About this file
This is Amendment 0001 to a Request for Quotation (RFQ) for Fire and Smoke Door Inspection, Testing, Repair, and Certification Services issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 20 (Network Contracting Office). The amendment extends the solicitation closing date from September 4, 2026 to September 9, 2026 at 5:00 PM EDT, answers 44 submitted contractor questions, modifies Statement of Work language regarding deliverable timelines, and adds new contract line items (CLINs) for pricing. The base contract period runs September 18, 2026 through September 17, 2027, with four optional one-year periods extending through September 17, 2031. The Government estimates approximately 1,050 fire and/or smoke door assemblies across Seattle VAMC and American Lake VAMC campuses requiring inspection and testing.
The RFQ requires contractors to perform an initial comprehensive inventory assessment (CLIN 0002, due within 45 calendar days of award), annual fire and smoke door inspections and testing of 100 percent of inventoried assemblies (CLINs 0001, 1001, 2001, 3001, 4001), and repair and certification services (CLINs 0003, 1002, 2002, 3002, 4002) with annual allowances for repairs included as firm-fixed-price line items. Major repairs exceeding annual allowances will be separately funded and authorized. Inspectors must be certified under NFPA 80, 105, and applicable codes. The deficiency report deadline is 15 business days after inspection completion, with repair completion required within 30 days of parts receipt and annual inspections to be completed within 120 days of award. The solicitation is set-aside for Service-Disabled Veteran-Owned small business concerns. All offerors must price all CLINs (base year and all four option years) to be considered responsive. The amendment includes attachments with American Lake and Seattle facility drawings to assist in pricing and execution.

QUESTIONS AND ANSWERS:
1. Fire and Smoke Door Quantities: The SOW requires the contractor to perform an initial comprehensive survey of all facilities and establish a complete inventory of fire and smoke door assemblies, followed by annual inspection and testing of 100% of the inventoried assemblies. However, I do not see an existing or estimated quantity of fire and smoke doors provided in the solicitation. Please provide the current or estimated number of applicable door assemblies at the Seattle VAMC and American Lake VAMC. If an existing door inventory is available, would the VA please provide it to offerors?
Estimated to be 1,050 fire and/or smoke doors throughout the campus
2. Initial Inventory Assessment Pricing: Task 1 requires an Initial Inventory Assessment to establish the complete door inventory, while Task 2 requires annual inspection and testing of the inventoried assemblies. However, the Pricing Schedule does not provide separate CLINs for these two tasks. Please clarify how offerors should account for the one-time Task 1 Initial Inventory Assessment in the Base Year pricing and whether the VA intends to revise the Pricing Schedule to separately identify this work.
CLIN 0002 has been added to price the Initial inventory per Task 1 of the SOW.
3. Corrective Repair Pricing: Task 4 requires the contractor, upon VA authorization, to repair deficient door assemblies and states that repairs include all labor, materials, equipment, testing, adjustments, and replacement components. However, I do not see a separate repair CLIN, allowance, unit pricing schedule, or other mechanism for pricing corrective repairs. Please clarify whether offerors are expected to include anticipated corrective repair costs within each annual FFP CLIN. If repairs are not intended to be included in the annual FFP amount, please clarify how authorized repair labor and materials will be priced and compensated.
CLINs 0003, 1002, 2002, 3002, and 4002 have been included to price Repairs and Certification Services.
4. Pricing for Task 4 (Repair) and Task 5 (Certification after repair): Our understanding, based on the language under Task 4 in Section B.2.4 (“upon authorization”), is that pricing for repair and post-repair certification services should not be included in the initial quotation, as the scope and extent of repairs cannot be determined at this time. Please confirm that Tasks 4 and 5 are not to be priced in the base or option year CLINs, and that any repair work will be separately authorized and priced as needed.
Repair cost would be subject to the inspection/testing results; however, cost for certification should be able to be provided for base and option years.
