About this file
This is Amendment 0001 to Request for Quote (RFQ) 36C26027Q0027 for Puget Sound Veterans Affairs Medical Centers (VAMCs) Water Management services, issued by NCO 20 Network Contracting Office on September 15, 2026.
The amendment provides 19 Questions and Answers (Q&A) addressing clarifications to the solicitation and updates to Section B.2 (Price/Cost Schedule) and Section B.3 (Statement of Work). Key clarifications include: Seattle VAMC has four water monitoring systems and American Lake VAMC has five systems, with contractors responsible for service, maintenance, calibration, modem/data transmission, and reporting. Brand Name or Equal references have been added where Phigenics product numbers were previously specified. CLIN 0010 (MB-300 PVT TimeZero) has been deleted. The contractor is expected to develop a new Water Management Program rather than update an existing one. Contractors may propose equivalent Software-as-a-Service (SaaS) web-based data management platforms meeting specified functional requirements while utilizing the Government's existing Phigenics PWS Boards. CLIN 0004 retesting covers validation retesting when initial results are not compliant. CLIN 0008 addresses maintenance and services for existing water monitoring systems, with contractors required to provide cellular data connection. CLIN 0011 represents 300 additional standard Legionella tests. Quarterly safety committee meetings may be held virtually. The Government owns existing Phigenics equipment and necessary licenses and subscriptions; however, contractors are responsible for independently obtaining access and authorization from Phigenics. The Government will not furnish Phigenics access, licensing, subscriptions, or data connectivity. Testing must comply with ST108, Tables 2, 5, and 6, and reference VHA Directive 1061 for ISO 11731 reporting requirements. Sampling locations are at Sterile Processing Service and Gastrointestinal Units at both facilities.

RFQ 36C26027Q0027
PUGET SOUND VAHCS WATER MANAGEMENT
Q1. Existing Water Monitoring Systems
PWS, 2, paragraph (d), states that the contractor shall utilize the existing Phigenics equipment installed in 2024. Could the Government please provide the number of water monitoring systems currently installed at the Seattle and American Lake VAMCs, as well as the type, location, and current operating status of each system?
Could the Government also clarify the contractor’s responsibilities for service, maintenance, calibration, modem/data transmission, and reporting associated with the existing systems?
A1. Seattle has four and American Lake has five water monitoring systems. The contractor shall be responsible for the service, maintenance, calibration, modem/data transmission, and reporting associated with the existing systems.
Q2. Phigenics Part Numbers
The solicitation includes multiple references to Phigenics' product/service numbers throughout the PWS and the Pricing Schedule. Could the Government please remove those references as all requirements are commercial off the shelf items (COTS)?
A2. Brand Name or Equal references have been added where applicable.
Q3. Existing Water Management Program
PWS, 4, paragraph (a), task 1: Does the VA currently have an existing Water Management
Program that the contractor is expected to review and update, or is the contractor expected to develop a new Water Management Program?
A3. The contractor is expected to develop and propose a Water Management Program.
Q4. CLIN 0010 – MB-300 PVT TimeZero
MB-300 PVT Time Zero refers to an offering by Phigenics. This is a marketing-label on a bundle of standard commercially off the shelf (COTS) tests available from multiple providers. Can the
Government please remove references to MB-300 Time Zero and instead provide a list of the tests and analytical methods required?
A4. This line item has been deleted.
Q5. Existing SaaS
PWS 4, paragraph (f), Task 6: Could you please confirm that the contractor may propose an alternative SaaS web-based data management system that meets the salient characteristics listed and is compatible with the existing continuous monitoring equipment.
A5. Yes.
Q6. CLIN 0004 – Retesting
Could the Government please clarify the type of testing required under CLIN 0004, “Retesting,” since the solicitation includes multiple types of tests, each with a different rate?
A6. Validation retesting shall be conducted if initial results are not in the compliant range.
Q7. CLIN 0008 – Monitoring Equipment
Could the Government please clarify what specific services are required under CLIN 0008 in relation to the water monitoring equipment? We were unable to determine from the PWS whether this CLIN is intended to cover maintenance or another requirement.
As well, is the contractor required to provide cellular data connection for the continuous monitoring stations, or are they already connected to the VA's network?
A7. CLIN 0008 is referencing maintenance and services required to maintain the existing water monitoring system.
