1. B.3 3 Specific Tasks 4 Will the VA quantify the substructure area to be removed/replaced?
The contractor is responsible for Mil the asphalt 2” at the top and is required to repair any substructure sectional areas that may need maintenance repairs such cracks or damage. Any substructure sectional areas that may be required complete removal and replacement must be identified by the contractor and communicated to the VA COR and CO.
1. B.3 3 Specific Tasks 6 Will the VA provide a designated and approved disposal site for the anticipated asphalt mill grindings generated during project execution, or will the contractor be responsible for identifying and coordinating with a permitted facility for recycling or disposal?
The government does have a disposal site on the VA American Lake Campus, and a disposal site is available for the removed road materials only and is subject to the VA COR approval beforehand. In the event the VA site cannot accommodate additional materials for disposal on the American Lake Campus, the contractor shall be responsible for proper disposal offsite.
1. B.3 3 Specific Tasks 13 Will speed bump need to be reinstalled as part of this contract?
The contractor does not need to reinstall a speed bump.
1. B.3 4. Performance Monitoring Will Columbus Day and/or Veterans Day be considered as working days under this contract, or will work need to be performed on weekends only?
The contractor is not expected to work federal holidays, all contractor work must be completed in one weekend, and the contractor’s schedule must be reviewed and approved in advance by the VA COR before any onsite work is to commence by the contractor.
1. The SOW states work will be completed over “a” weekend. It is the intent of the government to have the contractor only allowed one weekend to complete work?
All paving is to be completed in one weekend and is required by a contractor to accomplish all work. Restriping the new road may be possible with prior written approval by the VA COR.
1. Please advise if, after milling approximately 2” in depth, the existing subbase material is not suitable for accepting new HMA will the contractor be required to remove additional material beyond the 2”?
The contractor is responsible for Mil the asphalt 2” at the top and is required to repair any substructure sectional areas that may need maintenance repairs such cracks or damage. Any substructure sectional areas that may require complete removal and replacement must be identified by the contractor and communicated to the VA COR and CO.
For example, broken/heaved sections of existing asphalt are deeper than 2” in which milling won’t completely remove or if soft areas in the subbase are present or become obvious during milling process.
1. The statement of work says to remove areas identified for repair. Are these areas marked out on the road already so we can see them at the walk thru and figure the proper repairs into our bid?
The areas are marked.
8.) I didn’t see any areas in the road identified for repairs, as stated in the Specific Tasks. Will that be determined after grinding? Or do you have a square footage for the repairs?
The contractor is responsible for Mil the asphalt 2” at the top and is required to repair any substructure sectional areas that may need maintenance repairs such cracks or damage. Any substructure sectional areas that may require complete removal and replacement must be identified by the contractor and communicated to the VA COR and CO.
9.) Also, can this project take place on more than one Saturday as long as its completed by November 1st?
The contractor shall complete all removal and re-paving in one weekend to prevent impact on hospital operations. Restriping the surface of the new road may be possible with prior written approval by the VA COR.
10.) 1. If the VA is expecting patching to be needed after the asphalt is removed, how many square feet of patching is expected?
The contractor is responsible for Mil the asphalt 2” at the top and is required to repair any substructure sectional areas that may need maintenance repairs such cracks or damage. Any substructure sectional areas that may require complete removal and replacement must be identified by the contractor and communicated to the VA COR and CO.
(11.) Is the 2” pre-level designed to establish the crown (which would be an average of 1” across) or is it a full 2” base lift across the cross section?
The statement of work lists estimates of the work required. These are estimates only, and it is the responsibility of the contractor to verify all site conditions and design dimensions required to complete this road repair and replacement.
(12.) The work is described as to be performed over a weekend. Can the work be performed over multiple weekends (that is, come back to stripe the road the following weekend, for example )?
The contractor shall complete all removal and re-paving in one weekend to prevent impact on hospital operations. Restriping the surface of the new road may be possible with prior written approval by the VA COR.