5. Task 1 (Inventory) Performance Period: Please confirm that Task 1 (the comprehensive inventory of fire and smoke door assemblies) is only required to be performed in the Base Year and not repeated in each option year, unless otherwise directed by the Government.
Only Base year to determine accurate count.
6. Price/Cost Schedule Clarification: Section B.2.3 (Scope) lists multiple types of door assemblies and related components to be inspected but does not specify quantities for each type. Section B.3 (Price/Cost Schedule) appears to require a single annual price per year. Please confirm that offerors are to provide one all-inclusive annual price per year for all inspection, testing, and reporting services described in the SOW, regardless of the number or type of doors and components ultimately inventoried.
One all inclusive price per year.
7. Does the Government have an existing fire/smoke door inventory, door schedule, life-safety drawings, prior inspection reports, or estimated door count by campus/building/door type? If available, can this information be provided to offerors?
Estimated count of 1050 fire and/or smoke doors was based on life safety drawings.
8. Please provide the estimated quantity of swinging fire doors, swinging smoke doors, horizontal sliding fire/smoke doors, vertical fire doors, rolling fire doors, and other fire-rated or smoke-rated assemblies included in the requirement.
Estimated count total is 1050
9. The SOW includes inspection, testing, repair, and certification; however, the price schedule provides one annual lump-sum CLIN for each contract year. Should offerors include all anticipated repair labor, materials, hardware, and replacement components in the fixed annual price, or will repairs be separately quoted, authorized, and funded after inspection findings are submitted?
Provide estimated repairs via CLINs 0003, 1002, 2002, 3002, and 4002 have been included to price Repairs and Certification Services, major repairs exceeding the annual allowance will be funded by means deemed appropriate by VA officials.
10. Are major repairs such as full door replacement, frame replacement, fire-rated glass replacement, extensive hardware replacement, or wall/frame modifications included in the fixed-price scope, or would those be handled separately by modification or separate authorization?
Major repairs like those listed would likely require a Modification, or other approved means of funding.
11. Will the Government provide a site visit or walkthrough before quotes are due? If not, will building lists, maps, floor plans, life-safety drawings, or other facility information be provided to assist with pricing?
Quotes will need to be developed from Attachement A – American Lake Drawings and Attachment B – Seattle Drawings provided.
12. Must the contractor survey every door opening at both campuses to identify potential fire- or smoke-rated assemblies, or will the VA identify the applicable openings, with the scope limited to known or designated fire- and smoke-rated assemblies?
Attachement A – American Lake Drawings and Attachment B – Seattle Drawings are being provided to show all assemblies that must be inspected.
13. Will the VA provide existing inspection reports, deficiency reports, repair histories, or certification records for the covered doors?
VA will provide as much information as possible to assist in the execution of this contract (some records are spotty).
14. Is the annual firm-fixed price expected to include all repairs, materials, and replacement components identified during the inspections? If not, please define the repair allowance, monetary limit, quantity limit, or other boundary offerors should include in their pricing.
Contract will contain annual allowances for repairs up to a certain level, anything beyond that amount must be funded separately through means deemed appropriate by VA officials.
15. Does “replacement components” include complete replacement of a door, frame, or rated assembly? If complete replacement is not included in the annual price, will it be separately priced and authorized?
Replacement components include everything required to make the enclosures compliant, major repairs will need to be quoted and funded by VA in a manner deemed appropriate by VA officials.
16. Please clarify the repair-authorization process, including who may authorize repairs, whether there is a dollar threshold requiring an estimate, and whether work exceeding the firm-fixed-price scope will require written authorization from the Contracting Officer.
Annual allowance for repairs will be included in pricing for CLINs 0003, 1002, 2002, 3002, and 4002, major repairs will likely need additional funding TBD by VA officials and CO.
17. Will the contractor be responsible, at no additional cost, for deficiencies caused by abuse, accidental damage, construction activity, normal wear, or modifications performed by others after an assembly has been inspected or certified?