Yes, the contractor is required to provide connection for the continuous monitoring system.
Q8. CLIN 0011 – Additional Legionella Testing
Could the Government please confirm whether CLIN 0011 represents 300 additional Legionella tests and, if so, whether these are the same tests and requirements as the standard Legionella testing under CLIN 0002?
A8. Yes, the additional tests are standard Legionella testing.
Q9. Reporting Turnaround Time – ISO 11731 Testing
ISO 11731 requires the Legionella test to be incubated up to 14 days. Please confirm that it's appropriate to be in compliance with the ISO 11731.
A9. Please refer to the VHA Directive 1061.
Q10. SPS Testing
We have the quantities broken down by water type and test type in the pricing schedule.
However, could you please clarify how many sampling locations there are at each facility, how many samples are to be collected at each location, and which type of test is required for each sample?
Could you please provide us with a copy of the previous quarterly report?
Could you please confirm whether testing follows Table 2, Table 5, and Table 6 of ST108?
A10. Seattle and American Lake have sampling locations at Sterile Processing
Service and Gastrointestinal Unit. The previous quarterly reports are not available. VA can confirm Contractors shall refer to ST108 to ensure all testing requirements are completed and in compliance with the standard.
Q11. Quarter Safety Committee Meetings
Are the quarterly safety committee meetings held virtually, or is in-person attendance required?
A11. Meetings can be held virtually.
Q12. Section B.3 states that VA Puget Sound installed Phigenics PWS Boards in 2024 and that the Contractor “shall utilize the existing Phigenics equipment.” Can the Government clarify whether the existing Phigenics equipment is Government-owned, and whether all licenses, subscriptions, service agreements, or other proprietary rights necessary to operate and access this equipment are currently held by the Government?
A12. The Government-owned equipment. All licenses, subscriptions, service agreements, or other proprietary rights are necessary to operate and access this equipment.
Q13. Will the successful Contractor be provided access to the existing Phigenics equipment, associated data feeds, administrative accounts, software interfaces, and historical data by the
Government at no additional cost, or is the Contractor responsible for independently obtaining access, licensing, subscriptions, training, certification, or authorization from Phigenics?
A13. Contractor is responsible for independently obtaining access and authorization from Phigenics.
Q14. If the Contractor is responsible for obtaining any proprietary Phigenics license, subscription, service agreement, certification, or other authorization, can the Government identify specifically what is required to perform the contract?
A14. The Contractor shall be responsible for identifying a water management program that will meet the requirements of the statement of work.
Q15. Task 6 states that the Contractor shall utilize the “existing SaaS-based water management platform.” Can the Government identify the existing platform by manufacturer/product name and confirm whether this requirement refers to a Phigenics platform associated with the existing
PWS Boards?
A15. The existing platform is Phigenics.
Q16. Is the Contractor required to use the existing SaaS platform for Task 6, or may an offeror propose an equivalent web-based water management/data-management platform that meets all listed functional requirements while continuing to utilize the Government’s existing Phigenics
PWS Boards?
A16. The Contractor may propose an equivalent web-based water management platform that meets all listed functional requirements while utilizing existing PWS Boards.
Q17. If use of Phigenics proprietary equipment and/or software is mandatory and equivalent solutions are not permitted, can the Government provide or identify the applicable brand-name justification/supporting documentation for this requirement?
A17. The Government uses existing water monitoring equipment from Phigenics and equivalent solutions are permitted as long as they are compatible with existing installed equipment.
Q18. If performance requires an awardee to obtain proprietary access or services directly from
Phigenics, has the Government confirmed that such access is commercially available to all eligible SDVOSB offerors on substantially equal terms? We ask because, if access to a mandatory system is controlled by a single third party and is not Government-furnished, the requirement could potentially restrict otherwise qualified SDVOSB offerors from competing.
A18. The Contractor is responsible for identifying access with Phigenics or determining equivalent solutions.
Q19. Alternatively, would the Government consider furnishing the necessary Phigenics access, licensing, subscription, and/or data connectivity to the successful Contractor as Government-furnished access so that offerors compete on the services required by the RFQ rather than their existing commercial relationship with the manufacturer?
A19. The Government will not provide access, licensing, subscription, and/or data connectivity.
