STATEMENT OF WORK

2. Background: This work is required to update B 77 Traction Freight Elevator controller and motor to replace 70-year-old mechanical controller (AC motor generator) and DC motor to modernize the equipment and make it possible to maintain. The current equipment is so old it is very difficult to find replacement parts and maintain it. This elevator B 77, serves 2 levels for materials only (no passengers)
3. Scope: Contractor shall provide all materials, equipment, labor, and supervision of every kind to modernize/upgrade B 77 Freight Elevator controller and required components. Work shall include, but is not limited to any surveys, or testing required, and upgrades to existing equipment in order to meet all requirements per ASME 17.1, ASME 17.2, ASME 17.3, ANSI/NFPA 70 (latest edition of all) that the elevator is currently operating at.
4. Specific Tasks.
Work will take place in a non-patient care building and no after-hours work is anticipated. However, the Boise Veterans Affairs Medical Center is a Hospital First! All construction activities shall be secondary to the mission of the Medical Center. This means: some activities may be curtailed if they interfere with normal activities and may be delayed for other times or conditions. Other potential issues include, but are not limited to: noise pollution; noxious fumes; and vibrations. Restrictions on activities may be imposed even if they are below OSHA allowable limits. The CO or designated representative shall have the final authority over the needs of the Medical Center. Additionally, construction safety, infection control, and site security shall be prime requirements of the Work, and as such any infraction may be considered a material breach of the Work and cause for termination for cause by the Government.
Unless otherwise specifically identified, the Contractor shall provide all tools, materials, equipment, labor, and supervision of every kind necessary to provide a complete and operating system for the Medical Center meeting the intent of this Statement of Work, the Specifications, and Drawings. All work not specifically identified but necessary for a complete system shall be included as if specifically identified in the Contract Documents.
Modernize B 77 Traction Freight Elevator Controller and Motor
Provide construction services for the B 77 Freight Elevator Modernization. Larger aspects of the project include the replacement of the existing freight elevator controller and motor in Building 77. All construction costs shall be included in this contract. Work shall include, but is not limited to any surveys, or testing required, and upgrades to existing equipment in order to meet all requirements per ASME 17.1, ASME 17.2, ASME 17.3, ANSI/NFPA 70 (latest edition of all). Costs for these services shall be included in the proposal.
Remove at a minimum the following items from the elevator system and replace them with new items: controller/ selector, motor, hoist way cabling, door operators, and safety edge. Any additional equipment required to be removed in order to provide for a complete and functional project is also considered part of this statement of work. Install new pit lighting to meet ASME 17.1. Rebuild Replace existing traction gearbox or provide option/estimate for AC gearless lifting motor. Rebuild door assemblies and replace worn components as necessary. Update car cab controls to current standards. Install new controller/selectors that are solid state products. Install new emergency rope gripper per ASME 17.1. New controller and motor are to be installed in the existing elevator equipment room. All products are to be energy efficient and up-to-date products currently being produced by the elevator manufacturer. Work is to include all parts, labor, programming, and miscellaneous supplies required to provide complete functioning elevator unit.
Replacement of the elevator cab is not anticipated as part of this work. If elevator inspection reveals a safety issue, or a component is necessary to function with upgraded equipment, notify the VA immediately.
At the completion of the new elevator installation, the contractor will secure the services of an independent qualified elevator inspector (QEI) to test, inspect, and certify that the elevator is properly installed, functions properly, and meets all current elevator codes.
Power to the existing elevator is 208 volt. The new controller/motor shall be powered by same 208 volt power.
The contractor is to provide and review submittal for the new elevator systems with the VA approval prior to placing the order. Submittals shall include any specific discipline specifications required by elevator contractor or support sub-contractors. On site work is not to begin until all materials to complete the project have a firm delivery date such that once the elevator is taken out of service, work will proceed continuously, and as quickly as possible to minimize the elevator down time. The new elevator components must be provided and installed to meet all current elevator codes.
Coordination of Work The Contractor shall coordinate the Work to minimize to the least amount of utility outages to any part of the Medical Center. Scheduling of any outage may require an outage outside of normal duty hours, which are 08:00 to 16:30 local time Monday through Friday, excluding federal holidays as determined by the Medical Center.
5. Performance Monitoring: The Government is required to monitor contractor performance and certify the work was done in accordance with the contract. This monitoring is done by the COR. At least weekly, the COR will perform Safety and Interim Life Safety inspection and Environmental inspections. In addition, the COR will perform periodic inspections of the Work as further detailed in Specification Section 01 00 00 GENERAL REQUIREMENTS. These inspections do not substitute for contractor quality control.
6. Security Requirements: A security accreditation package is not required. Contractor will not have access to any Personally Identifiable Information (PII). Contractor shall only access Medical Center Buildings directly associated with the Work. The Contractor shall not enter or attempt to enter any patient care area. Additionally, the Contractor shall provide construction site security as required.
7. Government‐Furnished Equipment (GFE)/Government‐Furnished Information (GFI).
No Government‐Furnished Equipment is identified. The Government will not furnish any additional equipment or services to the Contractor.
8. Other Pertinent Information or Special Considerations: There are no special considerations necessary to accomplish the Work.
a. Identification of Possible Follow‐on Work: None
b. Identification of Potential Conflicts of Interest (COI): There are no known Potential Conflicts of Interest.
c. Identification of Non‐Disclosure Requirements: The Contractor shall not have access to sensitive and/or proprietary information.
d. Packaging, Packing, and Shipping Instructions: All deliveries shall be specifically addressed to the Contractor and not the Medical Center. The Medical Center shall make best efforts to refuse delivery of Contractor goods or materials. Any materials inadvertently received by the Medical Center will be identified to the Contractor for immediate pick‐up. The Medical Center takes no responsibility in the receipt of any goods or materials that are the Contractor’s. Additionally, the Contractor shall be responsible for receipt, offloading at the site, and storage of all Government‐Furnished Equipment.
e. Inspection and Acceptance Criteria: The COR will inspect that the work done under the contract is performed to time and standard of VA requirements. The COR is also responsible to assure the inspection and acceptance of in place products provided incidental to services. The contractor is required to test, inspect, and certify that the elevator is properly installed, functions properly, and meets all current elevator codes.
9. Place of Performance: Work shall be performed at the Veterans Affairs Medical Center, Boise, ID. Physical address is 500 W. Fort Street, Boise, ID 83702.
10. Delivery Schedule: The total time allowed for the upgrade of the elevator is 180 calendar days from the date of contract award date notice to proceed is issued by the Contracting Officer. Once the elevator is taken out of service, the contractor will have 45 calendar days to have the new elevator systems operational. All work shall be performed and phased to limit disruptions to the station.
