About this file

This is Amendment 0002 to Solicitation 36C26027Q0040, issued by the Department of Veterans Affairs Network Contracting Office 20 (V4CONT) in Vancouver, Washington. The amendment provides questions and answers clarifying requirements for a Blanket Purchase Agreement (BPA) supporting veterinary services for VISN 5/HSA 5.1 facilities.

The amendment addresses four key areas: (1) delivery timelines, clarifying that routine orders require delivery within seven days while emergency orders require delivery within 24 hours; (2) disaster contingency procedures for helicopter delivery and contaminated animal-waste removal, which will be detailed in individual task orders with pricing provided by the awardee; (3) price adjustment mechanisms across the five-year BPA term, allowing contractors to voluntarily reduce prices with 24-hour notice or increase prices with written notification to the Contracting Officer, with large order discounts available at contractor discretion and all pricing changes not affecting previously issued task orders; and (4) future expansion of delivery locations, which may be added after award through written modification to the BPA between the contractor and Contracting Officer. The solicitation is for a five-year BPA with obligations funded at the task order level. Offerors must acknowledge receipt of this amendment prior to the deadline specified in the base solicitation or as previously amended.

A.1 QUESTIONS AND ANSWERS FOR SOLICITATION 36C26027Q0040

1) Question: Does the emergency delivery requirement of “within one day” mean delivery within 24 hours?

Answer: Orders will be placed on an as-needed basis. Contractor must deliver within one week (seven days) of routine orders, and within one day (24-hours) of orders placed in emergency situations.

2) Question: For the disaster contingency, what is the expected process and ordering/payment arrangement for helicopter delivery and contaminated animal-waste removal?

Answer: Disaster contingency arrangements for helicopter delivery and contaminated animal-waste removal will be handled at the task order level outlining ordering/payment procedures. Veterinary Medical Units requesting these services will need to obtain pricing information for these services from the awardee either prior to the award of a task order or request emergency authorization following VA procedures.

3) Question: How will price adjustments be handled across the five-year BPA, given the requirement to price each year and the annual price-review language?

Answer: Prospective contractors shall provide pricing by inserting pricing data into the Base Period tab, and tabs for each Ordering Periods 1 – 4 on the Price/Cost Schedule Excel Spreadsheet (see Section D.2).

The prices included in a proposal response to the solicitation resulting in award shall be in effect on the effective date of any task order issued and shall govern that task order's basic performance period.

The BPA holder can voluntarily reduce offered prices at any time by giving 24-hour advance notice (by facsimile or electronic-mail) to the Department of Veterans Affairs/Contracting Officer. This BPA also allows for additional discounts if a "large order" is placed at one time. Advanced notice is not required for discounts offered for only an individual order. Whether an order is large enough to warrant such a discount is subject to the discretion of the BPA holder.

The BPA holder may also increase BPA prices at any time. Any BPA price increase shall not take effect until the Department of Veterans Affairs Contracting Officer receives written notification (U.S. mail, facsimile, or electronic-mail). Any task order already issued shall not be affected by any change to BPA pricing.

4) Question: Will additional VISN 5/HSA 5.1 delivery locations be identified before award, or added later by written agreement?

Answer: Other Veterinary Medical Units within the VISN 5/HSA 5.1 may be added in the future after award upon written agreement between the contractor and the Contracting Officer in the form of a signed modification to the BPA.
