About this file

This document is an Amendment to Solicitation for the replacement of 19 patient observation cameras at the Seattle VA Medical Center. The solicitation (36C26026Q0244) seeks to upgrade existing cameras in the Medical Intensive Care Unit (MICU) and Surgical Intensive Care Unit (SICU) to an IP-based camera system using Avigilon brand cameras or equivalent. Specific requirements include using 4MP dome cameras with IR capability (part number 4.0C-H6A-D1-IR), ensuring compatibility with the existing Avigilon network recorder and Control Center software, and following strict Infection Control Risk Assessment (ICRA) Class-IV procedures during installation.

The procurement is a small business set-aside with a NAICS code of 334510 for Electromedical & Electrotherapeutic Apparatus Manufacturing. The work will be performed at the Seattle VA Medical Center, with a 90-day period of performance for complete installations and conversions. The amendment provides detailed technical guidance, including information about existing cable infrastructure, mounting requirements, and specific infection control protocols. Contractors must use yellow or white Cat6 plenum cables, 3-5 ft patch cables, and adhere to strict contamination control measures, including using HEPA filtered vacuums and wearing Tyvek/paper suits in high-risk areas.

1. The purpose of this Amendment is to provide Questions & Answers received in response to this solicitation.

2. Questions and Answers (Q&A) 1-14 are provided below in addition to MICU & SICU schematic drawings.

3. Ensure to acknowledge this Amendment as part of your quotation.

4. There are no other changes.

Danielle Carrico Contracting Officer

1. Does the customer have scaled drawings / building schematics showing the locations of the cameras that will be swapped as well as the location for the proposed switches?
Yes, see attachments for building schematics. Below is an example of an existing camera in MICU.

2. Given the MICU/SICU environment, are there any HEPA vacuum or contamination control requirements we should account for?

3. Does the customer have a preferred local tenting contractor we can sub out for the ICRA Level IV containment requirements? Alternatively, are there Hepa carts available from the engineering department we may use?

Yes, MICU and SICU are considered Highest Risk areas by the VA’s Infection Control Risk Assessment.

A. Medical Intensive Care Unit (MICU):

· Follow all Class-IV procedures on Infection Control Risk Assessment (ICRA) form to include use of Tyvek/Paper suits.

B. Surgical Intensive Care Unit (SICU):

· Follow all Class-IV procedures on Infection Control Risk Assessment (ICRA) form to include use of Tyvek/Paper suits.

C. For common area corridors:

· Remove only 1 ceiling tile every 50 feet

· Clean up any dust/debris with a HEPA filtered vacuum and/or wipe down surfaces

The VA can provide Hepa carts.

4. Is the current camera cabling in J-hooks or conduit, and can existing cable support be utilized or does it need replaced entirely?

5. Is there existing cable infrastructure in place? Existing cable trays?

6. With that, will any of the cable egress and support need to be changed?

For MICU: In data closet 4B-103, there are existing 4 inch risers to the interstitial where there are existing J-hooks and cable trays that go to MICU. In roughly each corner of the MICU there are risers adjacent to cable trays that can be used to go back down to the drop ceiling tile and from there cable can be distributed to individual rooms. There is old analog camera cabling here but this does NOT lead back to data closet 4B-103.

There are 3 isolation rooms (Rm# 6, 7, and 9) in MICU that have hard lid ceilings. All other rooms are drop-ceilings. They are marked on the attached building schematic.

For SICU: There are not old cameras here and no old analog camera cabling. However, there will still be existing J-hooks and cable trays in the above interstitial.

The existing cabling pathways and support can be used.

(see example photos of existing cabling pathways below)

7. What other brands are considered equivalent to Avigilon cameras?

8. What cameras would be approved to replace the system if it isn't Avigilon?

9. Are the licenses ACC7? STD? ENT? COR?

The camera that should be used as a basis for salient characteristics and specifications should be 4.0C-H6A-D1-IR.

If the camera is not Avigilon branded, it needs to be compatible with the existing Avigilon network recorder (model NVR5-PRM-96TB-S19) and Avigilon Control Center software (ACC 7.14.24.8 build 1691206778).

10. For the H4A/H5A cameras, the 3/4" NPT ceiling mount noted is not industry standard—are we simply being asked to provide compatible ceiling mounting solutions

Yes, the ceiling mount needs to be compatible with the camera and drop tile ceilings.

11. The solicitation requires the use of 4MP cameras with IR for low light areas. The correct part number for IR capable cameras are “4.0C-H6A-D1-IR”. Will the VA post an amendment clarifying the use of IR cameras and correct part number?

12. Can you clarify if the H6A cameras should be dome or bullet or a mix?

The camera that should be used as a basis for salient characteristics should be 4.0C-H6A-D1-IR. The IR functionality is needed for plausible low light conditions in patient rooms.

The cameras should be dome.

13.What size patch cables? Color?

14. Any specific color for Cat6 plenum cable?

Standard 3 or 5 ft. Preferred yellow.

Preferred white.
