About this file
This Request for Information (RFI) provides details about a project involving a parking lot and access roadway, approximately 21,500 sq ft and 6,500 sq ft respectively. Key project requirements include: a topographic survey is required but not yet completed, PPQs from previous proposals will be accepted, and CPARS/PPQs do not count against page limitations. For proposal submissions, Criterion 1 requires 2-3 fully design-completed projects, while Criterion 3 allows ongoing projects that began at least one year prior to the notice. The project does not require a security consultant or accessibility route review, and the AE firm will not be responsible for an environmental review. Multiple project timeline challenges were noted, particularly around site exploration, utility marking, and survey completion, which prompted revisions to the Statement of Work (SOW) dated 10.22.2025 to address scheduling constraints.

Request for Information (RFI)
1. What is the area (square feet) of the parking lot and access roadway?
Parking Lot: Approximately 21,500 sq ft
Access Road: Approximately 6,500 sq ft
2. Has a topographic survey been completed? If so, will it be provided to the selected A/E?
If not, is one required?
A topographic survey has NOT been completed for this site. It will be required for a complete project.
3. Will you accept a PPQ done for a previous proposal as record of Past Performance?
Yes
4. Do CPARS/PPQs count against the page limitations? No
5. Criterion 1 Specialized Experience & Technical Competence states that we must show no less than 2 and no more than 3 completed projects. Is this in reference to design complete, or must the construction be complete? All projects under criterion 1 must be design completed.
6. Criterion 3 Past Performance states that projects displayed in this section may be ongoing, so long as they began no less than one year prior to the issuance of this notice. Does this apply to the projects displayed in Criterion 1 Specialized Experience and Technical Competence as well? Or must the projects display in Criterion 1 be fully completed? The projects submitted under Criterion 1 (Specialized Experience and Technical Competence) must be design fully completed and per Criterion 3 (Past Performance) all projects provided under Criterion 1 (Specialized Experience and Technical Competence) criteria require that past performance be submitted for them.
Criterion 3 (Past Performance) allows the offeror to submit additional past performance to the projects submitted under Criterion 1, and the additional projects may be ongoing, so long as they began no less than one year prior to the issuance of the notice.
7. Will there be a requirement for a security consultant on the project (gates, cameras, guard houses, etc.)
No
8. Will the pedestrian routes from the parking lot to the adjacent buildings need to be reviewed for accessibility requirements?
No. The project will attach to an existing asphalt parking lot that has access to accessible pedestrian routes.
9. Will the AE firm be responsible for an Environmental Review (NEPA / FONSI / etc.)?
No
10. Completion of the site exploration program within 14 days of NTP is challenging from a schedule perspective.
a. A project like this will require some form of subsurface exploration.
b. Before the exploration can be performed the area needs to be cleared of vehicles (say 2 days)
c. The site needs to be marked for the utility locating service (say 1 day)
d. Then marked for utilities (by law the public utility marking service requires 3 days)
e. Then we need to visit the site again to confirm non-interference from utilities (1 day)
f. Then we can begin earth moving activities which will likely take 4 days.
g. All in – in a perfect world - the exploration process will take 11 days – ASSUMING there is an exploration subcontractor in the immediate area with availability; which is unlikely.
The SOW timelines have been changed. Please see the attached revised SOW dated 10.22.2025.
11. After the field portion of the exploration phase is complete, the geotechnical samples need to be sent to a lab for testing (RAM has a soils lab).
a. Basic soil index testing – the fundamental input into pavement design – will take about 4 days to complete.
The SOW timelines have been changed. Please see the attached revised SOW dated 10.22.2025.
12. The project will require a topographic survey.
a. Is this survey included in the definition of the Site Investigation Program? Yes
b. In the current market, most quality survey firms require a 4 to 6 week lead time.
The SOW timelines have been changed. Please see the attached revised SOW dated 10.22.2025.
13. The 50% design submittal is due 30 days after NTP, which is just 15 days after completion of the lab work and well before we could hope to have the survey completed.
The SOW timelines have been changed. Please see the attached revised SOW dated 10.22.2025.
