Questions/RFIs and VA Responses

1. Can the government please clarify the working hours for the project?

VA Response: Normal working hours are considered by the VA to be between 6am to 5pm, Monday – Friday.

2. Can the government please clarify the onsite supervision requirements for the project?

VA Response: The contractor superintendent must be on site providing supervision any time that work is being performed.

3. Is the government requesting a price alternate for a gearless machine? Currently it is noted as “estimate” budget? The VA was told they don’t make a gearless option for this lift. Also, we are not changing the fuction, speed, or capabilitiy of this lift. The SOW states that the existing controls are no longer available.

VA Response: The VA is not requesting a price alternate. The Contractor shall provide a suitable replacement machine that fits in the existing area. The VA is requesting to remove and replace controls and equipment to a maintainable standard. See revised attached SOW dated October 23, 2024.

4. The SOW notes “hoistway cabling to be replaced”. Please clarify if this is regarding electrical wiring or hoist/governor ropes in the hoistway.

VA Response: The VA is anticipating that both electrical wiring and hoist/governor ropes in the hoistway would be replaced to accommodate new equipment and controls.

5. The SOW notes the rebuilding of the machine gearbox. Please advise if replacement of the motor coupler, ring gear and worm shaft is the intent.

VA Response: Contractor shall provide a new geared machine and any components that would be necessary to do so. See revised attached SOW dated October 23, 2024.

6. The SOW does not include any door, entrance, tracks, or fixture work to be included. Please confirm.

VA Response: Confirmed. See revised attached SOW dated October 23, 2024.

7. The SOW notes a new rope gripper is to be installed. This will require the need for structural engineering design to mount to existing equipment. Will the VA provide this engineering?

VA Response: The VA anticipates replacement in kind. VA can provide limited engineering support.

8. Is it the government’s intent to strictly replace the elevator machine and controller on this project? The SOW notes bringing the elevator up to “current code(s)”. Assuming that this is ASME A17.1-2019, compliance would require a much more detailed elevator, electrical, and mechanical scopes of work.

VA Response: The unit does not need to be brought up to the newest code requirements. The intent is to upgrade the unit within its existing code level. It only needs to maintain its current level of code requirements. There is no need or requirement to upgrade this up to the newest code.

9. Does the elevator currently operate on emergency power?

VA Response: No.

10. Do the elevators currently receive a pre-transfer signal from the ATS (Automatic Transfer Switch)? The new controller will require a pre-transfer signal from the ATS.

VA Response: No, the elevators no not currently receive a pre-transfer signal from an ATS. VA does not have an ATS in this building.

11. The current SOW asks us to rebuild the machine. We cannot find a rebuild kit for a 76-year-old machine. Let us know how you plan to update the SOW based on the rebuild parts not being available.

VA Response: Contractor shall provide a suitable replacement machine that fits in the existing area and any components that would be necessary to do so. See revised attached SOW dated October 23, 2024.

12. The current SOW is asking for an option to have a new gearless machine. This is only a 50fpm elevator so the only option we can offer is a new geared machine. Please confirm if a new geared machine is acceptable and your requirements for this type of a unit so we know what to price.

VA Response: Contractor shall provide a new geared machine that will provide at least 50 fpm or better, as reflected in the revised attached SOW dated October 23, 2024.

13. The SOW states 180 days from the date of contract award for completion. Our current lead time from all machine manufacturers is 26 weeks (182 days). We will need to extend the POP.

VA Response: The period of performance of 180 days will start on the date of the Notice to Proceed (NTP). See revised attached SOW dated October 23, 2024.

NOTE: The NTP is commonly issued at the preconstruction meeting and then submittals are approved, and equipment can then be ordered. Once you get confirmed dates for delivery, if material procurement lead times require a time extension, the contracting officer can consider extending the contract period of performance for additional time of equipment delivery.

14. There is language about what code we will be installing to, and this requires clarification. The latest and greatest code would require us to install two-way video monitoring communication device in place and the SOW states that the VA do not want this option. The concern with the SOW is that it reads that we would install to the most current version of code. We need a clarification on what code needs to be followed and the SOW needs to be in line with that code.

VA Response: The unit does not need to be brought up to the newest code requirements. The intent is to upgrade the unit within its existing code level. It only needs to maintain its current level of code requirements. There is no need or requirement to upgrade this up to the newest code.

15. The SOW states that activities may be curtailed meaning that at any time and for any reason we can be asked to stop work. Doing this in the middle of a project creates issues for our demobilization that are costly. We need to determine what would constitute a remobilization. If we are curtailed for more than one calendar day we would need to demobilize. Please advise.

VA Response: This is not a patient care building, and it is not anticipated that any work stoppage would be required. However, if for any reason hospital operations make it necessary to stop work, the contractor may submit a request for equitable adjustment in accordance with contract terms for such.
