About this file

This document is a Contract Amendment (Standard Form 30) for Solicitation 36C26026R0013, pertaining to the renovation of Building T111 at the Boise VA Medical Center. The amendment, issued by the VA Network Contracting Office (NCO 20), provides an additional site visit date on October 22, 2025, and includes responses to prospective offerors' questions. Key clarifications include confirmation that no full Past Performance Questionnaires (PPQs) are required, past performance must be from the prime contractor, and projects must be completed within the past five years, with completed defined as customer acceptance or 100% completion.

The solicitation involves a full building renovation project for the Department of Veterans Affairs, with the site located in Boise. The amendment maintains the original submission dates and provides guidance on technical expertise and past performance submissions. Offerors are instructed to submit project examples as prime contractors, with past performance examples potentially being considered even under the $1M threshold. An additional site visit will be held at 8:00am MT in building 50's conference room, with the previous site visit roster from October 15, 2025, also attached to the amendment.

Questions/RFIs and VA Responses

1. We noted that Exhibit A, included in the solicitation package is only one page, and does not call for client contact information, only offeror and contract information. Can the Government confirm that this is the complete form, and that no other reference or evaluation information is required?

VA Response: The solicitation form is the complete form. Offerors shall input client contact information into the following blocks: Point of Contact (POC), POC Phone Number, Email.

2. Can the Government please confirm that no full PPQs are required.

VA Response: Confirmed, no full PPQs are required.

3. If PPQs are required, is it acceptable to submit previously completed PPQs from past submissions?

VA Response: PPQs are not required. It is acceptable to submit other past performance utilizing completed PPQs from past submissions.

4. Can the Government please clarify whether past performance examples must be from the offeror acting as a Prime Contractor, or if the offeror’s relevant experience as subcontractor will also be considered?

VA Response: Offeror past performance shall be completed as the prime contractor.

5. Do projects presented for Technical Expertise and Past Performance need to be complete, or can they be ongoing and substantially complete (at least 50%)?

VA Response: Under Factor 1, Technical Expertise, Projects submitted shall be completed within the past five (5) years of the date of issuance of this RFP for full building renovation projects. Completed is considered as customer acceptance of the project as either beneficial occupancy or 100% complete. If offerors submit projects as beneficial occupancy (for completion) they shall so annotate so that it is evident to evaluators.

VA Response: Offeror past performance shall be completed as the prime contractor.

7. If subcontractor or Mentor-Protégé past performance is permitted, is a Subcontractor Consent Form or Letter of Commitment required at the time of proposal submission? If so, is there a specific format or template the Government prefers?
