X x x The purpose of this amendment is to answer Requests for Information (RFIs) 1 through 14 and extend the bid due date and time. The bid due date and time is extended to September 7, 2018 at 10AM PST. A public bid opening will be at 10AM PST Sept ember 7, 2018 at 975 Kirman Avenue, Reno, NV 89502, Building 1A, Room D2427.
RFI #1 – Does the 150-calendar day Period of Performance include time to receive contractor access badges?
Specifications state to submit information to the sponsor “at least two weeks prior to requesting a badge”, however, it has been our understanding that badges can take many months to receive.
Answer: Yes, the 150 days calendar day Period of Performance include time to receive contractor access badges.
RFI #2 – Drawing pages P-103-1, P-106-1 and P-102-5 call for new surface mounted receptacles at the locations of the Water Quality Monitoring Stations. Please advise on whether these are duplex or quad receptacles.
Answer: New receptacles shall be duplex type. Clarification: The circuits shown on these drawings are not available on the same floor as the scope of work. In order to install the new receptacle and wire to an existing circuit on the same floor revise the following drawing notes as follows:
Page P-103-1:
Replace circuit call-out 4-L-5F, 32 with circuit 4-L-3C, 13 for a new receptacle and extend from existing receptacle in adjacent Social Worker Office. Per as-built drawings, this will be the 4th receptacle on to this circuit for a calculated total load of 720VA.
Replace circuit call-out 3-L-5F, 49 with circuit 4-L-3C, 11 for a new receptacle and extend from an existing receptacle in the adjacent Waiting Area. Per as-built drawings, this will be the 6th receptacle added to this circuit for a calculated total load of 900VA.
Replace circuit call-out 2-L-5F, 26 with circuit 3-L-3C,5 for a new receptacle and extend from an existing receptacle in the adjacent associate Hospital Directors’ Office. Per as-built drawings, this will be the 8th receptacle on this circuit for a calculated total load of 1440VA.
Replace circuit call-out 1-L-5F,12 with circuit 9-L-3C,2 for a new receptacle and extend from an existing receptacle in an adjacent Training Office. Per as-built drawings, this will be the 4th receptacle on this circuit for a calculated total load of 720VA.
Page P-106-1:
Replace circuit call-out 4-L-5F, 32 with circuit 4-L-6F, 24 for a new receptacle and extend from an existing Corridor receptacle. Per as-built drawings this will be the 8th receptacle on this circuit for a calculated total load of 1440VA.
Replace circuit call-out 2-L-5F, 25 with circuit 2-L-6F, 49 for a new receptacle and extend from an existing receptacle located in the adjacent Elec. Room. Per as-built drawings this will be the 5th receptacle on this circuit for a calculated load of 900VA.
Replace circuit 3-L-5F, 44 with circuit 3-L-6F, 62 for a new receptacle and extend from an existing Corridor receptacle. Per as-built drawings this will be the 5th receptacle on this circuit for a calculated load of 600VA.
Replace circuit 1-L-5F, 12 with circuit 1-L-6F, 44 for a new receptacle and extend from an existing Corridor receptacle. Per as-built drawings, this will be the 5th receptacle on this circuit for a calculated load of 600VA.
RFI #3 – Receptacle on P-102-5 does not include a circuit designation. Can the contractor assume that the circuit is nearby and that all circuits designated for added receptacles have the available space and will not exceed code requirements for receptacles per circuit?
Answer: Extend existing circuit EQL1H,14 from existing Corridor receptacle. Per as-built drawings, this will be the 5th receptacle on this circuit for a calculated load of 920VA. Refer to responses in RFI #2 to receptacle loads per circuit information.
RFI#4 – Drawing page P-403 Detail F1 includes an Option A to “DISCONNECT AND REMOVE OFFLINE WATER HEATER…” however, the bid schedule does not have a location for an optional line item. Please advise.
