About this file

This is an Amendment to a Solicitation (Standard Form 30) that incorporates Questions and Answers received in response to the Fairbanks Alaska CBOC Security Guard solicitation 36C26026Q0900. The amendment was issued on 10-01-2026 by the 36C260 Network Contracting Office in Vancouver, Washington, with a quote deadline of October 7, 2026 at 5:00 PM EDT. The amendment contains 37 numbered questions and responses addressing key clarifications regarding contract requirements, staffing, hours, compensation, and personnel qualifications.

The requirement is for unarmed and uniformed security guard services at the Fairbanks CBOC (2555 Phillips Field Road, Fairbanks, AK 99709) for a base period of March 1, 2027 through February 29, 2028, plus four option years. One security guard must be on duty Monday through Friday, 7:30 AM to 4:30 PM (45 hours weekly), excluding federally recognized holidays, with an estimated 2,400 annual guard-service hours for pricing purposes. The contractor must hold an Alaska Security Guard Agency License (or provide evidence of active pursuit with application completed within 90 days of award). Pricing includes CLINs for guard-service hours, Security Guard Incentive Pay (up to two guards receiving up to $2,250 total reimbursement per contract period after every six months of employment), and Officer Background and Onboarding/Travel Costs (for fingerprinting and onboarding of newly hired guards). Wage Determination 2015-5683 Revision 29 applies, establishing Guard I classification and applicable health and welfare rates. The contractor must provide supervisory oversight and a contract Point of Contact for administration. Subcontractor utilization is permitted if certified as SDVOSB/VOSB, with subcontractor past performance eligible for evaluation. Incumbent personnel may transition with existing credentials if current and valid.

Questions and Answers

1. Retention Pay CLIN PWS Section 13.d states that after every six months of employment, up to two guards may receive incentive pay and that the Government will reimburse up to $2,250 total. The Price/Cost Schedule provides six (6) EA for the Retention Pay CLIN in each contract year. Please clarify how the six (6) annual occurrences are intended to correspond with the PWS retention-pay provision.

Response: The Price/Cost Schedule will be revised to reflect a quantity of 2 EA for the Security Guard Incentive Pay CLIN. Up to two (2) eligible guards may receive incentive pay in accordance with PWS Section 13.d. The Government's maximum reimbursement is $2,250 total for the applicable contract period, not $2,250 per guard. Please see the amended Price/Cost Schedule.

1. Officer Background and Onboarding/Travel Cost CLIN PWS Section 5.d states that pre-performance onboarding costs, including time, travel, and certification costs, are the responsibility of the contractor and may not be billed. However, the Price/Cost Schedule includes a separate “Officer Background and Onboarding/Travel Cost” CLIN. Please clarify which onboarding and travel costs are reimbursable under this CLIN.

Response: The Officer Background and Onboarding/Travel Cost CLIN is intended to provide a specified allowance to offset certain onboarding-related costs associated with successfully hired security guards, including travel associated with required fingerprinting. This CLIN is separate from the guard-service hourly CLIN. Pre-performance onboarding time, travel, certification, and other costs are otherwise not separately billable under the PWS. The Government will pay this CLIN only for qualifying individuals actually hired, up to the maximum quantity specified in the Price/Cost Schedule.

1. Incumbent Personnel Transition For incumbent personnel who remain continuously assigned to the Fairbanks CBOC under the follow-on requirement, please confirm whether existing VA onboarding, fingerprinting, suitability/background adjudication, PIV credentials, and State of Alaska guard licensing may carry forward, provided all credentials and requirements remain current.

Response: Incumbent personnel may be retained by the awarded Contractor. Existing onboarding, background investigation, PIV credentials, and State of Alaska security guard licensing will be recognized to the extent they remain current, valid, and applicable to the new contract. The awarded Contractor shall coordinate with the COR to determine whether any additional or updated onboarding, suitability, credentialing, or licensing actions are required prior to performance.

1. Past Performance – Facility Square Footage Part IV – Past Performance requests the square footage size of the facility for each reference. If exact facility square footage is not available from the prior customer or contract documents, may the offeror identify the square footage as “not available” and provide other relevant measures of contract size and complexity, such as number of locations, guard posts, staffing levels, hours of coverage, and total contract value?

Response: If the exact facility square footage is not available, the offeror may indicate “Not Available” and provide other relevant information demonstrating the size, scope, and complexity of the referenced contract, such as number of locations, guard posts, staffing levels, hours of coverage, and contract value.

