About this file
This document is an Amendment to a Request for Quotation (RFQ) for portable fire extinguisher maintenance services issued by the VA Puget Sound Health Care System. The solicitation (36C26026Q0168) seeks comprehensive maintenance for approximately 1,500 portable fire extinguishers across three campuses: Seattle VA Medical Center, American Lake VA campus, and Magnolia Facility. The acquisition is set-aside exclusively for Service Disabled Veteran Owned Small Businesses (SDVOSB), with an estimated response deadline extended to 12/16/2025.
The amendment includes nine detailed questions and answers addressing specific maintenance requirements, such as inventory management, inspection schedules, replacement protocols, and security onboarding procedures. Key technical details include annual inspections due in June (American Lake) and July (Seattle and Ft. Lawton/Magnolia), mandatory new replacement fire extinguishers for 12-year maintenance, and a requirement for favorable security background investigations for contractor employees. The Statement of Work was updated to clarify replacement schedules, deficiency reporting, and repair cost handling, with provisions for potential contract modifications if unexpected maintenance needs arise.

Questions & Answers (Q&A)
Q1. Section 4.0 of the Statement of Work states the VA will provide a current inventory list of all portable fire extinguishers. Can you please share this with the offerors so we can understand the size, type, location, etc. for each fire extinguisher? This will help ensure all offerors are quoting against the same scope of work.
A1. Yes, a current inventory has been provided, as requested. See Attachments 1-3. (For awareness: Based on recent inspections, we have found the number of extinguishers exceeds code requirements, so the current number will be reduced over time and locations adjusted as necessary. These reductions and/or relocations will be communicated to ensure current inspection inventory and documentation records).
Q2. If the current inventory list or historical documentation such as previous inspection reports cannot be shared, can you please provide a breakdown of the fire extinguisher quantities for each type (ABC, Water, Halotron, Class K, MRI, etc) and size?
A2. See A1.
Q3. Which month are annual inspections due, or when was the most recent annual inspection completed?
a. Are all campuses/buildings due for annual inspections at the same time or vary by location throughout the year?
| A3. Annual Inspection for the American Lake campus is due every June. |
| Annual Inspection for Seattle and Ft. Lawton/Magnolia are due every July. |
Q4. Regarding the 5-year/6-year/12-year maintenance services, can you provide a 5-year maintenance schedule, so we have some guidance on how to include pricing for these services each year in our quote?
a. Alternatively, if this information is not available, would you consider reserving a CLIN in the Price/Cost Schedule to allow offerors to provide unit pricing for each maintenance service to be used in the evaluation of our pricing?
b. Or, provide a maintenance service CLIN with a not to exceed limit which these services can be invoiced against?
A4. The inventory sheet shows when these services are due. See Attachments 1-3 and updated SOW which clarifies when repairs and cost of replacement is included or requires a potential modification.
Q5. For the 12-year maintenance swap out program, we would like to clarify if the replacement fire extinguishers must be out of the box new, or can be refurbished, in good working condition, properly tagged, and ready for service?
A5. Replacement extinguishers must be “out of the box new”.
Q6. For the 12-year maintenance swap out program, are we required to return the original fire extinguisher to the VA and take back the replacement we provided once we have completed the hydrostatic testing on the original fire extinguisher we removed from the VA? Or does the VA keep the replacement unit, and we keep the VA’s original extinguisher?
A6. If the maintenance cost exceeds the cost of replacement, we will proceed with replacement. If the maintenance cost doesn’t exceed the cost of replacement, then we expect the original extinguisher to be returned.
Q7. Is there a specific inspection reporting software such as building reports or something similar used to document inspection results or is it tracked through an inventory spreadsheet or other electronic document format?
A7. Reporting software may cause an issue with our ability to use it due to strict IT requirements, unless you’re able to send us copies of the reports and they meet NFPA 10 reporting requirements. Open to discuss further as necessary.
Q8. Section 3.6 states we are to correct any deficiencies identified during services.
As much as we can predict routine maintenance needs and component replacements, it’s just as difficult to predict issues not related to maintenance that could have a material impact to the contract value. Would you consider reserving a CLIN in the Price/Cost Schedule for repair services to be billed against as needed? This would ensure the government only spends the necessary money on repairs instead of paying for the services whether they are needed or not.
A8. See updated SOW which clarifies when repairs and cost of replacement is included or requires a potential modification.
Q9. Will an escort be required for this work or will we be provided badges and keys to access all spaces?
a. If an escort is required, how many escorts will be provided? If we provided 2 inspectors, will 2 escorts be provided by the VA?
A9. See updated SOW which provides process on security background/onboarding as well as escorts when required. Number of VA provided escorts will be identified on a case by case basis.
Changes to RFQ 36C26026Q0168 Statement of Work Redline Edits to Section 3.5 Removal and replacement The contractor shall identify and remove all old, obsolete, or non-compliant fire extinguishers in accordance with Seattle, American Lake and Fort Lawton six year replacement schedule (see Attachments 1-3). All fire extinguishers that are due for replacement with known due dates per the replacement schedule shall be included in existing price schedule and are not to be separately billed. However, fire extinguishers that fail before the known due date of replacement due to damage or failure of inspection and testing, and need to be replaced fully may be modified into the contract after evaluation and approval by the contracting officer. The modification will be mutually agreed by the contractor and the contracting officer.
Any replaced fire extinguisher shall meet the below criteria:
Redline Edits to Section 3.6 Deficiencies and Repairs The contractor shall report, and repair all discovered minor deficiencies. Minor deficiencies are defined as minor repairs such as replacement of hoses, gauges, seals and refill of existing fire extinguishers. Cost of Minor deficiencies shall be included in the existing price schedule and are not to be separately billed. The Government estimates approximately five instances of minor repairs per year, but this is no guarantee of work or ceiling limits.
New Section 10. Onboarding and Security Requirements with Vendor Visits to Campus
10. Onboarding and Security Requirements for Vendor Visits to Campus A. Favorable adjudication from a successful security background investigation is required and may take approximately 4-6 weeks on average (possibly more or less) depending on the candidates progress and how quickly and correctly all steps within this section are followed. If inspections are due before a candidate is fully adjudicated, then inspectors will be required to obtain VA escorts before proceeding with work. It is the responsibility of the contractor to coordinate in advance if any escorts are required. This does not remove the requirement to obtain favorable adjudication, and contractor shall ensure candidates are working towards favorable adjudication in a prompt and expedited manner.
B. Contractor employees 4). The COR or Government POC will assist the Contractor throughout this process and Contractor must work diligently to complete the onboarding documents. FORMS MUST BE LEGIBLE.
C. After onboarding documents are completed, COR or Government POC will schedule fingerprinting appointment. Fingerprints must be submitted by Contractor employees at any Veterans Affairs Medical Center (VAMC) with a PIV enrollment. In Seattle, the following VAMC location conducts fingerprinting:
Seattle VAMC, Building 7, 1660 S. Columbian Way, Seattle, WA 98108 D. Contractor employees must complete Background Investigation prior to performing in any capacity on VA property.
E. All Contractor employees are subject to the same level of investigation as VA employees who have routine access to VA Facilities. The level of background investigation commensurate with the level of access needed to perform the PWS is Tier 1. All Contractor employees shall be required to complete at least a National Agency Check with Inquiries (NACI) prior to beginning services.
