About this file
This is Amendment 0001 to Request for Quote (RFQ) 36C26027Q0009, issued by the Network Contracting Office 20 (VA) located in Vancouver, Washington. The amendment answers 26 questions submitted by offerors regarding the solicitation and updates the Contract Line Item Numbers (CLINs) with corrected annual service quantities.
The RFQ solicits courier and laundry/sterile processing services for multiple Department of Veterans Affairs Community-Based Outpatient Clinics (CBOCs) and facilities in the Pacific Northwest, including locations in Silverdale, Port Angeles, Mt. Vernon, Olympia, Puyallup, Raymond, Shelton, Aberdeen, Ocean Shores, Everett, Oak Harbor, and Auburn. The base contract period runs from October 1, 2026 through September 30, 2027, with four one-year option periods extending through September 30, 2031. Pricing is on a firm-fixed unit basis, with units defined as single trips to CBOC locations, with the final drop-off at Seattle or American Lake Labs. The price schedule contains 44 CLINs organized by contract period (Base and Options 1-4), with annual quantities ranging from 10 units (emergency courier service) to 394 units (Mt. Vernon) per CLIN. Key clarifications include: all service times are in Pacific Time; materials must be dropped at CBOCs or labs (not stored overnight in vehicles); vehicles must maintain 68-78°F and 65-72% relative humidity; clean and soiled items must be separated with color-coded bins; ferry fares, tolls, and parking are included in unit prices; specimens must be maintained at 37-46°F using VA-supplied refrigerant packs; and the contractor must develop contingency plans for service interruptions and inclement weather within five business days of award. The solicitation is for an SDVOSB (Service-Disabled Veteran-Owned Small Business) set-aside, though subcontracting with other SDVOSBs is not permitted. Offerors must acknowledge receipt of this amendment prior to the offer deadline.

A.2 Question and Answers
CONTINUATION PAGE
1. The Statement of Work refers to Central Time for several pickup and delivery requirements.
Please confirm that all stated service times are Pacific Time. Yes, service times are in Pacific Time
2. Please define the unit “EA” used in the price schedule. Does one unit represent one one-way movement, one round trip, one completed daily route, or one individual pickup and delivery event? ”EA” means a single trip to that CBOC location with the last location being the drop off in the SEA LAB to end the route.
3. For routes requiring delivery of return items to a CBOC followed by specimen pickup and return to the VA, is the complete round trip invoiced as one unit? Yes, they deliver whatever is picked up to the other location during their scheduled pickup which could be the SEA endpoint. So, it just moves along the route until it’s location is reached when they arrive to pick up the specimens.
4. The Mount Vernon CLIN contains 394 annual units. Please identify which specimen, reusable medical equipment, and linen movements are included and how each movement should be counted for invoicing. They annotate on the pickup log when they pickup linen or RMD from Dental to add to the extra trip cost otherwise each trip is for the lab specimens pickup costs only.
5. CLIN 0007 combines Everett Laundry, Everett Sterile Processing, and Silverdale Laundry services under one unit price. Does each individual movement constitute one unit? Will the VA consider separate CLINs because the routes and costs may differ? This is one price since the route would not differ.
6. CLINs 3009 and 4009 repeat the mobile-clinic route with a quantity of 147 units. In the base year and first two option years, the corresponding CLIN is Oak Harbor with 200 units. Should CLINs 3009 and 009 be corrected to Oak Harbor? Yes, please see updated CLINS.
7. The Oak Harbor SOW describes service five days per week, while the price schedule provides 200 annual units. Please confirm the anticipated number of annual Oak Harbor service days.
The anticipated number of service days is five days per week. Please see updated CLINS with updated annual units.
8. The mobile-clinic CLIN includes Ocean Shores, but the SOW does not provide an Ocean Shores address, schedule, mileage, or delivery requirements. Please provide the missing information.
Please see updated CLINS. Ocean shores is no longer included.
9. Which CLIN should be used for emergency courier service required within six hours? Is emergency service included in the scheduled-route unit price or separately authorized and priced? A new CLIN has been added for emergency service (0011, 1011, 2011, 3011, and 4011.
10. Are the stated annual quantities guaranteed quantities, estimated quantities, or maximum quantities? Please identify any minimum guaranteed contract value or service volume. Min volume would be the 21 working days a month on average. For 261 trips a year without any special trips or additional charges for things needed adhoc.
11. Will the contractor be required to maintain a secure local storage facility for materials held overnight? If so, please provide the security, environmental-control, access, and inspection requirements. May materials remain overnight in a locked contractor vehicle? No the items should be dropped off at the CBOC’s or Seattle or American lake Labs as last stop. Items deemed by VA and HIPAA regulations to be of sensitive nature will be secured (locked) at-all-times in Government furnished bags and locks while in the possession of the Vendor.