1. 1. The PWS requires one continuous post for 45 hours weekly excluding federal holidays, while each annual CLIN specifies 2,400 hours. Is 2,400 an evaluation estimate, and which hours are payable, including orientation, coverage of breaks and closures?

Response: The 2,400 hours identified in the Price/Cost Schedule is an estimated annual quantity for evaluation and pricing purposes. Required regular coverage is one (1) security guard, Monday through Friday, 7:30 a.m. to 4:30 p.m., for 45 hours per week, excluding federally recognized holidays. The Government will pay for actual authorized hours performed. Orientation and site-specific training hours are billable. Pre-performance onboarding costs, including time, travel, and certification costs, are not billable under the guard-service hourly CLIN.

1. 2. Each annual retention CLIN has six units, but the PWS describes up to two guards receiving incentives after each six months, with reimbursement up to $2,250 total. What does each unit represent, and is the cap per guard, event or contract period?

See Response Question 1.

1. 3. Each annual onboarding/travel CLIN has six units, while the PWS states pre-performance onboarding, travel and certification costs cannot be billed. Which costs belong in this CLIN versus the hourly rate?

See Response Question 1.

1. 4. Please confirm the evidence required at quotation for an offeror pursuing its own Alaska agency license under the stated 90-day post-award provision and reconcile that timing with five-business-day VA onboarding. Does the contractor's veteran/mental-health experience requirement permit accurately attributed experience of proposed personnel, given Part IV has no minimum past-performance submissions?

Response: An offeror that does not possess a current State of Alaska Security Guard Agency License at the time of quotation shall provide evidence with its quotation that it is actively pursuing the required license, such as proof of application or other documentation from the State of Alaska Department of Public Safety. In accordance with the PWS, the required agency license application must be completed within 90 calendar days after award.

The five (5) business-day VHA onboarding requirement applies to newly hired contractor employees. The Contractor shall submit the required VHA onboarding documentation within five (5) business days of the employee's hire. For incumbent personnel transitioning to the follow-on contract, onboarding documents may not need to be resubmitted if the employee's existing VA onboarding, suitability/background requirements, and credentials remain current and valid. The awarded Contractor shall coordinate with the COR to determine whether any updated or additional onboarding documentation is required for incumbent personnel.

Relevant experience of proposed personnel may be identified when clearly attributed to the individual who performed the work, provided the quotation contains sufficient information for the Government to evaluate compliance with the applicable experience requirements.

1. 5. Please confirm the applicable guard classification, which health-and-welfare rate under WD 2015-5683 revision 29 applies, and the services category for the duplicate LOS certificates. The question cutoff says 5 p.m. EST; please confirm Eastern local time.

Response: Guard I is the applicable guard classification, the health and welfare EO 13706 rate under WD 2015-5683 is applicable and EST stands for Eastern Standard Time.

1. The pricing schedule lists 2,400 guard-service hours annually. For the base period of March 1, 2027–February 29, 2028, the stated Monday–Friday, 7:30 a.m.–4:30 p.m. schedule produces 2,259 coverage hours after excluding 11 observed federal holidays.

See Response Question 5.

1. Please confirm whether offerors must price 2,400 hours and explain whether the additional 141 hours cover orientation, training, extended clinic hours, or other services. Will invoices be based on actual authorized hours performed?

See Response Question 5.

1. The PWS says pre-performance onboarding/travel costs may not be billed, but each year includes an onboarding/travel CLIN for six occurrences. Which costs belong there?

See Response Question 1 & 2

1. Does “application completed within 90 days” mean submitted complete or license issued, and what must be held before performance?

Response: License Issues

1. What interim guard-license documentation satisfies the requirement five days before the first shift?

Response: A copy of the ALASKA DEPARTMENT OF PUBLIC SAFETY APPLICATION FOR LICENSE AS A SECURITY GUARD that was submitted to the State of Alaska.

1. How should retention pay be priced? The schedule lists six units annually, while the PWS describes incentives after six months for up to two guards, with a $2,250 total reimbursement limit whose application needs clarification.

See Response Question 1.

1. Is the report labeled “Monthly Report” actually required every Friday, as the deliverable instructions state?

Response: The report is required every Friday. The PWS will be revised to change the report title from “Monthly Report” to “Weekly Report” to accurately reflect the required submission frequency. If Friday falls on a Federal holiday, the Weekly Report shall be submitted on the next business day.

