Summary

This is a Standard Form 30 Amendment to Solicitation 36C26026Q0257 issued by the NCO 20 Network Contracting Office on January 29, 2026, with an effective date of February 9, 2026. The amendment adds CLIN 0005 to the price/cost schedule and provides government responses to 16 industry questions regarding a roofing repair project at Building 85. The solicitation is for Section 1, 2, 3, and 4 roof repair services plus an asbestos-containing materials (ACM) survey, all with a 90-day period of performance following award. The principal NAICS code is 238160 (Roofing Contractors) and the product/service code is Z1DA (Maintenance of Hospitals and Infirmaries). Offerors must submit firm-fixed-price quotes for all five CLINs, technical data sheets for materials, proof of Washington State business registration and general liability insurance ($250,000 minimum per occurrence, $50,000 property damage), a capabilities statement, minimum three years of documented past performance on commercial roofing projects in healthcare/industrial/educational/commercial facilities, acknowledgment of amendments, and signed compliance certifications.

The government clarified key contract requirements through its responses: minor alterations to expansion joints are permitted with VA Contracting Officer's Representative (COR) approval; gutter replacement at Roof R2 is excluded; contractors are responsible for conducting ACM surveys; work must not impede hospital operations, with front-building work potentially required after hours or weekends subject to COR approval; lawn damage from equipment must be repaired by the contractor; coping and flashing replacements visible from ground must match original appearance and require COR approval; no onsite staging area is available but the VA COR will approve laydown areas in the building 200 parking lot or MRI access road; active work areas will be cordoned off as determined by the VA COR; personnel must comply with SOW standards and applicable licensing; TPO or PVC membranes are required with minimum 3-year manufacturer warranties; and the government obtains hot work permits with contractors providing fire watch.

SF30 CONTINUATION PAGES

1.) – Expansion Joint at Louver Wall Can the expansion joint connection to the roof at the louver wall be raised into a wall detail, or will a special detail and manufacturer approval be required to maintain the roof warranty?

As outlined in the statement of work (SOW)- the contractor shall provide one-year workmanship warranty for all repairs. Additionally, the government is seeking industry standard warranty on the new roofing materials which are at a minimum 3 years, and up to10 years warranty based on industry standards.

The government will allow minor alterations such as an expansion joint or dovetail at the expansion joint with prior written VA COR review and approval.

2.) – Gutter at Roof R2 Is the existing gutter at Roof R2 included in the scope for replacement?

Replacing the gutter is not included as part of this scope or requirement.

3.) – ACM Survey Will the VA conduct a good faith asbestos-containing materials (ACM) survey for this project?

The contractor is responsible for adhering to the general standards and conducting an ACM asbestos survey.

See amended B.2 PRICE/COST SCHEDULE and attachment: 36C26026Q0257_Amended for updated CLIN 0005 for these required services.

4.)– Site Work and Access Constraints- Due to pedestrian traffic and existing ground conditions, can all site work be performed during daytime hours?

As outlined in the statement of work (SOW), The contractor shall execute work in a manner so as not to impede hospital operations, patient care, or any other work occurring on site. Work required to be done above the front entrance will be done both from the side and during hours of little to no traffic.

The government estimates that the front of the building or roof section (2), will require a contractor to complete the work after normal VA business hours or on a weekend, subject to prior VA COR review and approval.

5.) Access to Roofs R1 and R3 will require a man lift. Will restoration or repair of any resulting ground damage be the contractor’s responsibility?

Lawn damage and ruts need to be flattened and smoothed by the contractor after completion. The grass repair/growing will be completed by the government. The contractor may be responsible in the event of damage to buildings or government property. Please see solicitation/RFQ terms and conditions for contractor insurance requirements and contract clauses regarding damage to government property.

6.) – Coping and Flashing Scope. Are all coping caps and roof flashings included for replacement under this contract? If so, are they to be replaced strictly in-kind?

