36C26025R0060
Custodial Services for Seattle Veterans Affairs Medical Center (VAMC)
Q1. Are you able to provide me with the current contract number or is this a new solicitation?
A1. This is a new solicitation and there is no incumbent as the government currently performs the janitorial services. A similar, but larger scope requirement for non-patient care areas at Seattle VA and non-routine cleaning areas at Magnolia VA campus , South Lucile Street Community Resource and Referral Center (CRRC) and Seattle VA was previously solicited and awarded in FY24. There is currently no contractual performance of this requirement. See notice of award information via https://sam.gov/opp/1f18374822b245ca92fe2173488816ed/view for more information.
Q2. Does this opportunity require the contractor to provide all supplies and equipment, or the VA provide everything.
https://sam.gov/opp/1f18374822b245ca92fe2173488816ed/view
A2. The government has updated the current solicitation PWS that the contractor shall provide the electric and non-electric equipment (vacuums, riding scrubber, side-by-side scrubber and burnish machine). The government will provide all other items. Reference updated PWS section 8. and 9.

A14. VCS does clean their own cooking equipment (ovens, deep fryers, grill, inside refrigerators, etc.) and the Contractor would not be responsible for these tasks. Reference PWS section 4.c.i for all tasks the Contractor is responsible for and at what times. No other information will be provided nor will a copy of the MOU be provided.

On page 68 of 101 of the RFP in paragraph 1.b.ii. of the Instructions to Offerors, it provides that “The vendors are required to submit parts 1 through 3 in order to be considered conforming and eligible for evaluation and award.” Does this mean that vendors who fail to submit a past proposal volume are still eligible for evaluation and award?
A94. Reference E.12 52.212-2 “Evaluation – Commercial Products and Commercial Services” (Nov 2021), Factor 2. Past Performance. If a Contractor does not have past performance, then no response to past performance is considered conforming in order to be evaluated further.
Q95. On page 69 of 101 of the RFP, the instructions to offerors specify in paragraph 1.e. that the “Page limit for Technical submission is 25 pages….” This is a reduction from the 35-page limit set under the most recent RFP requirements during last year’s procurement. Would you kindly consider revising this instruction to allow for a 35-page limit to the Technical volume.
A95. Not at this time.
Q96. During the walkthrough, it was observed that a significant number of attendees represented companies whose primary business may not be janitorial services. Given that the primary NAICS code for this solicitation is 561720 (Janitorial Services), can you please clarify if there is any preference or requirement for offerors to have this as their primary NAICS code, or if other NAICS codes are also considered relevant for this type of work?
A96. Nothing in the solicitation indicates that an offeror is required to have a primary NAICS code to become an awardee. Reference E.12 52.212-2 “Evaluation – Commercial Products and Commercial Services (Nov 2021)” for how Contractors will be evaluated.
Q97. Can you provide information regarding the current incumbent contractor for these services, if one exists, and the duration of their previous contract?

Q98. What is the estimated total contract value for the base year and all option years combined?
A98. This information is government only information and will not be disclosed during the RFP phase of the procurement.
Q99. Given observations during the walkthrough that some offices and floors appeared to be extremely dirty, would there be a possibility to propose or conduct an initial deep cleaning of the entire facility or specific areas at the start of the contract, beyond the routine cleaning frequencies outlined in the PWS?
A99. Cleaning must be done in the parameters provided in the PWS. However, that does not preclude the contractor from providing an initial deep cleaning if necessary to meet standards noted.
Q100. For Service-Disabled Veteran-Owned Small Business (SDVOSB) certified firms whose primary line of business may not be janitorial services, how should they demonstrate compliance with the subcontracting limitation under VAAR 852.219-75 (a)(1)?

Q101. Can you provide a more detailed definition or a list of specific areas that are considered "non-direct patient areas" to ensure accurate scope understanding, especially for areas like "exam rooms (patient is not present)"?
A101. The Seattle VMAC cleaning areas include non-direct patient areas such as restrooms, canteen, dining areas, retail space, corridors, elevators, hallways, exam rooms (patient is not present), common and waiting rooms, offices and administrative areas.
Q102. While site visit attendance was noted as non-mandatory, an RSVP was explicitly required. During the walkthrough, it was observed that some companies not listed on the official RSVP roster were allowed to attend, including firms that did not appear to primarily provide janitorial services. Could the Contracting Officer please clarify the policy on allowing non- RSVP’d and non-janitorial firms to participate in the site visit, and how this aligns with the solicitation’s designated NAICS code and the principles of fair and open competition?
A102. If offerors did not RSVP, there was no statement that offerors would be turned away. The site visit provides any interested offeror a chance to view the site. It’s the government’s intent to foster competition in order to ensure best value to the government.
Q103. The PWS mentions "hospital grade germicide solution" for restroom cleaning. Can the solicitation officer provide a list of approved germicide solutions or the specific standards/certifications required for such solutions?
A103. The government provides the hospital grade germicide solution.
