The purpose of this amendment is to answer industry questions and add a new attachment.
1.) Attachment A - Battery Photos is hereby added as an attachment.

1.) Are there any stairs or ladders to climb up or down to perform work and or transport batteries?
No, there are none.
2.) Is there a loading dock available and what is an estimated distance from facility entrance to battery change out area?
Yes, an estimated 50 feet.
3.) Is there an elevator that requires a breakdown of each battery pallet before reaching the change out area?
No, there is no elevator.
4.) Are there any narrow doorways or hallways (or heavy carpeting) or raised/access floor to transit that would require breakdown of each battery pallet before reaching the change out area?
Electrical Closet has a narrow door way.
5.) Is there a battery monitoring system to dis-engage and re-engage and test before job completion?
There is no external Battery Monitoring System(s) in place.
6.) Is there a forklift, pallet-jack, or carts available to use?
No government equipment of GFE is available for contractor use.
7.) Does the XPL5700FR battery have the Eaton or CSB label on it?
CSB
8.) Can we offer the CSB label for both the PWHR2200W4FR & XPL5700FR?
Technical Conformance to the Specifications is one evaluation factor. Eligible offerors and quotes conforming to the submission requirements will be evaluated based on the salient characteristics and technical specifications submitted of all equipment quoted and the submission of electrical trade certifications as outlined in section E.8 Quote Submission Requirements.
9.) Is an external Battery Monitoring System(s) in place? If so, what are the specifications/ manufacturer and what scope would be required of the bidder to reinstall and commission.
There is no external Battery Monitoring System(s) in place.
10.) Is there documentation that gives visibility into the footprint with which to receive/stage new batteries and salvage old batteries from the site?

11.) Can a site visit be arranged to assess access routes, equipment staging areas, and battery cabinet locations within Building 1?
There is no site visit schedule for this requirement. See new attachment, Attachment A – Photos.
12.) Where exactly are the two UPS systems and battery cabinets located within the building (e.g., first level, basement, electrical room, or roof)?
1st Floor, electrical room.
13.) Are stairs or elevators required to access the UPS rooms? If elevators are available, what is the weight capacity?
No, there are no stairs or elevators required to access the UPS rooms.
14.) Are double access doors available along the transport path for safe movement of battery pallets and equipment?
Yes, except for the electrical room.
15.) Is there a loading dock or ramp onsite for receiving the new batteries and staging removal of depleted units?
Yes, there is a loading dock and ramp onsite.
16.) What floor are the UPS units located on, and what type of access is available to them?
1st floor/doors and loading dock access available.
17.) What is the approximate distance from the nearest loading area (building entrance, elevator, or door) to the UPS locations?
Estimated 50 ft.
18.) Will we be required to use stairs to move any of the equipment through the Seattle VAMC?
No, it is on the 1st floor.
19.) Do we need to provide floor protection in any areas while moving equipment and parts?
Yes, the contractor must protect government buildings, equipment, and personnel in performance of this contract. As well as adhere to the general standards outlined in the RFQ and statement of work.
20.) Is there a loading dock available for a normal-sized trailer to utilize for shipment?
Yes, there is a loading dock available for a normal-sized trailer and for shipment. This requirement is FOB destination.
21.) Are designated staging/storage areas available for the replacement batteries and the old batteries?
No, there are no storage areas available for the replacement of the batteries and the old batteries. The contractor is responsible for all equipment under this requirement until final government receipt and acceptance in accordance with the statement of work.
22.) When will the decision be made regarding the necessity of after-hours installation?
As outlined in the RFQ and statement of work, “Before onsite performance and installation, the contractor shall submit a project schedule to the VA COR outlining the proposed installation dates and times for review and approval.”
All onsite project schedules, schedule changes, and expected outages shall be submitted by the contractor and approved in writing at least two weeks in advance by the VA COR.
The contractor shall perform onsite services during Normal duty hours, Monday through Friday from 0700-1630 Pacific Standard Time.
23.) In the RFP on Page 11 of 63 it states “Contractors shall be certified by the InterNational Electrical Testing Association (NETA) or similar accredited association such as NETA Certified Technician and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training” Is a Washington State Electrical required to submit this proposal? We have performed projects with battery replacement and have not been required to have an electrical license.
Offerors will be evaluated on technical capabilities to make a best value determination as outlined in the RFQ terms and conditions.

B. Technical Conformance to the Specifications- Offerors must submit the following documentation:
1.) Offerors must submit all product literature, technical data sheets, and warranty information for all UPS batteries quoted. Note: It is not the government’s responsibility to obtain additional product information to verify if any alternative product quoted meets the salient characteristics and the technical requirements.
2.) Offerors must submit proof of employees or personnel with active electrical certifications by the InterNational Electrical Testing Association (NETA) or similar accredited association such as NETA Certified Technician.
22. is a certified and/or union electrician is required to be involved in the replacement? Is it necessary to pull permits?
Please see response above for certification requirements and how offerors will be evaluated. Pulling permits is not required.