Contractor will be responsible for any damage caused by their actions only, annual CLIN allowance for repair work will be included, major repairs may need to be funded in a manner deemed appropriate by VA officials.
18. What warranty period will apply to repairs and replacement components furnished under the contract?
1 Year
19. Does the repair scope include electrified hardware, automatic door operators, access-control components, hold-open devices, or fire-alarm connections? If so, please identify the applicable Washington electrical licenses and employee certifications.
Yes, technicians must meet certifications as outlined in NFPA 80, 105 and other applicable codes.
20. If a repair or alteration affects the fire-rating label or listing of a door, frame, or assembly, will the necessary field evaluation and relabeling be separately authorized and performed by an approved labeling agency?
Yes
21. Factor 2 limits past-performance submissions to no more than three contracts completed within the last three years, while the quote instructions request all similar contracts completed within the last five years. Which requirement should offerors follow?
Contracts completed within the last five years are what should be followed.
22. The SOW requires the deficiency report within 15 business days, while the Deliverables section requires it within 10 business days. Please confirm the applicable deadline.
15 days, language in SOW will be updated.
23. The pricing instructions refer to CLINs 0001 through 1001, but the Price Schedule also includes CLINs 2001, 3001, and 4001. Please confirm that offerors must price the base year and all four option years.
Offerors must price all CLINs to be considered responsive.
24. Please confirm whether the annual invoice may be submitted only after inspections, reporting, repairs, reinspection, and certification are completed, or whether invoicing may occur as each phase is completed.
Invoices may be submitted at the completion of major tasks.
25. The initial inventory at both campuses is due within 45 calendar days after award. If badging or access approvals are delayed, will the VA provide escorts or interim access so work can begin? If Government-caused access delays prevent timely performance, will the 45-day deadline be extended?
Escorts or extensions will be provided as necessary.
26. Please identify any restricted work hours, escort requirements, security procedures, interim life-safety measures, or infection-control requirements that offerors should include in their pricing and schedule. For work requiring infection-control containment, please identify the applicable ICRA level, required containment measures, and affected areas.
Campus specific. There are active clinical spaces that will need special consideration for scheduling. FMS will handle the administrative portion of any needed ICRA, anything above a 2 may require contractor provided containment.
27. Prior inspection history (SOW Paragraph 3). The Scope directs “focused attention on any failed inspection and testing,” which indicates prior inspections have been performed.
0. Have fire and smoke door inspections been performed previously at these campuses, and under what contract number?
Yes, they have, but how much useful information can be derived from them is questionable. Plan to create a baseline upon the first-year survey and inspection.
0. Will the Government release the most recent inspection reports, deficiency reports, and current failure counts?
Base year survey and inspection will provide the best baseline for needed repairs
0. Are there open Joint Commission, CMS, VA OIG, or local AHJ life-safety findings on door assemblies that must be corrected under this contract?
Yes, Joint Commission specifically.
28. Life Safety Drawings. Will the Government provide life-safety drawings or floor plans identifying rated barriers and door locations?
Yes
29. Assembly types within scope (SOW Paragraph 3). The listed assembly types raise several boundary questions.
a. Are fire shutters, fire-rated windows and glazing, and elevator hoist way doors within scope or excluded?
Yes, Shutters and windows/glazing when part of a fire/smoke door assembly.
b. Does Task 2 include the annual drop testing required by NFPA 80 for horizontal sliding, vertical, and rolling fire doors?
Yes
30. “Certification of both sides” (SOW Paragraphs 3 and 4, Task 2). This phrase appears twice and its meaning affects the unit of measure used for pricing.
a. Please define “both sides” – both faces of a single fire door, both leaves of a pair of fire doors, or both sides of a rated barrier?
See NFPA 80 and 105 for appropriate definition.
b. For pricing and reporting, is the unit of measure the opening, the leaf, or the side?
