About this file

This document is an Amendment of Solicitation/Modification of Contract for VA Solicitation 36C26026Q0127, specifically for the VA Facility in Anchorage, Alaska. The solicitation involves expanding two locations with weighted inventory management bins: a primary location expanding from 112 to 224 SKUs, and a new Pain Management Clinic location with approximately 150 SKUs. The total PAR locations at the Anchorage facility are 16, and the facility already has existing scales to deploy for this effort.

The amendment includes detailed questions and answers clarifying the project scope, with key details noting that no additional scales are needed, only ancillary equipment such as connectors, blue adaptors, and louvers. For the primary location, 172 scales currently support 112 SKUs, with some items requiring multiple scales due to size or demand. For the new Pain Management Clinic location, the facility estimates approximately 1-to-1 scale deployment (150 scales for 150 items), with potential variations for bulkier items. The solicitation is issued by the Department of Veterans Affairs Network Contracting Office 20 located in Vancouver, Washington.

A.1 Questions and Answers for Solicitation 36C26026Q0127

1) Question 1: How many different SKU’s will be utilized by weighted bins?

Answer: There are two locations involved in this quote:

o Primary (an expansion): This redesign is planned to double the capacity of what is currently stocked from 112 to 224 SKUs managed locally by SCM.

o Pain Management Clinic: Approximately 150.

2) Question 2: How many current weighted bins are in place today?

Answer: There are two locations involved in this quote:

o Primary: currently 112 items stored on a total of 172 scales.

o Pain Management Clinic: Zero bins currently. This is a new location.

3) Question 3: How many weighted bins will be added as a result of this RFQ?

Answer: There are two locations involved in this RFQ:

o Primary: Approximately 112.

o Pain Management Clinic: Approximately 150.

4) Question 4: How many PAR locations are there in each facility?

Answer: We are only talking about one facility in this solicitation, the Anchorage, Alaska station. Total PAR Locations at Anchorage: 16.

5) Question 5: Is this RFQ specifically for the Anchorage facility or are there multiple locations?

Answer: This solicitation is specifically for the VA Facility in Anchorage, Alaska.

Follow-up Questions Received:

1) Question: At the current location, you mentioned 112 SKUs and 172 scales. Since you’re planning to double the SKU count, should we prepare the quote based on 172 scales? Our wireless bins include scales, so it’s important we align the quantity correctly.

Knowing the required number of scales will help us provide an accurate quote.

Answer: Correct – the 112 SKUs are currently on a total of 172 scales because sometimes items are bulkier, or they have higher demand that calls for higher par levels that require two tandem scales to measure one item. However, on the quote that was included with the ACQ plan, you will notice that there were no scales quoted at that time.

That is because the facility has cases of scales on hand already to deploy for this effort – what is needed are all the other things referenced in the quote such as connectors, blue adaptors (chips that are used to register weights and assign item records), louvers, etc.

2) Question: For the new location with 150 SKUs, could you please confirm how many scales will be required?

Answer: Similarly to question number one, no scales themselves are needed, just the ancillary equipment to stage the area and bring the system live. The new location is what is called a “secondary” in Supply Chain Management terminology (where as the other location in subject is an expansion of a “primary”) – and in secondary locations, levels tend to be set lower, therefore it’s a safe projection to estimate that of the amount of scales the facility will deploy from what they have on hand will be likely 1-to-1 (150 scales for 150 items) – with the exception of any line items that happen to be bulkier in size.
