B.3 STATEMENT OF WORK (SOW)
Grout Restoration and Maintenance
POP: 12/01/2026-11/30/2031
1. Background: The Puget Sound VA Health Care System has ceramic tiled flooring and walls in the public restrooms throughout both Seattle and American Lakes campuses. Due to heavy traffic and use, many areas with ceramic tiled flooring and grout are in emergency need for routine sanitizing, sealant maintenance and restoration. This service is deemed essential to
Environmental Management Services (EMS) to keep these high traffic flooring areas properly sanitized and in best visual condition.
2. Scope: The contractor shall supply quarterly maintenance services for 40,000 (ft2). This refers to the tile flooring, to include the immediate 4 inches of ceramic tile from the floor up the wall. Restorative services, as requested, to maintain a ‘like new’ appearance of the ceramic tiled flooring and grout. All surfaces must be free of dirt, debris, odors and stains. Missing grout shall be replaced and matched in both color and texture. The Contractor IS NOT required to repair loose or broken tiles. The contractor shall ONLY use a product for daily disinfecting that is on the EPA’s List-N, products with Emerging Viral Pathogens and Human Coronavirus claims for use against SARS-CoV-2.
3. Specific Tasks (Quarterly unless otherwise noted):
3.1 Installation of sealant to ceramic tiled flooring and grout, as requested. Task includes all services necessary to clean and prepare flooring for maintenance services.
3.2 Restoration maintenance services of the tiled flooring and grout to maintain a “like new” appearance and the integrity of the floor finish, as requested.
3.3 Deep cleaning and sanitizing. Daily deep cleaning and application of Bioesque Botanical Disinfectant.
3.3.1 If offering an equivalent disinfectant, it must be an EPA-registered, ready‑to‑use, botanically derived disinfectant that kills 99.9% of bacteria, viruses—including SARS‑CoV‑2 in 1 minute—fungi, and molds, and is safe for food‑contact surfaces without rinsing.
3.4 Coating Removal. If an equivalent coating is quoted, existing polymer coatings will be removed using Durable Coating Remover (DCR). 100% of existing coatings must be removed to achieve bonding with new coating. Coating will be stripped and removed on a as needed basis.
3.5 Grout Restoration/ Color Seal:
3.6 Grout lines will be chemically and mechanically cleaned using a specialized cleaner that is specifically targeted to profile grout surface creating an anchor pattern for bonding with.
3.7 The grout lines are to be color sealed with “Channel Changer” to achieve consistency in appearance. A clear water flood rinse shall be applied to the floor and the residue removed by suction. Color selection of grout has already been made by Environmental Management Service (EMS) Leadership.
3.8 Grout preparation products shall be comprised of organic and inorganic cheating, scale removing, suspending agents, penetrating detergents, water soluble solvents, compounds, viscosity control agents and odor suppressants. It shall remove embedded soils, dissolve micro-scale and mineral deposits, neutralize iron, rust, and urine stains without attacking the substrate or excessive dissolving cementation, grout or mortar joints, or having a deleterious effect on metal, fiberglass, porcelain or ceramic fixtures.
3.9 The grout preparations shall promote maximum contact time and applicator control of the process and reduce contact hazards to a minimum. The grout prep shall leave no residue, chalk or grit when properly rinsed. A clear water flood rinse shall be applied to the floor and the residue removed by suction.
3.10 The rinse-aide shall be removed by suction, and the flooring is to be completely dried by means of mechanically generated airflow. Any excess grout or color seal must be removed to provide clean, uniform appearance of grout. The color sealing process of faded grout allows for elimination of pomposity, allowing easier future maintenance and removal of bacterial and viral infections.
3.11 Missing Grout: Any missing grout shall be replaced with Channel Changer Grout Replacement. The grout matches in both color and texture. Contractor will be responsible for restoring the integrity of tile & grout on vertical wall surfaces.
3.12 Coating:
3.12.1 The coating shall be Proprius-One interlocking siloxane inorganic protective barrier or equivalent. If an equivalent coating is quoted, removal of the existing coating may be required.
3.12.2 All tile and grout shall be sealed with a coat of an Inorganic Siloxane based protective barrier equivalent to “Proprius-One."
3.12.3 This shell shall have a high gloss shine appearance when it is dried. The Products shall be inorganic with an oil, urine and water repellant compound with sufficient particle size and surfactant package to allow deep penetration of porous tiles substrates and must have a chemical adhesion mechanism.
3.12.4 The Proprius-One sealant or equivalent shall only be applied by a certified technician.

The
Government must exercise its post acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered;
and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(c) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

associations; or similar opportunities that are sponsored or established by the contractor or subcontractor.
Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.
(b) In connection with the performance of work under this contract, the Contractor agrees as follows:
(1) The Contractor will not engage in any racially discriminatory DEI activities;
(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;
(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;
(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and
(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.
(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).
(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.

If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
(b) General Liability: $500,000.00 per occurrences.
(c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage.
(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.
