About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by Network Contracting Office 20 (Department of Veterans Affairs) on February 6, 2026, for Solicitation No. 36C26026Q0209, originally dated January 29, 2026. The amendment serves as a Questions and Answers response to timely inquiries received from potential offerors regarding the subject solicitation. The contracting office is located at 1601 E. Fourth Plain Blvd, Building 17, Suite B428, Vancouver, WA 98661. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation using one of three methods: completing Items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.
The amendment addresses six substantive questions related to building automation system maintenance and support services. Key clarifications include: a detailed table identifying supervisory control topologies (LON, BacNet, and Microsmrt) across 21 building locations; confirmation that CLIN 0002 is a pre-priced $40,000 CLIN for emergency services with estimated averages of 6 emergency calls and 25 routine calls per month; specification that 10% of controllers and actuators remain pneumatic; confirmation that 24/7/365 onsite emergency response capability is required with no dedicated onsite workspace requirement specified; clarification that no Government-Furnished Equipment parts inventory is available and contractors must stock all necessary parts from Day 1, using only new Schneider Electric I/A components; and notification that contractors must develop and maintain their own equipment repair and upgrade history documentation.

Please note the requirement for acknowledgement of this amendment in Box 11, including the methods to acknowledge which are listed in Box 11 (a)-(c).
1. Question: The equipment list identifies terminal units (VAVs, AHUs), but does not specify the supervisory architecture. To ensure accurate pricing for software and firmware maintenance required by Section 3.2.3, can the Government provide a count of all master controllers (e.g., JACEs, UNC, or Schneider I/A Series controllers) and DDC panels in scope?

2. Question: Section 2.55 requires a 4-hour emergency and 24-hour critical response time.
What was the average monthly volume of "Emergency" and "Routine" service calls over the last 12 months?
Answer: CLIN 0002 is a pre-priced CLIN of 40K where the government has set the expected price for any emergency services or supplies needed during performance of this contract. Please see CLIN 0002 as this is set a pre-priced CLIN of 40K.
The estimated amount of Average Emergency Calls = 6 The estimated amount of Average Routine Calls = 25
3. Question: Section 1.0 notes that parts of the system remain pneumatic. Can the
Government provide a specific count or percentage of controllers and actuators that are still pneumatic? This is required to determine the appropriate mix of mechanical vs.
digital technician labor.
Answer: 10%
4. Question: Does the Government require or provide a dedicated onsite workspace for a resident technician, or is the Government expecting an on-call/mobile model that adheres to the 24/7/365 assistance requirement in Section 3.5.1?
Answer: The contractor onsite must be able to respond to onsite emergency services within 24/7/365 during performance of this contract.
5. Question: Is there an existing Government-Furnished Equipment (GFE) parts inventory
(bench stock) available for the contractor's use, or is the contractor responsible for stocking all necessary sensors, actuators, and DDC components from Day 1?
Answer: No GFE parts are available for contractors’ use. Per section 3.7.2. Only NEW PARTS shall be used in performance of work under this contract. The Contractor is responsible for ensuring continuous and immediate availability for spare parts, (specifically any part, controllers, DDC controls, DDC boards, temperature sensors and relays, that are manufactured or distributed by Schneider Electric Intelligent Automation (I/A)) and supplies and materials required for the normal and expedited (or emergency) maintenance of the equipment covered by this contract.
6. Question: Section 3.6.2 requires the contractor to maintain equipment repair and upgrade history. Is the historical maintenance data from the previous contract period currently stored in a VA-owned database, and will it be provided to the successor in a machine-readable format (e.g., Excel or SQL) during mobilization?
Answer: The Contractor shall develop and maintain equipment repair history and equipment upgrade history document.
