About this file

This is Amendment 0001 to a Request for Quotation (RFQ) for fuel tank pump-out services. The amendment provides responses to six vendor questions submitted by October 29, 2026, at 5:00 p.m. EDT and must be signed and returned with submitted quotes. Key clarifications include confirmation that the 5,000-gallon E85 tank is above-ground (not underground) with fill connection in front and all other connections on top; the prime contractor must hold the required Oregon Department of Environmental Quality (DEQ) UST Service Provider License directly, and a subcontractor's license will not satisfy this requirement; the quote deadline is November 4, 2026, at 5:00 p.m. EST (not October 22 as initially shown in SAM); and this is a brand-new contract with no incumbent. The acquisition is set-aside for small business concerns meeting the NAICS code 811310 size standard of $12.5 million and registered as small in the System for Award Management (SAM).

The underlying solicitation seeks removal of approximately 3,200 gallons of E85 gasoline through tank pump-out and disposal/recycling services at the Southern Oregon Rehab Center & Clinics in White City, Oregon. The contracting office is the VA Network Contracting Office 20 (NCO 20), located in Vancouver, Washington. All terms and conditions of the original solicitation remain unchanged except as modified by this amendment. The contracting officer is Michael Borelli.

Questions from Vendors and Answers Provided:

1. The statement of work requires a current Oregon DEQ UST Service Provider License and direct oversight by a DEQ-licensed UST Supervisor, while the photographs in the solicitation show a horizontal tank on a pad with a dispenser, which appears to be an above-ground tank. Please confirm whether the 5,000-gallon E85 tank is an underground or above-ground tank, and what tank access and entry method applies for the pump-out and solids removal.

This is an above ground tank. The fill tank is in the front, but all other connections are on the top of the tank.

2. Must the prime contractor hold this license, or may a prime contractor without that license propose a properly licensed UST subcontractor to perform all regulated pump-out, tank-entry, and related services?

The RFQ states that submitters must be licensed by the Oregon Department of Environmental Quality under the UST program. Therefore, the subcontractor’s license will not satisfy this requirement.

3. If that arrangement is permitted, what limitations on subcontracting and documentation requirements would apply, including compliance with VAAR 852.219-75?

This arrangement is not permitted per the answer to Question 2 above.

4. 2. The RFQ is marked a small-business set-aside, but E.2 requires VAAR 852.219-75 and C.7 contains veteran-business certification language. Is this open to ordinary small businesses, and which certificate and subcontracting limit apply?

Vendors that qualify for a small business set-aside Request for Quotation (RFQ) are small business concerns that meet the specific size standard for the NAICS code assigned to the acquisition (811310/$12.5 million) and are registered as small in the System for Award Management (SAM).

5. The SF 1449 says November 4, 2026 at 5 p.m. EST, while SAM shows October 22. Please confirm the current quote deadline.

The quote deadline is Nov. 4, 2026 at 5 p.m. EST.

6. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

This is a brand-new contract.
