STATEMENT OF WORK FOR ARCHITECTURE-ENGINEERING SERVICES

Upgrade Facility Steam and Condensate System Project No. 668-25-101 Mann-Grandstaff VA Medical Center Spokane, WA June 21, 2024

1. GENERAL

Provide Architect/Engineer professional services to include preliminary concept and program development, investigative services, design narratives/analysis, planning consultations and visits, design work, calculations, preparation of contract drawings and specifications, sample boards, preparation of cost estimates, construction period services, site visits, and other services necessary for Project 668-25-101, Upgrade Facility Steam and Condensate System at the Mann-Grandstaff VA Medical Center, Spokane, Washington. Statement of work is indicated below. Total design duration shall be 315 days as described in part four below. Execution of performance period will extend to acceptance of substantial completion of construction.

FAR 36.608 Liability for Government costs resulting from design errors or deficiencies.

Architect-engineer contractors shall be responsible for the professional quality, technical accuracy, and coordination of all services required under their contracts. A firm may be liable for Government costs resulting from errors or deficiencies in designs furnished under its contract. Therefore, when a modification to a construction contract is required because of an error or deficiency in the services provided under an architect-engineer contract, the contracting officer (with the advice of technical personnel and legal counsel) shall consider the extent to which the architect-engineer contractor may be reasonably liable. The contracting officer shall enforce the liability and issue a demand for payment of the amount due, if the recoverable cost will exceed the administrative cost involved or is otherwise in the Government’s interest. The contracting officer shall include in the contract file a written statement of the reasons for the decision to recover or not to recover the costs from the firm.

2. STATEMENT OF WORK

Built in 1949, substantial portions of the steam and condensate system at the Mann-Grandstaff VAMC are original to the initial construction with many additions throughout the years. This project aims to correct deficiencies within the steam distribution system as well as redesign/replace aged piping. The following items shall be addressed in the A/E designs:

· Create a backup feed system by adding a connection for an additional steam and condensate line between Building 1 and the main boiler plant to create redundancy and protect against an event of a disruption resulting in steam outages. Include a means of adding redundancy to steam distribution for Building 12. This may include stub outs and infrastructure for temporary steam lines from the boiler plant. Additionally, add new isolation valves along the main line where appropriate to maximize safety for operation and maintenance.

· Address deficiencies near the condensate return tank in Building 2 which includes excessive hammering where multiple condensate return lines join.

· Addition of a sump pump system to the underground vault in front of Building 2 to address flooding from snow melt etc.

· Redesign/Replacement of four pressure reducing stations and one steam trap station in the following locations:

· PRS in Building 12 Room 12-110 serving Building 12

· PRS in Building 1 Room E0034 in the basement located by AHU 24 serving AHU 25

· PRS in Building 26 basement serving AHU 26

· PRS in Building 1 2nd Floor Penthouse accessed from B252 serving AHU 10

· Steam trap station and piping at the bottom of the main riser serving floors 5-9 accessed through Room A005.

· Redesign/Replacement of approximately 110 Lf of existing 6" high pressure steam and 2.5" condensate piping starting by vault 2 and ending where building 27 piping begins. AE shall verify start and end points of the new piping. Also redesign/replace approximately 37 Lf of existing 3" steam and 1.5" condensate piping connecting from the main line to Building 7. Include any fittings, hangers, rollers and/or other accessories. See highlighted sections in attachment D and E.

· Redesign/Replacement of approximately 150 Lf of existing 6" steam and 2.5" condensate piping starting at the tie in point of 1997 piping completed during Building 27 construction near the north end of Building 1 and ending at the A008 corridor. Include any additional steam and condensate piping in rooms C001, C003, C003A, C004, all C005(X) rooms and adjacent room/crawlspace. This includes any piping serving AHU 1 that is not replaced with the air handling unit within five years. Include any fittings and/or accessories. See highlighted sections in attachment G for the approximate scope. AE is responsible for an as built survey to determine contents of the ceiling space shared with the effected piping. Determine a plan to minimize impacts as a result of construction. If other utility infrastructure or components are removed from the ceiling as a result of accessing the piping to be replaced, design the reassembly of the components for ease of access for future maintenance.