Industry standard is typically per door or per opening.
31. Assemblies with missing, painted-over, or illegible labels. NFPA 80 compliance cannot be certified without a verifiable listing.
a. Where an assembly is unlabeled or the label is illegible, does the Government expect the condition to be reported only, field labeling by a listed agency, or replacement of the assembly?
It is expected to be reported, field labeled by a listing agency, or replaced if necessary.
b. Who determines the required rating of an unlabeled opening; the Government from life-safety drawings, or the contractor?
The required door rating must be relative to the barrier it is in. If unlabeled it can only be determined by a certified field labeling agency.
c. If third-party field labeling is required, is it within scope, and will a separate CLIN be provided to cover this?
Field labeling will be necessary. No, a separate CLIN will not be provided for this.
32. Repair pricing structure (SOW Paragraph 4, Task 4; Price Schedule). Task 4 requires repairs upon Government authorization, but the schedule contains only annual service CLINs, with no repair line item, labor rates, not-to-exceed pool, or material allowance.
a. Are repair labor, materials, and replacement components funded separately?
CLINs 0003, 1002, 2002, 3002, and 4002 have been included to price Repairs and Certification Services, they are all Fixed Firm Price.
b. Will the Government add a separate repair CLIN, such as a labor-hour line item or a not-to-exceed pool, by amendment?
CLINs 0003, 1002, 2002, 3002, and 4002 have been included to price Repairs and Certification Services, it is Firm Fixed Price.
c. How will repairs be authorized; by COR email, a Government-issued task order, or a contract modification?
Dependent on cost of repair, anything that exceeds annual allowance will need to be funded in a manner deemed appropriate by VA officials.
33. Thirty-day repair completion versus material lead times (SOW Paragraph 4, Task 4; Paragraph 6 AQL 95%). Rated doors, frames, and specialty hardware commonly carry lead times longer than 30 calendar days.
Provide verification of parts ordered and lead times, repairs to be complete within 30 days of parts received.
a. How does the Government apply the 30-day requirement when the required component has a manufacturer lead time exceeding 30 days?
See above.
b. Will the 30-day period be measured to order placement, or will COR-approved extensions be granted and excluded from the AQL calculation?
See above
c. What documentation does the Government require to support a lead-time extension request?
Quote with lead times/ approximate lead times notated, repairs to be completed within 30 days of parts received.
34. Base-year schedule. The initial door inventory is due within 45 days of contract award, when is the base year annual fire door inspections and reports required to be completed?
Within 120 days of contract award.
35. Approved working hours. Working hours drive labor cost in an occupied hospital environment.
M-F 0600-1600
a. What are the standard approved working hours at each campus for this type of work?
0600-1600
b. Which areas require after-hours, night, or weekend work; for example operating rooms, intensive care, sterile processing, imaging, behavioral health, or the emergency department?
All work should be able to occur during normal business hours; however, coordination will need to occur for the shutters at check-in stations or at elevator lobbies.
c. Approximately what percentage of the door population is in areas that cannot be accessed during normal business hours?
All doors are accessible during normal business hours; however, coordination will need to occur for the shutters at check-in stations or at elevator lobbies.
36. Escorts, keys, and area access. Access constraints directly affect productivity assumptions.
a. Will the Government provide escorts and keys or badge access for locked, secured, and patient-occupied areas at no cost to the contractor?
Badge and key access may be an option if necessary
b. What is the process and advance notice required to schedule access to restricted areas?
Coordinate one weeks’ notice with COR
c. Are there areas where access is limited to specific days or hours each week?
See answers to 35 b & c above
37. Government-furnished items and site support (SOW Paragraph 8). Are lifts or scaffolding permitted on site for high rolling doors, and are there loading dock, elevator, or floor-loading restrictions?
They may be permitted if necessary and coordinated through the COR.