The coloring and flashing are included in the scope of this requirement. Any replacement coping caps and roof flashing that are visible from the ground need to retain the original look ( color and shape) and will require VA COR review and approval before installation.

7.) Staging / Laydown Area

There is not adequate space on government property or for this requirement to allow the contractor to put a trailer or temporary office onsite.

8.) – Safety and Temporary Barriers Is the contractor required to fence off the entire building, or only the active work areas during each phase of the roofing operations?

Active work areas and the road behind cannot be closed entirely during business hours. Some work areas will be required to be cordoned off and restricted for access to the public and patients for safety and will be determined by the VA COR before performance.

9.) – Site Supervision Roles and Certifications Is the Prime Contractor’s Site Superintendent permitted to also serve as the Quality Control Manager (QCM) and Site Safety and Health Officer (SSHO)?

If not, is the QCM required to hold a USACE QCM certification?

The government cannot advise contractors on how to manage or allocate its personnel and resources for safety and legal compliance based on certifications. The contractor must comply with the general standards outlined in the statement of work (SOW) to include providing personnel for all work with the necessary trade experience and licensing as required by law.

10.)– Warranty Requirements Is there a specific roofing manufacturer warranty required under this contract? If so, please confirm the warranty type and duration.

The government is seeking industry standards for manufacturer warranty on materials. The government is seeking a minimum 3-year warranty for the TPO materials as industry standards are usually 10 years.

11.) – Alternate Roofing System Is the VA open to considering an alternate roofing system consisting of the following:

• Tear-off of the existing roof system down to bare substrate and drying of the deck

• Self-adhered vapor barrier

• Fully adhered polyisocyanurate insulation (R-38)

• Fully adhered tapered polyisocyanurate system (¼") with ½" crickets

• Fully adhered TPO or PVC membrane

The government requires TPO or PVC membrane for this requirement.

12.) – Deck Condition Allowances If deteriorated, cracked, or spalled deck conditions are encountered during demolition, will deck repairs be handled as a VA-directed change, or are limited deck repairs considered incidental to the roofing scope?

The government does not estimate the deck conditions of the roof will require replacement. In the event it is identified onsite by the contractor that sections of the deck need to be replaced, then the contractor shall document and provide the information to the VA COR and Contracting Officer (CO) for review and any recommended repairs. Only the contractor officer (CO) may allow changes to the scope of this requirement or authorize additional work.

13.) – Hot Work / Torch-Down Constraints If torch-down roofing is required, please confirm any VA hot work permit requirements and fire watch requirements (including duration and staffing). Are there any restrictions or prohibited areas due to proximity to HVAC intakes, patient areas, or other facility operations?

The government will be obtaining a hot work permit needed. The contractor must provide advance notice to the VA COR during hot work, as well as provide fire safety and fire watch.

14.) – Material Staging and Roof Loading Limits Are there restrictions on rooftop material staging locations or roof loading limits (pallet placement, crane picks, hoisting routes), and can the VA identify any allowable staging/loading areas?

As outlined in the statement of work, any laydown and storage areas requested by the contractor must be submitted to the VA COR for review and approval before any performance under this contract. The government will not be financially responsible for any loss or damage to the contractor’s equipment or personal furnishings during performance of this contract.

The VA COR will allow a lay down area. All Lay down areas must be approved and coordinated with the VAR COR prior to staging any material or equipment.

The expected lay down area Lay down can be done either in a blocked off part of building 200 parking lot or on the other side of the road south of the building (MRI access road), subject to VA COR final review and approval before onsite performance by the contractor.

The contractor is responsible for ensuring it meets the general standards and OSHA standards for safety. The government may be able to provide further documentation on the building structural limitations in the event a contract award is made. However, all documentation provided by the government is estimates only, and it is the responsibility of the contractor and its firm and personnel to ensure all safety measures are adhered to and any loading limits are evaluated prior to performance of this contract. See the solicitation terms and conditions of this contract for contractor insurance and liability requirements, as well as protection of government property and general standards.