· Redesign/Replacement of steam and condensate piping, including the pressure reducing station, in room B008 in Building 1. Include any fittings and/or accessories.

· Address the deficiency within the condensate return system causing the loss of condensate return water outside the basement kitchen on the west side of Building 1.

· Redesign/Replacement of underground steam and condensate pipes entering Building 14 from the main lines. Include any fittings, hangers, rollers and/or other accessories. See attachment H and I.

All A/E designs shall adhere to the VA Steam, Heating Hot Water, and Outside Distribution Systems Design Manual and any other applicable VA design manuals and specs. All new piping insulation shall meet or exceed standards outlined in VA specifications section 23 01 11 and proper jacketing shall be provided for all valves and other accessories where appropriate. The designs shall allow for the maximum level of user control with valves that sufficiently isolate sections of the system as appropriate for safety while performing maintenance. Project phasing shall minimize the impacts to hospital patients and staff to the greatest extent possible. AE is responsible for updating current steam and condensate Revit model (Attachment A). All controls and programming to be coordinated with the VA controls service contractor. Project includes demolition, disposal, and commissioning services. The A/E shall be held accountable for providing designs within the construction funding constraints/limitations. The estimated construction contract price for the project described in this contract is $9,065,000.

3. DESIGN

3.1. The A/E is responsible for providing the services outlined in PG-18-15 and this SOW. Where conflicts exist this SOW takes precedence

3.2. Attend a kick off meeting

3.3. Perform all work described in section 4.

3.4. All work shall be designed and phased to limit disruptions to the station

3.5. The project shall be designed with bid deducts to assure that award can be made within project funding

3.6. A/E shall present in person design drawings at each phase of work at the MGVAMC

3.7. A/E shall provide file sharing software to transfer large files

3.8. Site Visits and Existing Conditions

The Government does not guarantee the accuracy or completeness of any of the information provided in the attachments to this SOW. The A/E shall make site visits and assessments to determine existing conditions prior to the inception of work. As-built floor plans and a site plan in the form of paper drawings, digital files are in the Medical Center Engineering Projects Office and will be available for perusal and copying. This information is the best available, but the Government does not guarantee its accuracy or completeness. Information, including drawings and other documentation, provided to the A/E, shall be used for reference only. The A/E shall field check everything and shall not use any drawings provided for plan or elevation views. A site visit will also be required to verify final as-builts.

Discrepancies in Planning Information: The A/E shall promptly report to the Contracting Officer, in writing, any discrepancy between this contract and the planning information provided by the Government. The A/E shall make no adjustments to his/her work due to the discrepancy before the Contracting Officer has reviewed the matter and forwarded his/her determination to the A/E. The A/E's failure to report any such discrepancy or to wait for the Contracting Officer's determination shall be at his/her risk and expense.

3.9. Commissioning

Provide commissioning services of areas affected by work for design and construction per VA Whole Building Commissioning Process Manual. Commissioning during the Design Phase, Construction Phase, Acceptance and Testing Phase, and the Warranty Phase is intended to achieve the objective according to the contract documents and specification section 01 91 00.

3.9.1. The A/E shall submit qualifications of the Commissioning Agent to the Contracting Officer’s Representative (COR) and Contracting Officer (CO) for review. This resume must include at least 5 years of experience commissioning similar equipment and show at least 3 examples of each of the systems to be commissioned. A specialist(s) may be required for some more technical systems.

3.9.2. The commissioning agent shall create a QA plan and submit it to the COR before completion of design. This plan will include:

3.9.2.1. A checklist of every test or step that the COR and/or CX is to witness per the specifications.

3.9.2.2. A property transfer form for all items to be turned over to the government from the building contractor

3.10. Pre-Construction Survey

Provide any required pre-construction surveys or surveys that include, but not limited to asbestos, lead, PCBs, mold, and/or other suspected hazardous material that will be required prior to construction bid in accordance with EPA, CFR Title 40, and other applicable federal, state, and local regulations.