38. Deliverables list versus task list (SOW Paragraphs 4 and 5). Paragraph 5 lists six deliverables while paragraph 4 defines five tasks, and the titles do not align.
a. Is the “Annual Inspection Report” a deliverable separate from the “Deficiency Report,” and if so, what content is required in each?
Inspection report requires noted inspections; deficiency report shall include findings during inspection.
b. Is the “Repair Completion Report” separate from the Task 5 “Certification Report,” or are they a single submission?
Complete Certification report may be submitted after repair completion to verify compliance, a partial certification should be provided after inspection.
c. Is the “Updated Inventory Database” the Task 1 Excel inventory refreshed annually, or a different product?
In the event that additional safety devices are added VA shall provide documentation for an updated spreadsheet.
39. Report format and data systems (SOW Paragraph 4, Tasks 1 and 3). Task 1 requires Microsoft Excel; the format of the remaining deliverables is not specified.
a. Does the Government have a required inventory and report template, or is the contractor’s standard format acceptable?
Contractor format is acceptable.
b. Must inspection data be entered into a Government system such as a VA computerized maintenance management system, and if so, will the Government provide accounts and training?
Accurate reports need only be provided to VA for internal record keeping.
40. Physical door identification (SOW Paragraph 4, Task 1). The inventory requires a door identification number for each assembly.
a. Are the door assemblies currently marked with unique identification numbers?
Yes, some are marked with unique identification numbers.
b. If not, is the contractor required to physically tag or label each assembly, and to what standard or material specification?
Yes, each assembly will need a label that coordinates with the inventory. Label will need to be a durable type and approved by the COR.
c. If tagging is required, is it a base-year activity only, with subsequent years limited to replacing missing tags?
Yes, tagging should only need to be a baseline activity, only with subsequent years limited to replacing or adding doors due to new construction.
d. Is this task to be factored into the annual base price, or will a separate CLIN be provided for labeling doors?
Should be factored into the inventory pricing.
41. Inspector qualifications (SOW Paragraph 3). The SOW requires demonstrated knowledge and experience but does not name a credential.
a. Does the Government require a specific inspector credential, such as a NFPA 80 Fire Door Inspector certification?
Yes, must be certified in accordance with NFPA 80, 105 and other applicable codes.
b. Must credential documentation be submitted with the quote, and if so, does it count against the 15-page technical limit?
Certifications must be provided.
42. Service Contract Act classification (Clause C.4, FAR 52.222-42). The Statement of Equivalent Rates table is blank.
a. Which Service Contract Act classification or classifications does the Government consider applicable to fire door inspection and repair technicians – for example 23130 Carpenter, Maintenance; 23370 General Maintenance Worker; or 23510 Locksmith?
It was left blank intentionally.
43. Option-year price adjustment for wage determination revisions (Section C clause list). FAR 52.222-41 and 52.222-42 are incorporated, but FAR 52.222-43 does not appear in the clause list, leaving no mechanism to adjust option-year prices when the wage determination is revised.
a. Will the Government incorporate FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards – Price Adjustment (Multiple Year and Option Contracts), by amendment? We respectfully request that it do so.
RFO 52.222-43 will not be added via amendment.
b. If FAR 52.222-43 will not be incorporated, how should offerors account for five years of Department of Labor wage escalation in firm-fixed option-year prices?
It is up to vendors to determine how they will increase their pricing as they see necessary to be competitive.
44. Technical volume page limit and formatting (Section E.2, Part III). The instruction reads “Page limit includes does not include any cover letter and/or table of contents,” which is internally contradictory.
a. Do the cover letter and table of contents count toward the 15-page limit?
Cover letter and table of contents do not count toward the 15-page limit
b. Are resumes, certifications, licenses, organizational charts, and past performance information excluded from the 15-page limit?
Resumes, certifications, licenses, organizational charts, and past performance information are not considered as part of the 15-page limit.
