engineer will come with plotted drawings and review with VASNHCS staff the layout and compare the recent past projects to assess if they have been incorporated. Engineer will walk through areas of concern and mark-up changes. Engineer is expected to spend four (4) days at VASNHCS.
2. Floor plans will be updated based on the field walk-through and upload the updated drawings to the CAFM system.
3. A subcontractor qualified and experienced in life safety will visit the medical center and review the existing LS drawings. This consultant will walk-through the buildings and analyze the changes that have occurred since the LS drawings were last prepared. The subcontractor will mark all such changes on hard-copy drawings.
4. As a result of the review, changes will be made on the life safety CAD drawings.
5. LS Consultant will visit the medical center and review the updated life safety CAD drawings with VAMC staff.
6. Life safety drawings will be updated and uploaded to the CFAM system.
7. Conduct online review sessions with VASNHCS to further review drawings. Review session will be done floor-by-floor and building-by-building.
8. Make necessary changes based on the online review so the drawings are complete and accurate.
9. Load final life safety drawings in CAFM system.
One VASNHCS staff member will accompany consultant as required to conduct the survey and to access entry to locked rooms/areas; consultant will coordinate this with the Safety &Occupational Health Program Point of Contact. In the locked locations where VASNHCS staff do not have access (e.g., Security, IT, Pharmacy), S&OH will coordinate with these services and do that work as expeditiously as possible during the normal working hours of 7:30 am to 4:00 pm, Monday through Friday. (b) Selection Process
(1) Evaluations will be conducted under the procedures of FAR Part 13.
(2) The Government intends to establish a contract without exchanges with contractors. Consequently, Contractors are highly encouraged to offer their best technical and pricing quote in their initial submissions. However, the Government reserves the right to discuss submissions with any or all contractors submitting a technical and price quote, if it is determined advantageous to the Government to do so. This statement is not to be construed to mean that the Government is obligated to conduct exchanges. A Contractor may be eliminated from consideration for award without further exchanges if its technical and/or pricing quote/information is not among those Contractors considered most advantageous to the Government. In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative evaluation to determine which vendor provides the best value to the government in terms of high technical capability and past performance, while also providing a competitive price.
(c) Quote Package Contents
(1) Standard Form (SF) 1449 shall be submitted fully completed. The contractor shall acknowledge all amendments to the solicitation that may be issued. The quote package should address all the information listed in the evaluation factors under Addendum to 52.212-2. Prospective Offerors are required to submit three separate quote responses, one Technical Response, one Past Performance Response and one Price Quote. If all three quote responses are NOT received, it may result in rejection or elimination of your quote, and will not be considered for award. There is not a required format that the information must be presented in. We will be focused on the content of the quote and whether it addressed all the evaluation factors. Price Lists at Section B shall be submitted fully completed and error free. It shall contain prices for the established Contract Line Item Numbers (CLINs) set forth in that section to include prices for the Period of Performance (and Option Periods). In accordance with FAR 52.212-2(b) with its addendum, the Government will evaluate quotes for award purposes by adding the total price for the basic requirement.
(2) The quotes will be evaluated using the information submitted in the quote package addressing the technical criteria as identified in Addendum to FAR 52.212-2.
(3) Past performance will be reviewed to determine if the previous work was recent (within the past 5 years) and relevant (similar size and type of work). Past performance information will also be reviewed to determine the overall trend in the ratings of quality for previous contracts.
(4) When submitting pricing information, the contractor will provide a flat rate in accordance with the price schedule. In evaluating the contractor’s price, the Government’s determination will include whether the price reflects a clear understanding of the requirements, is consistent with the information provided in the contractor’s quote, and is reasonable in comparison with other quotes that have been submitted in response to the solicitation.