3.10.1. Hazardous Material Analysis Report (Pre-Construction Survey) shall include:

3.10.1.1. Project Name

3.10.1.3. Name of testing Laboratory

3.10.1.4. Address of testing Laboratory

3.10.1.5. Certification credentials of testing personnel

3.10.1.6. Certification credentials of sampling personnel

3.11. Cost Estimating

Separate third party estimates are to be submitted with each design submittal. Cost estimates shall be prepared in accordance with the TIL and GAO Cost Estimating and Assessment Guide (GAO-20-195G) [https://www.gao.gov/assets/gao-20-195g.pdf]

3.12. Conference Documentation

Spokane VA Standards for Conference Documentation A conference will be held at each phase of design in Spokane. The contractor shall prepare meeting minutes including final resolution of all comments. Copies of comments, annotated with comment action agreed on, will be made available to all parties before the conference adjourns. Unresolved problems will be resolved by immediate follow-on action at the end of conferences. Incorporate valid comments. The Government reserves the right to reject design document submittals if comments are significant. Participants shall determine if any comments are critical enough to require further design development prior to government concurrence. Participants shall also determine how to proceed in order to obtain government concurrence with the design work presented.

3.13. Required References

Adhere to all applicable industry codes and the standards. All work shall comply with the design, estimating and construction requirements located in the DVA’s Construction and Facilities Management (CFM) Technical Information Library (TIL) located at http://www.cfm.va.gov/TIL/index.asp. The following DVA’s CFM TIL documents are the core documents that apply to this project (This list does not include all required documents and the TIL shall be consulted to ensure all requirements are met):

Failure to adhere to these standards will result in redesign at no cost to the Government. If any questions arise contact the COR. Submittals will be reviewed by the VA staff; however, review of the submittal does not relieve the A/E from adhering to these standards. Exceptions to these standards may only be made with written direction from the Contracting Officer or Contracting Officer’s Representative.

Projects that have not proceeded beyond 35% design completion shall be updated to the most current version of codes. Projects that have a delay, either planned or unintentional, of more than 18 months between design completion and the solicitation of offers for construction must be re-evaluated to determine if any design revision is necessary due to changes in criteria (including codes and standards) or site infrastructure (for example, water supply for fixed fire suppression systems, water for hose stream allowances, or fire department vehicle access). Note: The evaluation must also include retroactive requirements that have been included in the new editions of the criteria.

3.14. Project Manual

3.14.1. The following information must be shown on the Cover Page.

3.14.1.1. Project Title

3.14.1.2. VA Project Number

3.14.1.3. Mann-Grandstaff VA Medical Center

3.14.1.4. Department of Veterans Affairs

3.14.1.5. Submittal Date fully spelled out (i.e. February 16, 2016)

3.14.1.6. Status of Project (i.e. 65% SUBMITTAL, BID DOCUMENTS)

3.14.1.7. Volume number (if project manual has more than one volume)

3.14.2. Specifications

3.14.2.1. As a template for Specifications, use the VA Master Construction Specifications (PG-18-1). Use blue font for changes from Master to aid review.

3.14.2.2. If any specifications are obsolete or have unusual requirements, clarify their applicability with the COR. Delete sections that shall not be required in final specifications. All spec writer notes shall be addressed by the contractor

3.14.2.3. The COR will provide the following spec sections to the A/E in MS Word format:

3.14.2.3.1. 01 00 00, General Requirements

3.14.2.3.2. 23 22 13, Steam and Condensate Heating Piping

3.14.2.3.3. Spokane VA design amendments (Includes required modifications to Master Specs)

3.14.2.4. The A/E shall use and modify, as needed, the VA General Commissioning Specifications, located in: TIL – Master Construction Specifications (PG-18-1), Div 01, General Requirements, Section 01 91 00, to suit the design criteria, size and complexity of a project.

3.14.2.5. Format shall be consistent with the master specifications and throughout the document.

3.14.2.6. A/E shall develop a “Submittal Register” based on the specification sections. After submittals are reviewed for compliance, the A/E shall log them in the submittal register. A copy of the submittal register will be returned with the submittals.

3.14.2.6.1. This register shall include a list of every item in the specifications that is required by the contractor to deliver to the COR. This list shall reference the paragraph and specification section that it comes from.