1. The PWS establishes guard coverage Monday–Friday from 7:30 a.m. to 4:30 p.m. If patients are still receiving treatment or clinic staff remain after 4:30 p.m., must the guard remain until the last patient and/or staff member departs? If so, please identify the anticipated frequency and duration, who may authorize extended coverage, and how additional hours and any applicable overtime costs will be compensated. Please also confirm whether these hours are included in the annual 2,400-hour pricing quantity.

Response: The guard is not required to remain on duty solely because patients or clinic staff remain after 4:30 p.m. The required regular coverage hours are Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding federally recognized holidays. Any guard services required outside the established hours must be authorized by the Contracting Officer or designated Government representative. Authorized additional hours will be compensated at the applicable contract rate.

The 2,400 hours identified in the Price/Cost Schedule is an estimated annual quantity for pricing and evaluation purposes. Payment will be based on actual authorized hours performed

1. Number of Guards: The PWS states that one (1) security guard must be present on campus during the required coverage hours and that the shift may be split between multiple guards. Please confirm that one (1) guard is required to be on duty at any given time.

Response: Yes. One (1) security guard is required to be on duty and present on campus at any given time during the required coverage hours, Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding federally recognized holidays. The Contractor may split the shift among multiple qualified guards; however, only one (1) guard is required to be on duty at a time. If a single guard works the entire shift, the guard may take a working lunch on campus but must remain available to respond to calls.

1. Hours per Day/Night: The PWS states that guards will be on shift 45 hours per week, Monday through Friday, from 7:30 AM to 4:30 PM, excluding federally recognized holidays. Please confirm that these are the required regular coverage hours and that no regularly scheduled nighttime coverage is required.

See Response Questions 17 & 18.

1. 24/7 Coverage: Based on the stated hours in the PWS, our understanding is that 24/7 coverage is not required. Please confirm.

See Response Questions 17 & 18.

1. Annual Hours: The Price/Cost Schedule lists 2,400 hours for each contract year, while the PWS states 45 hours per week, excluding federally recognized holidays. Please confirm whether 2,400 hours is the quantity that offerors should use for pricing each contract year, and clarify how the 2,400-hour quantity relates to the stated 45-hour weekly schedule.

See Response Question 5.

22. When it says 1 supervisor, what does that look like to you? Like a site supervisor? Account Manager? Point of contact?

Response: The Supervisor is the Contractor's supervisory representative responsible for oversight of the security guard(s) performing under the contract. The Supervisor is not required to be continuously located at the Fairbanks CBOC. The Supervisor and/or Dispatch Office must be available during the entire time the guard is on duty and must provide scheduled and unscheduled reviews for quality and contract compliance. The Supervisor must meet, at a minimum, the same qualifications required of the security guard. The Supervisor generally shall not be the same individual performing security guard services unless otherwise approved by the COR or Contracting Officer.

23. When it says 1 Administrator, is that asking for a corporate representee assigned to the contract?

Response: The requirement is for the Contractor to designate a Point of Contact (POC) for the contract. The designated POC shall be able to address and coordinate the contract administration requirements identified in PWS Section 4.b, including responding to Government requests for contractual actions, coordinating Contractor personnel and work effort, and ensuring proper and accurate timekeeping records are maintained. The POC is not required to be located onsite at the Fairbanks CBOC.

24. In the RFQ it says "1 officer is required", is that just for the initial RFQ?

Response: One (1) security guard is the required on-duty staffing level during the established coverage hours. One guard must be present on campus Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding federally recognized holidays. The Contractor may use multiple qualified guards to provide the required coverage; however, only one (1) guard is required to be on duty at any given time.

25. Will there be an addition to the number of the required amount of officers in the future option years?

Response: The current requirement is for one (1) security guard to be on duty during the required coverage hours throughout the period of performance, including option periods. The solicitation does not establish an increase in the required number of guards during future option years.

26. The current schedule for the 1 officer is Mon-Fri (0730-1630). Is that with an included 1-hour non-paid meal break? Or 40 hours regular, and 5 hours of Overtime?

Response: The required coverage period is 7:30 a.m. to 4:30 p.m., Monday through Friday, totaling 45 hours of required weekly coverage, excluding federally recognized holidays. Continuous guard coverage is required during those hours. If a single guard provides the full day's coverage, the guard may take a working lunch on campus but must remain available and respond to calls. Alternatively, the Contractor may split the coverage among multiple qualified guards. The Government does not designate individual employee hours as regular or overtime; the Contractor is responsible for scheduling its employees and complying with applicable labor laws and contract requirements.

27. I saw the required Pay Rate for Guard 1 is $24.99 hourly, is that correct? Are there health and welfare hourly benefits added to this wage as well?

