CONTINUATION PAGE

- Experience factor (E.3): Could the Government clarify how the CERNER experience requirement will be evaluated for the Base year, which is performed in VistA Imaging, versus Option Years 1-4, which specify CERNER? As for scanning on Cerner experience, it will be evaluated as yes or no.

- Backlog: Is the estimated 250,000-page backlog expected to be completed within the Base year, and is it in addition to the 2,000 units per month, or counted within that volume? There is no backlog. Just 2000 units per month.

- Workload basis: For pricing, can the Government provide the historical average number of pages per unit (within the stated 1-30 page range)? On the latest contract/TO, the number of pages ranged from an average of 1466.5/month to an average of 2910.66/month. Pages per record vary. Invoiced units per month averaged 1467 previous year and 2705 this year.

- Wage determination: The SOW references SCA occupation code 0675 (Medical Records Technician). Could the Government confirm the corresponding rate under WD 2015-5563 that offerors should price against? 12190 - Medical Record Technician $29.69

- Can VA provide historical production data for the current task order, including the approximate number of images digitized per month or annually under the 5,000 record per month requirement? On the latest contract/TO, the number of pages ranged from an average of 1466.5/month to an average of 2910.66/month. Pages per record vary. Invoiced units per month averaged 1467 previous year and 2705 this year.

- Will the contractor be responsible for all costs associated with the pick-up, transportation, and return delivery of record boxes from the VA facility in Portland, Oregon, or will these costs be borne by the Government? No pickup and delivery because all are electronic (pdf).

- Given that VA is unable to provide an estimated total image count for the current requirement, can VA provide historical production data from the incumbent task order? While we understand that image counts may vary based on the number of pages per record, historical image volume data would provide Contractors with a reasonable basis for estimating workload, developing staffing assumptions, and preparing more accurate pricing proposals. On the latest contract/TO, the number of pages ranged from an average of 1466.5/month to an average of 2910.66/month. Pages per record vary. Invoiced units per month averaged 1467 previous year and 2705 this year.
