1. Will the ceiling grid be replaced? There could be damage to the existing ceiling grid if left in place while removing the upper gypsum board ceiling.

Per Attachment 2, pg. 2, first image on page, “it shows the ACM asbestos tile connected to the existing structure, and the ACT ceiling that is beneath the asbestos tile. All of this will need removed and replaced. The drop-down ceiling tile will need to be replaced with tile in accordance with the specifications.”

1. Will the VA clear out the rooms before work starts, or is that on us?

The rooms will be cleared out of all loose objects before the project starts by the VA.

1. Will there be a designated staging area and dumpster spot nearby?

Yes, the COR will setup the laydown and dumpster area with contractor once there is an award.

1. Are there any restrictions on the tools or equipment we can bring inside?

No, as long as there is notification given of any loud equipment being used a week in advance for us to notify the facility.

1. Where can we pull power from during the work?

There is power in the rooms that you can pull from.

1. Can one person from the Prime Contractor serve as Superintendent, QCM, and SSHO?

Yes, however, the superintendent must be solely dedicated to this project.

1. Would the VA prefer a specific manufacturer or model for the LED lights and vent fans?

The LED lights and vent fans are not brand name requirements in this RFP.

1. Can the existing branch circuits be reused for the new LED light fixtures and vent fans, or should the contractor plan to install new dedicated circuits The existing branches are allowed to be reused for LED fixtures and vent fans.

1. Does the VA require surface-mounted or recessed light fixtures?

This is means and methods of the contractor if not already specified in scope documents.

1. I was reviewing this document and wanted to determine if there was mandatory attendance for site visit conducted on 4/10 in order to bid this contract.

No- site visit attendance is not mandatory to submit a proposal.

11- Will the asbestos contractor be responsible for the replacement of tiles and electrical items such as lights and fans, or will this be handled by the general contractor on the job? If yes, will the abatement contractor be required to install drop ceiling systems in areas that currently do not have them installed?

Absent specific instruction in the specifications and drawings, it is an interested party’s independent business judgement decision to determine division of work required by this project.

Interested parties’ proposals shall only include work that is listed in the scope of this RFP.

12- Can CPARS evaluations be accepted instead of PPQs for the past performance section?

Please see the instructions for the past performance criteria for any and all restrictions/guidance to industry. Any past performance examples provided should contain the same information as on the PPQ template.

Construction project with an estimated magnitude, per FAR 36.204, of between $100,000 and $250,000.00.
