About this file

This is Amendment 0001 to RFQ 36C26026Q0472, issued by Network Contracting Office 20 at the Department of Veterans Affairs. The amendment extends the response due date to October 2, 2026, at 1:00 PM Mountain Time and updates the Contract Line Item Numbers (CLINs) with revised Performance of Period (POP) dates and answers to eight questions received during the solicitation process.

The solicitation is a Brand Name or Equal procurement for software licensing and implementation services related to a Laboratory Management System (LMS). The base contract period runs from January 1, 2027, through December 31, 2027, with four one-year option periods extending through December 31, 2031. Required line items include licenses for Innovations ULS Enterprise Workflow Monitor/Production Scheduler, Gatekeeper Integration Kit, VisionWeb Electronic Order Processes, Microsoft SQL Upgrade, Microsoft SQL Conversion support (5 units), and Installation Services (10 hours). Additional CLINs cover on-site installation travel and per diem (10 units), LMS Support POP (annual), and Digital Lens Calculation compatible with Internet of Things (IOT) capability (annual). Key clarifications from the Q&A indicate that direct hardware is not critical if cloud-based systems are fully supported, integrated IOT design is preferred over standalone interfaces, compatibility with both legacy CPRS/VistA and new Oracle Health/Cerner Millennium EHR systems is required, and vendors must demonstrate VA system compatibility as their responsibility.

A.2 QUESTION AND ANSWERS

Question 1: Is this solicitation specifically for Innovations?

ANSWER: No, this is a Brand Name or Equal Solicitation.

Question: 2. Section D.1 SOW - 2 Background – What do you mean about "equipment"? Servers? PCs?

Devices? Digiboards? Pinters? etc...?.

ANSWER: Anything that would be needed to communicate with the venor’s system from/to the OFL systems and network including Device Masters for the manufacturing equipment that communicate with your LMS system, any generated reports and billing invoices.

Question: 3. Section D.1 SOW - 4.1 Specific Tasks – Is hardware absolutely critical?.

ANSWER: Direct hardware is not critical as long as cloud based system are fully supported.

Question: 4. Section D.1 SOW - 4.2 Specific Tasks – For IOT, are you looking for the LMS to have the ability to interface with the IOT Calculator, or have an integrated IOT design as part of the software?

ANSWER: The Government is looking for integrated IOT designs. OFL can use other digital designs but

IOT is the design of choice for service.

Question: 5. Section D.1 SOW - 4.2 Specific Tasks – If you are looking to have a digital design integrated as part of the software, would you be open to an alternative digital lens design as part of this?

ANSWER: Other digital designs can be used only if comparable to current IOT designs and communicated to OFL equipment the same as current IOT designs.

Question: 6. Section D.1 SOW – 3 Scope, 3rd paragraph– If the vendor has integrated and/or been approved, certified, and utilized in VA PIV, CEP, CAC, VPN, PDAT, AIS, CAG, Tungsten, and other VHA

Service Center Security and VHA IT systems, then will they already be compatible with CPRS, VISTa, and

CERNER and thus already accepted for use by VHA IT systems?

ANSWER: This can not be confirmed without more detailed look at each contract. It is the responsibility of the vendor to ensure that they are compatible with VA systems.

Question: 7. Section D.1 SOW – 3 Scope, 3rd paragraph– Is integration a priority since the VA already started transitioning away from VistA/CPRS to the new Federal Oracle Health/Cerner Millennium EHR system?

ANSWER: This is a requirement as not all facilities are on ORACLE/CERNER. Legacy sites are still using

CPRS/VISTA until their specific site rolls to the new operating system. Both CPRS and CERNER are required.

Question: 8. Section D.1 SOW – 3 Scope, 3rd paragraph –Is it allowed outside hardware to connect the lab equipment to the server using serial-to-LAN internal-only connections?

ANSWER: It depends. If this is the only method of communicating with eh OFL equipment and LMS please include how/what these devices are and what they do and what they are needed for sustained operations