12. Must the contractor continuously monitor and document vehicle and storage temperature and relative humidity? Please identify required monitoring equipment, calibration standards, record-retention requirements, and acceptable temperature-excursion procedures. The Vendor shall be responsible to maintain a temperature-controlled environment between 68 to 78 degrees Fahrenheit and a relative humidity level between 65 to 72 percent in vehicle or storage areas.
13. Are VA-supplied refrigerant packs provided at every originating clinic, and is the contractor responsible for returning or conditioning those packs? The use of adequate refrigerant packs shall be supplied by VA Lab. Specimens shall therefore be maintained at 37 to 46 degrees Fahrenheit for all deliveries of laboratory specimens or supplies. They shall be swapped out when the bags are returned.
14. Please clarify vehicle-capacity and cargo-separation requirements for simultaneous transportation of laboratory specimens, clean reusable medical equipment, contaminated instruments, linen, wheelchairs, walkers, pharmaceuticals, and other materials. Clean supplies are not in the same vehicle compartment as dirty or soiled items. The bins are color coded to identify what is in each tote. Plastic liners are used on the Trunk space floor also in case of any spills. Replaced daily.
15. Are ferry fares, tolls, airport or facility parking, and ferry-related wait time required to be included in each firm-fixed unit price? Yes
16. Please provide the complete wage determinations identified on page 58, including applicable occupational classifications, hourly wages, health and welfare rates, vacation, holiday, and paid-sick-leave requirements. The applicable Service Contract Labor Standards (SCLS) Wage Determination for the Seattle–Tacoma area is incorporated into the solicitation and establishes the minimum required wage rates and fringe benefits for all covered labor classifications.
Contractors are responsible for complying with the applicable U.S. Department of Labor Wage Determination, including the required occupational classifications, minimum hourly wage rates, Health and Welfare benefits, vacation, holiday, and paid sick leave requirements. Offerors shall base their pricing on the applicable wage determination in effect at the time of proposal submission. If a revised wage determination becomes applicable before award or during contract performance, it will be incorporated in accordance with the applicable FAR clauses.
Because of the competitive labor market, a realistic fully burdened courier-driver wage is typically closer to:
Direct hourly wage: $28–$34/hour; Fringe benefits/payroll burden: 35–45% Fully burdened labor cost: approximately $38–$48/hour. Those figures are generally more representative of what a contractor would need to pay to recruit and retain qualified medical courier personnel in the Seattle/Tacoma market, where local minimum wages are substantially above the Washington state minimum in some jurisdictions.
17. Please identify the required professional-liability insurance limit. Please also confirm whether the requirement for general liability insurance without an asbestos exclusion applies to this courier contract. The contractor shall maintain insurance coverage in accordance with FAR 52.228-5 and all applicable contract requirements. Commercial general liability insurance shall be maintained at the required limits specified in the solicitation, with automobile liability coverage for all owned, non-owned, and hired vehicles used in contract performance.
Professional liability insurance is not required for this courier service contract, as it does not involve professional medical services. The requirement for general liability insurance without an asbestos exclusion does not apply unless specifically identified elsewhere in the solicitation.
18. Please specify the documentation the VA expects under Part III, Responsibility. Should the response include a staffing plan, vehicle plan, mobilization schedule, contingency plan, financial-capacity information, subcontractor information, and past-performance references? The Vendor shall develop a contingency plan within five (5) business days to ensure uninterrupted daily scheduled courier services for VA. This plan shall be reviewed annually by the Vendor, the POC, and/or Clinic Manager. Inclement weather. The Vendor shall develop a contingency plan within five (5) business days after award to address possible inclement weather conditions. The plan shall provide Community Based Outpatient Clinics, the POC and Clinic Manager with notifications early enough to provide the appropriate staff time to notify veteran patients that laboratory services need to be rescheduled. The Vendor shall immediately notify the POC or Clinic Manager via phone and email communications of emergent road closures authorized by the Washington DOT.
19. May relevant experience of the SDVOSB owner and proposed key personnel be considered when the offering entity has limited corporate past performance? YES.
20. May an offeror propose certified SDVOSB subcontractors or independent contractors as similarly situated entities for selected routes? If so, what subcontractor information must be included in the quotation? No.
21. Are contractor personnel permitted to begin performance while background investigations are pending, provided all required forms were submitted within five business days after award? YES All PHI is locked in bags.
22. The delivery schedule identifies September 31, 2030 Please confirm the correct contract completion date. This is a 5 Year contract. Therefore, the contract ends 9/30/2031.

The Contractor shall transport routine items weighing up to 50lbs per package item and dimensions up to approximately 48 inches times 48 inches times 48 inches. Items exceeding these limits including larger medical equipment such as wheelchairs, walkers. Specialty items may be transported when coordinated in advance and when vehicle capacity, safety, and handling requirements permit. Maximum quantity of these larger items would be 1-2 at most daily.
25. Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs). The VA provides insulated soft sided totes with locks to secure specimens.
26. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any? Usually 19-20 work days per month. As needed would be Adhoc if there was a special event or weekend service possibly if they could arrange that.