3.15. Drafting and Drawing Standards for CAD

3.15.1. Adhere to the National CAD Standards (NCS) available at the website of the National Institute of Building Sciences, Building Smart Alliance and guidance provided on the TIL. [http://www.nibs.org] Standards include, but are not limited to: layer naming, sheet naming, file naming, and organization of drawing sets.

3.15.2. Sheet Numbers and File Names

3.15.2.1. Use the NCS system for sheet numbering and drawing organization, (i.e. A-201 for Architectural Elevations, MH-501 for Mechanical HVAC Details, etc.)

3.15.2.2. Provide sheet numbering: SHEET __ OF __ based on the total number of sheets. Sheet numbering is not required until the Bid Document, Conformed Documents and As-Built sets.

3.15.2.3. File names must be straight forward and not cryptic. They should match the drawing number. (i.e. “A201.dwg” or “the A/E’s project number_A201.dwg”)

3.15.3. Room numbers

3.15.3.1. Coordinate room numbering with the medical center. The room numbers on the drawings must match the room numbers that the VA intends to use.

3.15.4. Text

3.15.4.1. Text shall be 1/8”minimum height. 3/32” is allowed for details. Do not use stacked fractions. This applies to all notes and dimensions.

3.15.4.2. Where practicable, avoid special AutoCAD characters (i.e. Use “DIA” instead of the special character for diameter: %%C.)

3.15.4.3. Use font: Calibri or Arial; or submit a similar font to the COR for approval.

3.15.5. Miscellaneous

3.15.5.1. All drawings must be set up using Paper space / Model space. Everything must be drawn to scale at full scale (i.e. A 36" door must be drawn 36" wide)

3.15.5.2. The colors of all entities should be BY LAYER with few exceptions.

3.15.5.3. Drawing files with external references or special fonts are not acceptable.

3.15.5.4. When blocks are created, the elements of the block should be drawn with color BYLAYER on layer 0. Blocks shall be drawn to scale.

3.15.5.5. When keyed notes are used, provide leaders pointing to an appropriate place. It is not enough for the keyed note to be near the item. It should point to it.

3.15.5.6. Significant deviations from these standards will be corrected by the A/E at no cost to the Government.

3.15.5.7. The final drawings submitted by the A/E shall be originals and shall be the result of his field check, and shall not be take-offs or tracings, for any drawings or other information provided.

3.15.5.8. Each drawing file shall be completely independent of any data in any other file, including fonts and shapes not included with the basic CAD software program utilized.

3.15.6. Software

3.15.6.1. The VA currently uses 2023 version of Autodesk Revit and 2022 version of AutoCAD. Use these versions for design and provide the files in .rvt/.dwg to the VA if requested. If a version other than listed is desired, contact the COR for approval. Test the exporting process to ensure that the exported .rvt/.dwg will be usable by the VA and will comply with these drafting standards.

3.15.7. VA CAD Tools

3.15.7.1. The following tools are available at the website of the VA Office of Construction & Facilities Management, Technical Information Library. [http://www.cfm.va.gov/til/projReq.asp]

3.15.7.2. NCS.ctb is a plot style table containing all VA and National CAD Standard compliant Pen Weights and Colors. Use of this .ctb is required.

3.15.7.3. NCS.lin is a linetype definition file that contains special linetypes like “fire alarm,” “high pressure steam,” “fence,” etc. Using this linetype file is optional.

3.15.8. Cover Sheet

3.15.8.1. An AutoCAD example of the Cover Sheet will be furnished by the COR. Information on the Cover Sheet may be rearranged and other information may be added, if space allows.

3.15.8.2. The following information must be shown on the Cover Sheet:

3.15.8.2.1. “Department of Veterans Affairs”

3.15.8.2.2. “Mann-Grandstaff VA Medical Center”

3.15.8.2.3. “4815 North Assembly St.”

3.15.8.2.4. “Spokane, Washington 99205”

3.15.8.2.5. Project Title

3.15.8.2.9. Spokane map showing the location of the VA (included on the Cover Sheet example that is furnished by the COR)

3.15.8.2.11. Index of Drawings

3.15.8.2.12. List of the members of the A/E’s design team and their disciplines. Phone numbers are not required.

3.15.8.2.13. Title Block (including date and project status. See note on Title Block below)

3.15.8.2.14. Design Approval sign-off sheet. (At the Bid Documents phase the COR will provide a 17”x11” PDF with design approval signatures. The A/E will import this PDF into the cover sheet.)

