About this file
This document is a set of questions and answers related to a presolicitation notice for a federal contract opportunity. The presolicitation is for Architect-Engineer (A-E) services to correct deficiencies and redesign/replace aged piping for the steam distribution system at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The contract is anticipated to be awarded in mid-December 2024 with a 315-calendar day period of performance for design completion. The construction cost estimate is between $9-10 million. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The key details include the required qualifications for the commissioning agent, acceptance of non-LEED certified architects, page limit changes, and the government's intent to provide attachments only to the successful A-E firm. Offerors must be SDVOSB certified and meet the NAICS code requirement at the time of SF 330 submission, written response submission, and award.

Request for Information – Government Response
668-25-101 Upgrade Facility Steam and Condensate System Solicitation Number: 36C26024R0003 Spokane VAMC Below are questions that were submitted by potential Contractors for the above referenced project along with the Government’s answers to the Request for Information.
| Contractor Questions | Government Response | |
| 1. | ||
| Is the A/E to provide qualifications for a commissioning agent in its SF330 submission, or will the awarded firm provide those after contract award? | ||
The awarded firm will provide qualifications for the commissioning agent at the 10% submittal.
2.
Are specific credentials required of the commissioning agent?
See section 3.9.1 of the SOW for commissioning requirements.
3.
Selection Criterion 1 lists a total of 9 key positions and disciplines, including LEED certified architect. This project appears to have little architectural scope; would an RA or AIA be acceptable in lieu of LEED certification?
Yes, a non-LEED certified architect would be acceptable for this project.
4.
Will the VA consider increasing the page limit of Section H to at least 10 pages? One page for the offeror does not allow sufficient space to address Selection Criteria 3, 5, and 6, as well as the secondary selection criterion.
Page 8 of the Presolicitation Notice says the narrative submissions shall not exceed ten (10) pages total for this criterion and remains unchanged.
5.
Will the VA consider increasing the overall page limit to at least 50? Required pages (9 resumes, 3 projects, Part I, organizational chart) account for 14 of those pages, leaving little space to address Selection Criteria 3, 5, and 6, as well as the secondary selection criterion.
The SF 330 submission has been amended to read, “must not exceed a total of 35 pages.”
6.
We do not have the attachments below that were listed in the SOW for Project 668-25-101 Upgrade Facility Steam and Condensate System. Were these intended to be included in this solicitation or are these mentioned to be included after selection?
These attachments will only be given to the successful A/E firm during the solicitation process.
