About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Alaska VA Healthcare System's Supply Chain Management Service. The solicitation (36C260 25Q0861) seeks insulated shipping containers and cold packs for transporting temperature-sensitive pharmaceuticals, with specific requirements for two cooler sizes: small (6x6x6 Styrofoam box in a 10x10x10 cardboard box) and medium (9x9x9 Styrofoam box in a 13x13x13 cardboard box). The contract will run for five years, with one base year and four one-year options, and requires 8oz cold packs that can maintain a 2°C to 8°C temperature range for up to 72 hours during transit.

The amendment includes a questions and answers section addressing vendor inquiries about shipping specifications, gel pack requirements, and delivery expectations. Key performance requirements include delivering requested boxes and ice packs within 48 hours, with a 95% acceptable quality level for delivery timeliness. Invoicing will be electronic via Tungsten, with monthly billing summaries and detailed delivery tickets. Potential remedies for supplier non-compliance include contract termination, non-exercise of option years, and adverse performance reporting through the Contractor Performance Assessment Reporting System (CPARS).

Contracting POC: Darien Justice at darien.justice@va.gov

Q&A

1. Will this contract be funded all at once or funded as the orders are placed?

a. Invoices will be paid as submitted with each order.

2. If we are introducing our own boxes (same size and specs as theBOXcold) is there any official testing that needs to be completed on them?

a. The cooler must perform for 72 hours while maintaining a 2°C to 8°C range using only 8oz gel packs.

3. Is there a direct-contact or indirect-contact with the items being packed and the shipping box?

a. Items will be packed into shipping boxes by VA staff. The packed items will be directly inside the boxes.

4. When is the anticipated first delivery going to happen after being awarded the contract?

a. Within a week of contract effective date.

5. The EPE cooler was originally designed as a reusable solution—are you requesting this cooler specifically for its re-usability?

a. No

6. The requirement states the cooler must perform for 96 hours while maintaining a 2°C to 8°C range using only 8oz gel packs. Based on our experience, this performance seems unattainable. Has the VA obtained or reviewed chamber testing results confirming that this cooler has achieved 96-hour performance? The manufacturer’s website indicates performance of 24–72 hours.

a. PWS has been updated to state the cooler must perform for 72 hours while maintaining a 2°C to 8°C range using only 8oz gel packs. See updated PWS below.

7. Could you provide the expected average outside temperature highs and lows during shipment?

a. The shipping boxes will be used during all seasons within the entire State of Alaska. Please use average temperatures (Summer, Fall, Spring, Winter).

8. Is the medication being shipped frozen or ambient?

a. Refrigerated, but not frozen.

9. Is there a specific reason for requiring 8oz gel packs? A 16oz gel pack offers longer duration at the same overall weight. Approximately how many 8oz packs are expected per cooler?

a. The requirement is for 8oz gel packs due to medicine and gel pack configuration.

1 gel pack per small box. Medium boxes may require multiple 8oz gel packs.