3.15.8.2.15. Symbols and abbreviations are required on the drawings but are not required to be on this sheet. Photos and renderings may also be on the Cover Sheet but are not required as part of the documents.

3.15.9. Title Block

3.15.9.1. Use the standard Spokane VAMC title block on the TIL

3.15.9.2. Include the building number(s) in the Project Title.

3.15.9.3. For renovations and remodel projects, include in the Project Title a generic description of the location of the project, (i.e. Building 1, 4th Floor-North)

3.15.9.4. Do not include “VA” or “VAMC” in the Project Title

3.15.9.5. Indicate the status of the project (i.e. 65% SUBMITTAL)

3.15.9.6. Provide the date in this format: MM/DD/20YY (i.e. 02/16/2016)

3.15.10. Drawing Sheet Dates and Revisions

3.15.10.1. The date for a submittal is to be consistent throughout the entire set.

3.15.10.2. The date on the Title Block is to correspond to the submittal date and change with each submittal.

3.15.10.3. The date for the 100% Submittal (Bid Documents) is to be the final date change for the Title Block. After this time when a drawing is re-issued, the REV section on the Title Block is to be used.

3.15.10.4. When a drawing is re-issued the next highest revision number is to be used for all drawings, even though most sheets will skip some revision numbers.

3.15.10.5. When a new sheet is issued, all indexes will be updated to include the newly issued sheet

3.15.10.5.1. All affected index sheets will be issued with updated revision and date

4. SCHEDULE AND DELIVERABLES

The A/E shall perform the work required by this contract within the limits of the following schedule. Where conflicts exist the following takes precedence over PG-18-15. Perform a review of all deliverables in accordance with the AE’s approved Quality Control (QC) plan and the VA’s checklists provided on the TIL. Submit documentation of the QC review as part of each report. No more than 5% of the payment for each submittal shall be paid to the contractor before the submittal has been accepted by the COR.

4.1. 10% Submittal Schematic Development (SD-1): Deadline: 30 calendar days after Notice to Proceed (NTP).

This submission shall include:

4.1.1. Updated schedule of design services

4.1.2. 3 proposed predesign concepts

4.1.3. A summary of Users' vision and needs, to include plans for future expansion (additional floors and connection to other structures).

4.1.4. An equipment list including existing and new equipment.

4.1.5. Notes on adjacencies.

4.1.6. Notes on pedestrian and vehicle traffic patterns. Notes should identify public versus facility access.

4.1.7. Photos, sketches or diagrams if needed for clarity.

4.1.8. Site analysis including:

4.1.8.1. Land survey

4.1.8.2. Geotechnical report

4.1.8.3. Analysis of existing site conditions including a narrative identifying any issues of concern (such as accessibility, parking, routing of utilities etc.)

4.1.8.4. Proposed physical security measures.

4.1.9. Proposed structural systems.

4.1.10. Proposed mechanical systems.

4.1.11. Proposed electrical and telecom systems.

4.1.12. Proposed fire protection systems.

4.1.13. Sustainability and energy conservation strategies.

4.1.14. Provisions for future expansions (additional floors and connection to other structures).

4.1.15. Planned path of travel for equipment replacements/installations.

4.1.16. Photos, sketches or diagrams if needed for clarity.

4.1.17. ROM construction cost assumption, to include proposed deductive alternatives totally 15% (minimum) of total construction budget (excluding contingency).

4.1.18. Commissioning agent resume per paragraph 3.9

4.1.19. Subsurface investigation of underground utilities.

4.1.20. Provide the following paper copies to COR:

4.1.20.1. 2 full size sets of Drawings

4.1.20.2. 1 half size set of Drawings

4.1.20.3. 1 copy of Outline Specification

4.1.20.4. 1 copy of the Cost Estimate

4.2. VA Review of 10% Submittal: 30 calendar days

Review conference will be held at the Mann-Grandstaff VA Medical Center in Spokane WA or as agreed upon as part of the partnering process. The conference will take place the week after the receipt of the comments by the Contractor. The Contractor shall bring the personnel that developed the design submittal to the review conference.

