About this file

This is a Request for Proposal (RFP) and solicitation package for construction services at a Department of Veterans Affairs facility. The solicitation seeks a single contractor to renovate the Community Living Center (CLC) East Wing and Courtyard at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The contract is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with an estimated price range between $1,000,000 and $10,000,000. The work encompasses all necessary labor, materials, supplies, services, and equipment to complete renovation activities according to the Statement of Work, specifications, and drawings. The contract will be awarded as a firm-fixed-price agreement with a performance period of 389 calendar days from the Notice to Proceed. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45,000,000.

Proposals must be submitted electronically by 12:00 PM PDT on November 23, 2026, structured in three separate volumes: Technical Experience (20-page limit), Past Performance (no page limit), and Price (no page limit). The Government will evaluate proposals using best-value tradeoff procedures, with Technical Experience and Past Performance rated as approximately equal in importance and significantly more important than Price. A formal site visit is scheduled for October 19, 2026, at 10:00 AM PDT at the facility. A bid guarantee (SF 24) of at least 20 percent of the bid price, not to exceed $3 million, is required. Offerors must acknowledge all solicitation amendments and complete representations and certifications, including the VA Notice of Limitations on Subcontracting and a Divisional Price Breakout. Questions must be submitted by October 26, 2026. Award is anticipated following evaluation without negotiations, though the Government reserves the right to conduct negotiations if deemed in its best interest.

1.4. EVALUATION FACTORS

1.4.1 During the evaluation of each proposal, the Government will assign a rating for Factors 1-2. The following factors will be used to evaluate each proposal:

Evaluation Factor 1 – Technical Experience Evaluation Factor 2 – Past Performance Evaluation Factor 3 – Price

1.4.2 Evaluation Factors 1 and 2 are of approximately equal importance. All evaluation factors other than price, when combined, are significantly more important than price (Evaluation Factor 3).

1.5. EVALUATION FACTOR 1 – TECHNICAL EXPERIENCE

1.5.1 The Government will evaluate and rate the offeror’s experience and expertise to perform this project with relation to their technical experience on completed renovation construction projects that are recent and relevant, similar in scope, size, and complexity to this project.

1.5.2 The Government will evaluate the extent to which the offeror's submitted experience:

1.5.2.1 Is logical and free of contradictory or conflicting information.

1.5.2.2 Provides a level of detail and specificity regarding the offeror's prior projects that demonstrates the offeror's understanding of requirements comparable to those in the attached SOW, specifications, and drawings.

1.5.2.3 Reflects a history of successful contract performance that reduces the risk of unsuccessful performance on this project.

1.5.3 If an offeror’s proposal is deemed “Unacceptable” for Evaluation Factor 1, the evaluation process will stop, and the Government will no longer consider the offeror for award consideration.

1.6 EVALUATION FACTOR 2 – PAST PERFORMANCE

1.6.1 Past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. It considers each offeror’s demonstrated recent and relevant record of performance in supplying products and services that met the contract requirements. One past performance confidence assessment rating is assigned for each offeror after evaluating the offeror's recent past performance, focusing on performance that is recent and relevant to the contract requirements. There are two aspects to the past performance evaluation: relevancy of contractual work performed; and how well the contractual work was performed.

1.6.2 The Government will rate an offeror's Past Performance for projects identified in their Offer under Volume 1, Factor 1, Technical Experience utilizing the offeror provided past performance meeting the requirements of Volume 2, Factor 2, Past Performance. The Government will not evaluate offerors submitted past performance on projects not listed in Volume 1, Factor 1, Technical Experience.

1.6.3 While the offeror cannot submit past performance on projects not listed in Volume 1, Factor 1, Technical Experience, the Government may evaluate present and past performance information by using data independently obtained from the following sources:

1.6.3.1 Reporting data gathered from the CPARS.

1.6.3.2 Reporting data gathered from the System for Award Management.

1.6.3.3 Interviews with Program Managers, Contracting Officers/Specialists, Contracting Officer Representation; and as appropriate.

1.6.3.4 Personal knowledge of the requirement and/or offerors.

1.6.4 If the offeror has no past performance, it shall be stated in the proposal. Offerors with no past performance will be rated as “Neutral”.

1.6.5 If the offeror is a JV, recent and relevant projects where the JV entities have previously worked together may be considered more favorably in confidence than a JV where the entities have not previously worked together.

1.6.6 Projects where the offeror demonstrates recent and relevant construction past performance with the Department of Veterans Affairs, Veterans Health Administration (VHA), may be more highly rated in confidence over recent and relevant construction past performance with entities outside of VA VHA.

1.6.7 Any proposals receiving a past performance confidence assessment rating of "Limited Confidence" or "No Confidence" for this factor the evaluation process will stop, and the Government will no longer consider the offeror for award consideration.

1.7 EVALUATION FACTOR 3 – PRICE

1.7.1 Price reasonableness analysis will be performed by the Government to determine that the proposal prices offered are complete, fair, and reasonable. Price reasonableness will be determined in accordance with RFO 15.404-1(b). As part of this analysis, the Government will verify that the Grand Total set forth in the offeror's Price Schedule reconciles with the sum of the divisional pricing submitted in Attachment 6, Divisional Price Breakout, and will review the divisional breakout for reasonableness relative to the scope of work assigned to each division. The Government will also compare proposed prices among competing offerors. Normally, competition establishes price reasonableness, and comparison of proposed prices among offerors is expected to satisfy the requirement to perform a price analysis.

1.7.2 Prompt payment discounts will not be considered in the evaluation of proposals.