Answer: Disregard the scope as an Option and remove the Water Heater and associated piping.
RFI #5 – Drawing P-501 Detail F7 is for an OPTIONAL PORTABLE SAMPLING TEST KIT, however, the bid schedule does not have a location for an optional line item. Please advise.
Answer: The Portable Sampling Test Kit is not optional and shall be provided.
RFI #6 – Drawing page P-603 Detail F6 includes a note that states, “IF KITCHEN REQUIRES 160 DEGREES, THEN REMOVE MIXING VALVE ALL TOGETHER AND REMOVE SHOWERS FROM 160 LINE IN CORRIDOR…” Please advise if we are to bid to the drawing or to the note.
Answer: The kitchen requires 160 DEGREES, therefore bid to the drawing.
RFI #7 – Has the new connection to the city water been permitted and approved by the City?
Answer: Contractor is responsible for investigating this concern with the City.
RFI #8 – Solicitation documents include a DIVISION CONSTRUCTION COSTS breakdown to be submitted with our proposal. This breakdown does not include all the divisions from the Combined Specifications. Further, it includes an “Other” line item. Please advise on how we are to break out our costs.
Answer: If item is not listed under the DIVISIONS CONSTRUCTION COST breakdown, Add a line item and call it “Other”.
RFI #9 – Can the contractor propose a Value-Engineering solution?
Answer: Yes, contractor can propose a Value Engineering (VE) solution. However, the VE solution needs to be submitted for approval. Value engineering proposals shall be submitted after contract award.
RFI #10 – Is there a specification available for the Legionella monitoring system components?
Answer: Please refer to Specification Section 22 01 16 – 2.4 for Legionella Monitoring System Components.
RFI #11 – Can WiFi devices be utilized for the Legionella monitoring system components? It has been our understanding that the AVA does not allow WiFi for this type of purpose.
Answer: It depends:
1.If the monitoring system will be connected to Metasys/BMS, then it cannot be connected to any Wifi.
2.If not connecting to Metasys/BMS and does not require to be secured then it can connect to the VA general customer Wifi (no password required).
3.If not connecting to Metasys/BMS but requires secure connection then it needs to be coordinated with VA IT.
RFI #12 – The diagrams appear to show much of the water returning to the CW and HW piping after passing through the water quality monitoring stations. This is a violation of the SDWA since the water will pass non-NSF 61 certified sensors. This same flow arrangement is depicted in the "mobile unit". Can you change it so that water is sent to drain rather than recirculating into the water distribution system to ensure compliance with SDWA?
Answer: This will be corrected and discharge will go to drain or collection basin.
RFI #13 – At the site visit, Phigenics Potable Water Analytics Monitoring Systems were discussed as a solution for the continuous monitoring requirements. Will you allow Phigenics PWA Monitoring Systems which are designed to meet the VHA 1061 requirements for continuous monitoring?
Answer: Phigenics may submit information to VA on the Phigenics PWA Monitoring System for review and approval.
RFI #14 - From 2.4.3: The system will monitor the water quality and communicates the data via the existing Ethernet network. The data is received by the master station that reports the data directly to the BMS.
So the water monitor will be connected to the master via ethernet but doesn't specifically say that the master is connected to the BMS over ethernet. Technically if the water monitors and BMS are using modbus tcp and are on the same network there is no need for the masters. Can you please tell us if the masters are being provided by the VA or the contract and explain how the masters are supposed to communicate with the BMS?
Answer:
1. Metasys/BMS will only communicate with BACnet compatible devices.
2. As a minimum, if we are able to connect, we will need a Field Equipment Controller (FEC) to connected it to the closes NAE (Network Automation Engine) if there’s any. If not, we will also need a NAE as well. Fiber optic cables, media converters, switch, just to name a few, will also need to be discussed.
3. Once connected, JCI will need to program the equipment and pull all the points in Metasys/BMS and build new graphics to view/monitor.