4.3. 35% Submittal Schematic Development (SD-2): Deadline: 45 calendar days after 10% comments are received by A/E.

This submission shall include:

4.3.1. Updated schedule of design services

4.3.2. Corrections made based on the review comments of the previous submittal.

4.3.3. Design narrative, to include:

4.3.3.1. Discussion of design by each design discipline, to include design calculations.

4.3.3.2. Code review.

4.3.3.3. Structural, mechanical, and electrical calculations

4.3.4. Design drawings, to include:

4.3.4.1. Floor plans showing major components, general structural grid, major Mechanical/Electrical/Plumbing components.

4.3.4.2. Reflected ceiling plan if there is a highly detailed special area.

4.3.4.3. At least one exterior elevation showing building materials, fenestration, roof top equipment, etc. If building is designed for future expansion, delineate the future expansion with dashed lines or as a separate drawing.

4.3.4.4. Building sections to illustrate building shape and special features.

4.3.4.5. Site plan, to include:

4.3.4.5.1. Project location(s) on the campus

4.3.4.5.2. Utilities

The conference will take place the week after the receipt of the comments by the Contractor. The Contractor shall bring the personnel that developed the design submittal to the review conference.

4.5. 65% Submittal Design Development (DD-1): Deadline: 30 calendar days after 35% comments are received by A/E.

This submission shall include:

4.5.1. Updated schedule of design services

4.5.2. Corrections made based on the review comments of the previous submittal.

4.5.3. Design narrative, to include:

4.5.3.1. Discussion of design by each design discipline, to include design calculations.

4.5.3.2. Product literature for any products requiring special discussion.

4.5.3.3. Code review.

4.5.3.4. Title Sheet

4.5.3.5. Structural, mechanical, and electrical calculations

4.5.4. Site plan (when required) showing building location, site features, property lines, roads, parking, sidewalks, grades and landscaping, survey.

4.5.5. Floor plans showing doors, windows, interior partitions, structural grid, critical areas with fixed dimensions, major M/E/P systems. Enlarged plans of typical areas such as exam and patient rooms.

4.5.6. Equipment plans

4.5.7. Code review and code review plans

4.5.8. Reflected ceiling plans to define major design elements and patient care rooms.

4.5.9. All exterior elevations showing materials, fenestration, roof top equipment, floor levels, dimensions, etc. If building is designed for future expansion, delineate the future expansion with dashed lines on at least two elevations or as a separate drawing. (Elevations of future expansion need not be indicated on later submittals.)

4.5.10. Building sections and wall sections

4.5.11. Interior elevations for special areas.

4.5.15. Review the Equipment / Furniture Plan with the VA at the Design Development design review meeting and at all subsequent meetings. Include the Equipment and Furniture Plan in the final construction set.

4.5.16. Show and label all equipment and furniture.

4.5.17. Include plumbing fixtures, chairs, tables, desks, carts, cabinets, casework, shelving, privacy curtains, patient beds, procedure chairs, code carts, refrigerators, etc.

4.5.18. Include equipment and furniture that are to be

4.5.19. All equipment and furniture must be to scale (at least in terms of overall dimensions and as needed for coordination purposes.) The VA’s Environmental Management Services office, through the COR, can provide dimensions for furniture that is to be provided by VA.

4.5.20. Supplement the plan information with interior elevations as needed.

4.5.21. The Equipment and Furniture Plan does not need to contain technical information. The technical info can be conveyed elsewhere. (i.e. A flushing-rim sink may be called out simply as a “flushing-rim sink” on the Equipment and Furniture Plan, with more specific information given on the Plumbing Plan and Plumbing Fixture Schedule).

4.7. 95% Submittal Design Development (DD-2): Deadline: 60 calendar days after 65% comments are received by A/E.

