B.4 STATEMENT OF WORK

1. Contract Title. VISN20 Prosthetics/Orthotics Technology Update

2. Background. The VA Northwest Health Network, Veterans Integrated Service Network (VISN) 20, is responsible for providing health care to Veterans in the states of Alaska, Washington, Oregon, most of the state of Idaho, and one county each in Montana and California. VISN20 encompasses 135 counties which cover approximately 23% of the United States land mass; 17% of which are classified as health professional shortage areas. 67% of these same counties had a 2001 per capita income below $25,000. There are approximately 1.2 million Veterans living in the Pacific Northwest and Alaska, 18% of whom received VA services.

The VISN20 network of eight (8) health care facilities is comprised of (7) medical centers and one (1) rehabilitation center. Two of the health care facilities are three (3) two-division campuses. These ten (10) health care sites support thirty-six (36) Community Based Outpatient Clinics.

The VISN20 Prosthetics/Orthotics Technology Update project is part of a VISN20-wide project to implement advanced technology in the Prosthetics/Orthotics (O&P) departments. To better serve our veterans VISN20 Prosthetics/Orthotics is reorganizing and purchasing additional technology for designing and manufacturing custom prosthetics and orthotics. We are moving from manual, labor-intensive processes (e.g., plaster molds) to more automated scanning and 3D printing and carving products. Also, part of this plan is the development of a centralized fabrication unit (CFU) in Vancouver WA serving all VISN20 Prosthetic/Orthotics departments with the ability for the O&P staff throughout VISN20 to be able to upload customized Computer Aided Design (CAD) files to the CFU for artificial limb, custom orthotics and other prosthetics/orthotics fabrication using Computer Aided Manufacturing (CAM) technology.

This portion of the project is a consolidation of a variety of warranty extensions, software license renewals and software support as further outlined below. Each of the products and services are “brand-name” required since all of this software have been implemented in a prior procurement. They need to be purchased together in order to optimize the procurement and support of the software, software licenses, and recurring support. Details on each product and service is further listed below under Product Requirements and Scope of Work. Any deviation from these brand name requirements require approval from VISN20 HTM and VISN20 O&P management.

3. Applicable Documents. In terms of the performance of the tasks associated with this Performance Work Statement, the Contractor shall comply with the following:

4. Product Requirements and Scope

4.1. The contracted vendor shall provide software, software licenses, training and software maintenance and support services for all of the products and services listed below. Unless indicated otherwise, the period of performance start dates, and therefore costs, for all software and service support listed below shall be based on actual software license activation dates.

4.1.1. SOLIDWORKS STANDARD Service Renewal – 1 Year, Qty 2, Mfr: SOLIDWORKS, Part Number: SWS00001-R1Y, PoP: September 2025 through September 2026, Serial Numbers: 9000031950706975JSCQ3S53, 90000319507197319F6NKTJ7

4.1.1.1. VISN20 requires on-site SolidWorks support from a certified SolidWorks reseller who can respond to VISN20 needs in the Vancouver Washington time zone and has demonstrated competency in management and collaboration, design engineering, manufacturing and production, and simulation, and also has the technical expertise to interface SolidWorks to the VA IT Network.

4.1.1.2. SolidWorks is computer-aided design (CAD) software currently used at VISN20 Seattle medical center. It is essential that the VISN20 Prosthetics/Orthotics Technology upgrade project uses that same software for compatibility. File sharing between SolidWorks native CAD documents makes collaborative design work possible and this is necessary for part production. The SolidWorks CAD design tools utilize a parametric feature-based approach which emphasizes physical fidelity. This is critical for producing highly accurate parts. In addition to its design capabilities, SolidWorks has powerful computer-aided engineering (CAE) and computer-aided manufacturing (CAM) features. These features allow users to design, test, and manufacture parts from one application. Brand name is required.

