About this file

This document is an Amendment of Solicitation/Modification of Contract for VA Project 668-25-102, issued by the Network Contracting Office 20 in Vancouver, WA. The amendment provides answers to 10 technical questions submitted by potential offerors regarding a design and construction project at the Mann-Grandstaff VAMC in Spokane, WA. Key clarifications include: construction cost estimates between $1M-$2M, confirmation of key personnel requirements (Environmental Engineer, Fire Protection Engineer), and details about survey and geotechnical report availability. The geographic location of the firm will be evaluated based on driving distance from the VAMC, with mileage determined using Google Maps. The project involves replacing asphalt drywells and sidewalks, with potential impacts to existing buildings, and requires pre-construction surveys and infection control protocols.

The purpose of this Amendment is to provide answers to timely questions received in response to the subject solicitation.

Please note the requirement for acknowledgement of this amendment in Box 11, including the methods to acknowledge which are listed in Box 11 (a)-(c).

1. Questions: Statement of Work, PN 668-25-102, June 12, 2024. Page 1.

The magnitude for construction is between $5M-$10M, based on the scope of work and our experience with this type of work, we anticipate construction costs between $1M and $2M. Can you describe how you reached the VAAR magnitude for construction? Are there missing items from the scope?

Answer: All items for design are included within the Scope of Work (SOW) section 2.

2. Questions: Statement of Work, Page 1.

Building 1 & 12 are considered CRITICAL, but a Force Protection consultant isn’t listed in the Presolicitation Notice as a key position. Is a Force Protection consultant a key position? Should the Fire Protection Engineer position be Force Protection instead?

Answer: Key positions are listed in the Presoliciation Notice. Positions not list the notice were not considered key positions to this project. However, positions other than those listed as a key position may be required.

3. Questions: Statement of Work, PN 668-25-102, June 12, 2024.

Paragraph 3.10 references HAZMAT (lead, asbestos, PCB, mold, etc) surveys required prior to construction. As none of the work is indoors, it seems unlikely that HAZMAT will be encountered. Is the VA aware of existing HAZMAT that will be encountered?

Answer: Pre-construction surveys are required. Portions of this SOW impact or have the ability to impact existing building depending on design.

4. Questions: Statement of Work, PN 668-25-102, June 12, 2024.

Paragraph 4.3 lists many items that don’t appear to be applicable to this project, for example, 4.3.5. “Floor plans showing doors, windows, interior partitions…” Please confirm only applicable sections of 4.3 will be required and confirmed during the negotiation phase of the selection process. Are there items missing from the Statement of Work that would require these submittals?

Answer: Items not applicable to the design of this project are not required, e.g. floor plans, reflected ceiling plans, furniture plans.

5. Questions: Presolicitation Notice, page 6, list required resumes for key positions. The list includes an Environmental Engineer. Can you describe the scope of anticipated work for an EE? We are a civil firm and can design stormwater utilities to meet federal and WA state requirements. Is the VA aware of critical areas on the campus or other features that would require an Environmental Engineer?

Answer: Environmental Engineer is a key position as indicated by the Presolicitation Notice. Review PG-18-15 Minimum Requirements for A/E Submissions.

6. Questions: Presolicitation Notice, page 6, list required resumes for key positions. The list includes a Fire Protection Engineer. Can you describe the scope of anticipated work for an FPE?

Answer: Design dependent, review SOW. SOW item(s) have potential to impact building(s).

7. Questions: Presolicitation Notice, page 6, references “construction infection control protocols,” as none of this work is interior to a building, can you describe the anticipated ICRA requirements?

Answer: Design dependent, review SOW. SOW item(s) have potential to impact building interior(s).

8. Questions: Presolicitation Notice, page 9-10, Geographic location is listed as a secondary criterion. Can primes get credit for lead subconsultants (civil) being located in Spokane?

Answer: Reference Secondary Selection Criterion per Presoliciation Notice:

a Geographic location.

Location of the firm, as measured by the driving distance (miles) between the Offeror’s principal business location and the Mann-Grandstaff VAMC, 4815 N Assembly St, Spokane, WA. Determination of the mileage will be based on Google Maps. (https://www.google.com/maps/dir/).

9. Questions: Does the VA have any survey reports in CAD of the subject areas?

Answer: The VA does not have any recent survey report in CAD of the subject areas.

10. Questions: Does the VA have any geotechnical reports in the vicinity of parking lot K and buildings 14 and 17?

Answer: There are no available geotechnical reports in the vicinity of parking lot K or Building 14 and 17.