This should be a complete stamped bid set of documents and a final construction estimate. All necessary details and specification sections are to be incorporated into this submittal. This submittal is intended to be the final unless the VA feels that there are enough changes to warrant another revision. Provide a revised 3rd party construction estimate reflective of submitted changes from 65%. This submittal will also include a schedule for construction and an updated schedule design services.

4.7.1. Provide the following paper copies to COR:

4.9. 100% Submittal Construction Documents (CD): Deadline: 15 calendar days after 95% comments are received by A/E.

This will include all prior documentation with comments incorporated and completed to 100% design.

4.10. Final Conformed Documents : Deadline: 7 calendar days after the Construction Bid is awarded.

The Conformed Drawings shall incorporate all drawing-related Amendment changes. In the revision section of the title block, all drawing sheets (whether revised on not) shall show revision 1, the new date, and “CONFORMED SET” under “DESCRIPTION.” This revision should not be clouded with revision clouds.

The Conformed Project Manual does not need to incorporate the Amendment changes in each spec section, but the Amendments are to be bound into each copy of the Project Manual, at the back of the manual on colored paper.

4.10.1. Drawings in PDF format are to be stamped and signed. AutoCAD files should not include a stamp.

4.10.2. Conformed set shall include all items of the 100% design, all bid questions and any bid deducts.

4.10.3. Provide the following paper copies to COR:

4.10.3.1. 1 full size set of Drawings

4.10.3.2. 1 half size set of Drawings

4.10.3.3. 1 copies of the Specification bound by itself

4.11. Construction period services

Construction period services extend to acceptance of substantial completion of construction. at a time designated by the Contracting Officer.

4.11.1. The A/E’s representative shall be someone who is thoroughly familiar with the project and the contract documents.

4.11.2. Provide written clarifications to Requests for Information (RFI’s) during solicitation about the specifications and drawings that are submitted by prospective bidders and/or offerors prior to submission of offers. Written responses shall be prepared and forwarded directly to the VA Contracting Officer (CO) and Contracting Officer’s Technical Representative (COR). Do not provide responses to bidders/offerors.

4.11.3. Maintain submittal register

4.11.4. Shop drawing and submittal review

4.11.5. Submittal of testing reports

4.11.6. Final inspections

4.11.7. Commissioning Services

4.11.8. Construction contractor payment application review

4.11.9. Virtual attendance at the Pre-Construction Conference.

4.11.10. Lead weekly project meetings

4.11.11. Review of construction progress schedules, pre-bid, pre-construction, and final inspection site visits

4.11.12. Prepare and distribute project meeting minutes for all meetings and formal site visits.

4.11.13. Provide written clarifications within 7 days to questions (RFI’s) and about the specifications and drawings that are submitted by contractors. Written responses shall be prepared and forwarded directly to the VA CO and COR.

4.11.13.1. If drawing revisions are required they will be a complete stamped revision and added to the drawing set.

4.11.14. Perform weekly project inspections and produce observation reports including safety items.

4.11.15. Provide review and evaluation of contractor’s safety plan to the CO and COR when required.

4.11.16. Provide shop drawing & material submittal review and evaluation for comment to the COR within 15 days.

4.11.17. Provide review and evaluation of contractor’s fee proposals and proposed contract changes to the CO and COR when required.

4.11.18. A/E shall provide file sharing software to manage submittals and RFI’s

4.12. As-Built Drawings and Owner’s Manual: Deadline: 60 calendar days after receiving marked set of drawings.

After completion of the construction, the VA will furnish to the A/E the contractor’s marked-up set of As-Built drawings indicating all changes made during construction. The A/E will modify the drawing per the mark-ups, verifying conditions if needed to accurately reflect the completed construction. The draftsmanship shall be comparable in all ways to the original contract documents.

4.12.1. The revision portion of the title block shall be dated and noted as "AS-BUILT." Drawings shall not have revision clouds.

4.12.2. The A/E shall deliver the as-built drawings to the COR within sixty (60) days after the A/E receives the marked-up documents from the COR.

4.12.3. As-built drawings to be verified by site visit

4.12.4. Provide the following to the COR:

4.12.4.1. Full set of electronic drawings (Revit model, AutoCAD files, and full size PDF files).

4.12.5. Provide the following to the CO: (this may be e-mailed)
