About this file
This is a Request for Proposals (RFP) issued by the Department of Veterans Affairs for upgrading the exterior egress of Building 1 Community Living Center (nursing home) at the Portland VAMC Vancouver Campus in Vancouver, WA. The solicitation (36C26025R0020) is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses with a NAICS code of 236220.
The scope includes demolition and removal of existing structures, site preparation, and installation of an access ramp at Building 1 CLC, with an estimated construction value between $250,000-$500,000. Key technical evaluation factors include company experience in concrete flatwork for barrier-free ramps and sidewalks with handrails (most important) and infection control measures for working in an active medical facility. A site visit is scheduled for March 7, 2025 at 10:00AM. Proposals are due by March 31, 2025 at 16:00 PST. The contractor must begin performance within 10 calendar days and complete work within 180 calendar days after receiving award. The contractor must perform at least 15% of the work with their own forces. Technical factors are significantly more important than past performance, which is slightly more important than price.

(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.
(1) When an offer includes foreign solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.

(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material.
