About this file
This is an Amendment to Solicitation (SF 30) that responds to questions received during the question period and updates the Individual Item Schedule for solicitation 36C26026Q0529. Issued by the VA Roseburg Healthcare System on April 21, 2026, the amendment clarifies specifications for dental prosthetics fabrication and removes certain line items from the contract requirements.
The amendment removes CLINs 18, 20, 21, 29, and 35 from the Individual Item Schedule and updates descriptions for CLINs 26, 28, and 30. Key clarifications provided address material specifications, including confirmation that all metal crowns and bridges shall be cast in high noble metal (Noble Type 4), monolithic zirconia is the primary requirement for pontics with limited layered zirconia exceptions (up to 10% anterior cases), and stained E-max crowns are specified. The contractor must provide same-day services and be a full-service dental laboratory capable of fabricating fixed dental prosthetics. The amendment confirms that repairs and relines are provided same-day at no additional cost, that custom UCLA abutments with high noble alloy costs are included in flat-rate pricing, and that the contractor will primarily use Straumann and Nobel implant systems. The solicitation remains set-aside for small business concerns in NAICS code 339116 (Dental Laboratories, 500-employee size standard) with an anticipated start date of May 1, 2026, and a base period plus four option years.

4. There are no other changes as a result of this amendment.
CONTINUATION PAGE
1. Q: With the high cost of gold and other precious metals, would you consider adding a line item for a restoration with alloy for noble alloy (i.e. PFM, Full Cast, Implant supported PFM/Full Cast, crown and pontic)?
A: Per PWS Section 3, all metal crowns/bridges shall be cast in high noble metal unless otherwise specified. Contractor shall specify brand and type of metal used for each case and include an Identalloy sticker for each case. All metal crowns and bridges shall be a flat fee per unit inclusive of design and metal.
Although gold prices should not be significantly different on PFM’s due to us requesting Noble Type 4 metal for all restorations(including full cast Gold crown/bridge).
2. Q: If the contactor is out of state and therefore cannot provide same-day services, will that eliminate them from being awarded this contract?
A. Per PWS Section 3, the Contractor must provide same-day services throughout the period of performance for this contract.
3. Q: This solicitation is for a “full service” lab. The Price schedule does not include removable products. Can we submit a separate price schedule for removable products?
A: Per PWS Section 1, the Contractor shall be a full-service dental laboratory and provide dental laboratory support for the fabrication of fixed dental prosthetics.
4. Q: Is this for a full monolithic Zirconia Pontic or a Layered Zirconia pontic?
9A Zirconia Pontic
A: Monolithic Zirconia Primarily, although there could be a few (up to 10%) Anterior cases that would need a Layered Zirconia Pontic.
5. Q: Is this for a stained or layered emax crown: 11A E-max crown?
A: Stained
6. Q: Can you provide more details on these two items to be fabricated:
Stint/scan appliance with negative space centerlines (includes diagnostic wax-up) and Centerline Stint Drill Guide
A: These CLINs are no longer required and have been removed from the Individual Item Schedule.
7. Q: What type of abutments would this be: Titanium, Zirconia or a Custom UCLA which requires high noble alloy: Nobel, 3i, astra custom abutment
A: Custom UCLA – Gold Engaging, or Straumann implants.
8. Q: If line CLIN 28 is to include a Custom UCLA abutment, can we price that separately as that requires high noble alloy that needs to be included in the price since this is a flat rated price contract?
A: High noble alloy should be included in the price.
9. Q: Is CLIN 25 Abutment design and manufacture (if cast-to is supplied by us) to include the cost of the crown or just the design of the abutment?
A: Cost of the Crown. This would be a case that we send the “Cast to Abutment” and impression mailed to the Lab, for the Production of a Crown on the Cast to Abutment.
10. Q: If CLIN 25 is to include the crown, what type of crown will it be as they are all priced differently due to the variance in cost?
A: In the past Labs have charged the Normal fee for the Crown (Ex Zirconia Crown or Full Cast Crown) and CLIN 25 is used to charge for the extra man hours and expertise needed to design an Abutment case (since we normally ship the Cast to Abutment to the Lab with Implant Impression).
11. Q: What percentage of the work is expected to be sent via a digital impression?
A. Currently, we are working to get out digital capabilities up and running. The percentage of digital impressions will be minimal.
12. Q: What scanning system will be used to send digital impressions?
A: We use a Cerec Primescan.
13. Q: Page 5 of 43 3g does not specify repairs and relines but page 33 of 43 factor 1d specifies “repairs and relines as outlined in item 3g”. Also, the Price schedule does not ask for prices of repairs and relines. I conclude that repairs and relines are to be done same day at no charge. Is this correct?
A: Per the PWS Section 3, same day prosthetic supplies/services to repair defective prosthetics should be available at no additional cost. Examples of this type of service include open contact repair, re-polishing/re-glazing, minor shade correction, reshaping pontics and chipped porcelain.
14. Q: Item 26: Layered Zirconia abutment including parts What parts would be used for this product?
A: The description for CLIN 26 has been updated on the Individual Item Schedule.
This would be an uncommon situation where we would need the Lab to supply Implant parts for the case as well as the restoration. Our primary implant systems used are Straumann and Nobel but again we are normally supplying the Implant parts.
15. Q: Item 28: Nobel, 3i, astra custom abutment Is this a CAD/CAM abutment?
A: We will unlikely use this option, our Nobel abutment is Nobel Gold Adapt UCLA Abutment for Conical Connection Implants.
16. Q: Item 29: Atlantis abutments, Ti or Zi Is this a CAD/CAM abutment?
A: This CLIN is no longer required and has been removed from the Individual Item Schedule.
17. Q: Item 35 - Centerline stint drill guide:
Can you describe this product in more details? Is this the same product as item 21?
A: These CLINs are no longer required and have been removed from the Individual Item Schedule.
18. Q: What implant system or systems are currently being used by the dental clinic?
Example, Straumann, Nobel, Etc.
A: We use Primarily Straumann implant system and Nobel Custom UCLA Gold engaging. If Implant sent to Lab will not work for provided case, the Lab can add the cost of Necessary Implant parts to the Invoice of our case and return the Implant kit we sent to Lab along with the completed case.
