B.2 STATEMENT OF WORK:
1. Background.
The Anchorage VAMC is responsible for providing health care to Veterans in the state of Alaska with the main facility located in Anchorage and multiple Community Based Outpatient Clinic (CBOCs) throughout the state. They are standing up Eye Care services that were previously only provided on the DoD campus.
Anchorage is moving from the legacy VistA Electronic Medical Record (EMR) and moving to an Enterprise Oracle Health EMR. This move will require legacy systems to have their existing interface configured to communicate with Cerner. The transition date is currently scheduled for October 23rd, 2026. An Eye PACs is a requirement for being able to store patient data into the Electronic Health Record. Storage of patient data into the EMR is a national requirement.
Zeiss Forum is currently on the VA baseline as a solution for Eye PACs and is integrated at 6 lives sites in the VA across VISNs 20, 10 and 12. The following scope provides the capabilities of the Zeiss Forum (Eye PACS).
This requirement is for a Brand Name or Equal to Zeiss Forum (Eye PACS). Offers providing an equal to Zeiss shall include adequate product information showing their product meets these requirements.
2. Scope.
Anchorage is planning to interface an eye care image and data management system specifically designed for hospitals to improve their workflow efficiency and meet patient data storage requirements.
Product Description: Zeiss Forum Data Management is an FDA approved and listed medical device that provides image and data collection, storage, retrieval and analysis for a variety of ophthalmic-related services. It combines a full-featured ophthalmic PACS with ZEISS FORUM’s unique clinical features such as its clinical displays and workplaces for three pathologies. It seamlessly integrates with vendor neutral archives (Oracle Health VNA), enables centralized user administration (LDAP) and supports single sign-on (SSO) to the VA’s new OH EMR.
Zeiss Forum includes Post Processing Analysis, Dynamic Review/Manipulation of RAW data functionality with downstream ophthalmology and optometry devices including but not limited to OCTs, Fundus Cameras, Visual Field analyzers, A/B scanners, slit lamps, etc. This allows analysis that assists providers with treatment planning. It has the functionality to enable real-time and dynamic editing/manipulation of all prior Visual Field Test data for all Glaucoma patients and allows for baseline changes, real-time report generation for any VFI data, and displays RealEye images and data with partnered HFA instruments.
Zeiss Forum supports DICOM standards and Modality Work-List functionality in order to create and send orders and patient demographics to a specific instrument or all instruments via a DICOM work-list within the eye clinic’s network.
Zeiss Forum includes the ability to provide Structure Function analysis in a single display with OD-OS on one (1) page print out from data of partnered OCTs and Visual Field Analyzers.
Zeiss Forum has bi-directional DICOM capabilities to send both DICOM Modality Work-lists containing Consult/Order details to instruments within the eye-clinics network and receive back the diagnostic test results and RAW data for storage within the PACS for later access.
With appropriate hardware and software, Zeiss Forum will need to connect to any brand of non-DICOM diagnostic ophthalmic instrument with export capabilities and convert the diagnostic test results into a DICOM compatible file containing all patient demographic information, UID’s, Accession number, Device name and type, laterality and other key pieces of data.
All captured patient data (demographics, reports and images) are stored within the PACS and can also be forwarded to the OH VNA (Vendor Neutral Archive).
Zeiss Forum will download past RAW data from one or more ophthalmology devices acquired within the main clinic and all satellite clinics.
Zeiss Forum will need to be able to display Glaucoma Progression Analysis (GPA) and enable the clinician to manipulate data and store baseline changes at the workstation.
Zeiss Forum will also display and allow the clinician to scroll through the various Macula Cube B-scan slices, within the viewer. It will also display images in pre- formatted clinical display groupings for Glaucoma, Retina and Cataract cases.
