About this file

This is Amendment 0002 to Solicitation 36C26026Q0991, issued by NCO 20 Network Contracting Office in Vancouver, Washington on September 1, 2026. The amendment provides answers to ten questions submitted by offerors regarding the scope of work for biosafety cabinet and cleanroom testing and certification services.

Key technical clarifications include: the contract follows a previous 6-month bridge contract (36C26026P0357); two of 100 biological safety cabinets (BSCs) are located in Portland Pharmacy Chemo Mixing Suite, and two of 18 laminar flow hoods are in Portland IV Mixing with a third planned for Vancouver; pharmacy-related equipment is subject to USP 797/800 semi-annual testing requirements; the Vancouver IV Mixing suite contains one RABS (Restricted Access Barrier System) isolator requiring semi-annual testing; viable samples total 80 per semi-annual period; and monthly samples are to be divided across months rather than performed in full each month. Pharmacy cleanrooms have room-side HEPA filters with local injection capability for leak testing. The government confirmed it will not accept alternative industry accreditations (such as CETA/CNBT or NEBB) in lieu of the required NSF-49 accreditation, and contractors must demonstrate a minimum of 18 months of BSC testing experience. The response date remains unchanged, and all other terms and conditions of the solicitation remain in full force and effect.