4.1.2. GEOMAGIC FREEFORM PLUS Renewal, (Qty 1): Part #: RN-FREEFORM, Mfr: Geomagic, PoP: 9/28/2025 – 9/27/2026

4.1.2.1. Software license renewal, support and maintenance for Geomagic Freeform Plus is needed to support this 3D design software used in the development of orthoses and protheses. Geomagic Freeform is the only voxel-based, sculpt modeling software that uses a haptic device to perform push, pull, smooth, grab, pinch, and other manipulations on digital objects. This functionality is essential for clinicians who are accustomed to working with physical objects (3D) and need to design devices to the same quality standards. This software is already used at Seattle, Charleston, and Richmond VA medical centers and it is essential that we purchase the same software for compatibility. File sharing between Geomagic Freeform native documents makes collaborative design work possible and this is necessary for part production. Unlike parametric CAD modeling software, the Freeform voxel-based modeling allows the user to interact with the digital object as if they were working with a digital clay. This allows clinicians to perform intuitive operations similar to the way they would manipulate physical objects in their current “manual” workflow. This software platform is required to interact between organic shapes like human anatomy and mechanical geometric shapes which is necessary to merge socket designs standardized components. The use of a Touch haptic devices allows the modeler to navigate these complex challenging models faster and with more accuracy than any traditional methods. Brand name is required.

4.1.3. Warranty extension and software support for PEEL 2 Systems:

4.1.3.1. Qty 23 software licenses, 16 scanners: Part Number: MNT-P3D-WAREXT: PoP: 09/28/2025 – 09/27/2026

4.1.3.2. Warranty extension, product and software support is required for quantity 16 Peel 2 scanning systems and 23 PEEL software licenses.

4.1.3.3. It is essential for 3D scanners to be able to operate quickly and accurately in close quarters. The Peel scanner can scan as many as 550,000 points/sec from 16” away while maintaining a feature resolution of 0.25mm, all of which are minimum requirements for a 3D scanner used for Prosthetics/Orthotics applications. The Peel scanners are capable of registering positioning targets which can be placed on a limb to provide an indispensable position tracking aid while scanning a body part with limited features to orient scanned object in virtual space. Without this capability it is impossible to guarantee such fast and accurate scans on smooth, symmetric, cone-like shapes with limited orientation features such as those found on many intact and amputated limbs.

4.1.3.4. Peel 3D scanning software provides a set of integrated tools that are required for producing useful scans. This software can remove noise, merge multiple partial scans, fill holes, and make watertight meshes. It is especially necessary to have the ability to merge multiple scans because factors such as limb motion or limited space to navigate around the patient will likely lead to several partial scans which need to be combined. The requirements above reduce the likelihood of bad data capture and failed scans, which can result in wasted time and poor patient outcomes. The Peel scanners are the only option available on the market capable of meeting all these requirements. The Peel scanners are also considered industry standard in O&P because of their overall functionality. The combination of wider field of view and close focal length allows the scanner to see more data while being as close to the patient as possible. The combination of reflective markers also sets this scanner apart from most because it will track moving target (human anatomy) without losing its position in space. This reduces bad data capture, failed scans, wasted time, and poor patient outcomes.

4.1.4. ARPP Software support and maintenance for Roboticom/ORTIS milling system

4.1.4.1. Support is required for the ARPP software used with the Roboticom ORTIS robotic milling system used for the creation of models for the production of orthoses and custom prosthesis.

4.1.4.1.1. License 1, Dongle 333: Qty 1: Annual maintenance for ARPP software. Mfr: Roboticom, Part Number: 03001-A9453, PoP: 9/28/2025-9/27/2026

4.1.4.1.2. License 2, Dongle 337: : Qty 1: Annual maintenance for ARPP software. Mfr: Roboticom, Part Number: 03001-A9453, PoP 9/28/2024 – 9/27/2026.

4.2. The contracted vendor’s team shall work with VISN20 engineers, technicians, prosthetists/orthotists to support, configure and test each of the software, products and services listed above.