Response: Wage Determination 2015-5683, Revision 29, is applicable to this requirement and is posted with the solicitation on SAM.gov. The Contractor is responsible for complying with all applicable wage and fringe benefit requirements identified in the Wage Determination and applicable labor laws. The Government does not prescribe the Contractor's employee compensation above the applicable minimum requirements or the specific manner in which the Contractor satisfies its fringe benefit obligations.

28. For the VHA contracting onboarding requirements, do you have an idea of what that looks like? Would the Officer and the designated supervisor be responsible for completing this?

Response: VHA onboarding requirements apply to contractor employees who require access to VA facilities or systems in connection with performance of the contract, as applicable to their assigned duties. For newly hired security guards, the Contractor shall submit the required VHA onboarding documentation within five (5) business days of the employee's hire. Incumbent personnel transitioning to the follow-on contract may not be required to resubmit onboarding documentation if their existing VA onboarding, suitability/background requirements, and credentials remain current and valid. The Contractor shall coordinate with the COR to determine the specific onboarding requirements applicable to each individual. The COR will assist the Contractor throughout the onboarding process.

29. How many hours are required for the VA police training for our staff?

Response: The PWS does not establish a fixed number of hours for VA Police orientation or site-specific training. The duration will be based on the training required by VA Police for performance at the Fairbanks CBOC. In accordance with the PWS, required orientation and site-specific training hours are billable.

30. In addition to our company Post orders, are there dedicated post orders for the VAMC?

Response: The Government will provide the applicable Clinic Standard Operating Procedure (SOP)/post information for use in performing at the Fairbanks CBOC. In addition, the Contractor is required to develop and maintain its own Security Guard SOP in accordance with Section 7 of the PWS. The Contractor's SOP shall address, at a minimum, communications, incident reporting, behavioral issues, staffing/coverage, and training.

31. Under performance standards, it says there must be officers at all jobsites, is there more then on? If so, what are the addresses?

Response: This requirement is for one (1) Fairbanks CBOC location: 2555 Phillips Field Road, Fairbanks, AK 99709.

32. The section on security guard incentive pay, is that just for the Security officer, or the supervisor as well?

Response: The Government does not designate which individual employee(s) will receive the incentive pay. In accordance with PWS Section 13.d, after every six months of employment, up to two (2) eligible guards, either full-time or part-time, may receive incentive pay, provided the applicable PWS requirements are met. The Government will reimburse the Contractor up to $2,250 total for the applicable contract period.

33. Alaska Security Guard Agency License: For purposes of the PWS requirements regarding the Alaska Security Guard Agency license, does “Contractor” specifically mean the prime contractor must hold or obtain the agency license, or may this requirement be satisfied by a licensed first-tier certified SDVOSB/VOSB subcontractor that will perform the onsite security services?

The Contractor holding the contractual relationship with the VA must possess the required Alaska Security Guard Agency License, the prime contractor must hold or obtain the license.

34. Security Guard Personnel: May the onsite security guards be employees of a first-tier certified SDVOSB/VOSB subcontractor, provided the prime contractor remains responsible for contract management, supervision, compliance, and the applicable limitations on subcontracting?

Yes

35. Past Performance: If a first-tier certified SDVOSB/VOSB subcontractor will perform the security services, may its relevant past performance be included and evaluated under Factor 2, or will the Government evaluate only past performance performed by the prime offeror?

Subcontractor past performance may be considered and evaluated for Factor 2.

36. Annual Guard Hours: The price schedule lists 2,400 security guard hours for each contract year, while the PWS requires one guard for 45 hours per week, Monday through Friday, excluding Federal holidays. Please confirm whether offerors should price the full 2,400 hours shown in each annual CLIN. Also, are the billable orientation and site-specific training hours included within the 2,400-hour quantity?

Response: The 2,400 hours identified in the Price/Cost Schedule is an estimated annual quantity for evaluation and pricing purposes. Required regular coverage is one (1) security guard, Monday through Friday, 7:30 a.m. to 4:30 p.m., for 45 hours per week, excluding federally recognized holidays. The Government will pay for actual authorized hours performed. Orientation and site-specific training hours are billable. Pre-performance onboarding costs, including time, travel, and certification costs, are not billable under the guard-service hourly CLIN.

37. Part IV – Past Performance: Section E.2 states that Parts I through III are required to be considered further, but it also identifies Part IV – Past Performance, and Past Performance is listed as an evaluation factor. Please confirm whether Part IV must be submitted with the quote.

Response: Part IV will be used in the evaluation process and should be submitted with the quote.
